China to share notes with Pakistan on India's efforts for UN Security Council seat

Saibal Dasgupta, TNN, Jul 7, 2010, 08.45pm IST

BEIJING: China will share with Pakistan its plans on the issue of India’s efforts to obtain a seat in the United Nations Security Council. The indication came from Chinese president Hu Jintao when he told the visiting Pakistani president Asif Ali Zardari that Beijing will keep Islamabad informed about its plans for reforms in the UN Security Council.

Zardari presided over six agreements signed between Pakistan and China covering areas like agriculture, health care, justice, media, economy and technology. But the agreements did not cover the proposed sale of two nuclear reactors to Pakistan.

Significantly, Zardari sought assistance from Chinese companies for establishing alternative energy projects in the field of solar and wind power. But he did not mention nuclear power projects during his meeting with business leaders of China this morning.

It was not clear whether the two governments were deliberately keeping quite about the issue, which has caused worries in India. Masood Khan, Pakistan’s ambassador in Beijing recently that the issue will be discussed during Zardari’s visit.

A report from Islamabad quoted Zardari’s press adviser Farhatullah Babar as saying that Pakistan and China had already signed an agreement for two nuclear power projects during the president’s visit to China last year. He said the agreement "goes along well with the international non proliferation obligations of China and Pakistan."

Hu and Zardari vowed to jointly fight the "three forces" of extremism, separatism and terrorism during their two-hour meeting on Wednesday.

Zardari is accompanied during this five-day visit by his two daughters, Bakhtawar and Aseefa, besides a some senior ministers like defence minister Chaudhry Ahmad Mukhtar, petroleum minister Naveed Qamar, Minister of State for Water Resources Kamal Majidullah, Minister of State for Finance and Economic Affairs Hina Rabbani Khar and foreign secretary Salman Bashir.

I was hesistant to post an article by Times of India, or for that fact any articles by India, but this particular article was linked by USATODAY, a reliable, reputable news source. So I guess there must be some truth to this article.

Irrespective of Indian efforts to get a UN seat, it is important for the world body to have a significant representation of the country that is democratic and holds 1/6th of the world population.

Indian efforts are just not the yard stick to measure the importance that India associates for being a player on the world stage.

China tried hard to block Indian entry to nuclear club. Failed. It will try even harder now since UN seat can have implications at various scenes. Let us see the outcome of this exercise. China sharing Indian efforts is a clear indication of insecurity in the dragon land.

Pakistan will be well advised to make a clean impression about its seriousness to become a developed country instead of focusing on how not to let its neighbors move up.

chinee's may forget the past India supported China becoming Permanent security council member in UN, No problem 10 years or 30 years, world going to see Indian ecnomic & military power in 2020

Can you please stop trolling and stick to the topic. It is no secret India has been working hard to secure the UNSC seat, so has brazil, so has turkey, Afrcian Nations & OPEC/Arab nations have been promised a seat since 2004.... See where im going with this?

And please can you not discuss Pakistan's internal security matters on this thread, there a seperate section for that. I would urge both Pakistani and Indian members to show due respect to eachother... The onus being on the Indians from what i have seen in recent threads and posts.

Regards

It is far more important for the world body to become truly democratic and end the 'elite's club' of the UNSC that has given power to a few, and it is rather ironic that you argue for greater representation of India, on the basis of the fact that it is 'democratic', in an organ that is in some ways the antithesis of 'democratic' in the context of the larger United Nations membership.

Pakistan's position, as that of other like minded countries opposing an increase in the 'elite's club' in the UN, has been consistent and is an ethical position. I fail to see why opposing greater elitism and 'the power of a few over many' is in any way 'not letting its neighbors move up'.

The better question is why India is increasingly pushing an elitist attitude and seeking to 'keep its neighbors down' - specifically in demanding that Pakistan not be given equal treatment in the civilian nuclear field, and in demanding that it be given membership to an elites club with veto power to 'lord over' the rest of the UN.

Is this in some way the result of centuries of living with the Caste system in India? Because Indian foreign policy certainly appears to promote a special status and special treatment for itself at the expense of others.

I sincerely hope India doesnt get a security council seat in the near future. The security council consists of countries like Russia and US one our faithful ally and the other a developing ally.Sucha role for India will often require her to take desicions far too hard for our coalition set up of government. We should clean our yard and wait for our nation and democracy to mature further before we take such a stage in the world. For the time being we should enjoy the goodwill of both nato/europe and sco/asian countries which we have in plenty

In response to your allegation of India's elitist attitude, let me ask you this - Are you sure your all weather friend China is not guilty of an elitist attitude by continuing to be a elite member of the UNSC? If your answer is no, then why hasn't China voluntarily renounced its position?

The truth is that every country on a growth trajectory desires to see it being accorded due importance. And as a country representing 1/6 of the humanity, India's voice is essential in a global decision-making body like the UN.

And please dont tell me that Pak's stand here is all ethical. Pak's actions are solely driven by a desire to spoil India's chances. If hadnt been trying for a UNSC seat, Pak would have given two hoots about who gets a permanent seat.

Is this in some way the result of centuries of living with the Caste system in India? Because Indian foreign policy certainly appears to promote a special status and special treatment for itself at the expense of others.

Immature insinuation and a biased comment, AM. Lets not connect history either geo-political or religious with current situations. That will open a can of worms for Indians and Pakistanis alike.

Doesn't Pakistan's lobbying against UNSC expansion and its declared position on the veto in the UNSC answer that question?

And you have that voice, by virtue of being a member of the UN. A veto on the other hand does not give India a voice, it gives it an elitist right to overrule anything it disagrees with, while the majority of the other UN members and 'humanity' do not have that right.

Sorry, but a 'caste system' of haves and have-nots and special treatment for itself is precisely what India appears to be supporting, especially with its arguments against Pakistan receiving civilian nuclear technology - in essence Ramu's point, of 'X keeping its neighbors down', works far better when applied to India.

Doesn't Pakistan's lobbying against UNSC expansion and its declared position on the veto in the UNSC answer that question?

Again, who would benefit the most if the UNSC is expanded? COuntries representing the developing economies and a new world order? India,Brazil etc? Dont tell me Pakistan didnt keep that in mind when it opposed the expansion.

True, it more than just a voice but an effective way to present your voice. To influence and impact as India is a large part of the humanity that they aim to govern. And I hope your past presidents would have shared your elitist concerns with your friends more often and hopefully persuaded them to give up their right. Where was this voice of opposition for the last 60 years?

I had hoped that you would see the fallacy of your argument. But by bringing up the Caste system do you mean that India is the only country where inequalities exist? Did the current members the P5 also have caste system that they sought to get themselves the veto right? What was their justification? And dont tell me Pakistan and Islamic societies are all egalitarian!

Whoever seeks to benefit the most from a UNSC expansion is irrelevant since the central issue is the expansion of an 'elitist club' - that is regression, not progress or 'reform'.

In phases - the first step would be to stop the UNSC from regressing by expanding an elitist club, the second, if expansion minus the veto and possibly minus increased permanent membership takes place, would be to work on the P5 giving up their veto. Our opinion on the current veto powers is illustrated by this comment by Pakistan's Ambassador to the UN:

“A larger number of permanent members will further aggravate the exclusive and elitist culture of the Council,”

India is not the only country where inequalities exist, nor is it the only country which seeks to promote double standards and discriminatory policies internationally, but since this thread is about India, and there are some rather glaring examples of this 'international caste system' being promoted by India, the reference to Caste seemed fitting given its role in Indian culture.

India supported China?

Why 2020?

If you read what you have written above, you sort of nullify your own argument. Since most countries display double standards (depending upon the beholder), this seems to be a deeply ingrained human trait rather than something that can be researched on a country by country basis. One in ascendancy will try and influence matters and the other will try and find faults.

I think this issue represents a deep-rooted "India-is-out-to-get us" fear in Pakistan. Whereas India is trying to gain itself a higher position in the global scheme of things, Pakistan cant help but think of ways in which it could stop it from doing so.

You know what that note would say?

"They aren't getting one! not now, not 10 years from now, 30 years . . . times infinity." They can beg all they want year after year and China will say they encourage a greater role for India in UN etc etc. blah, blah, blah but it will still be P5.

To put their UN aspirations in military terms it's like their junk LCA, 10, 20 , 30 + years running with only a few jets in limited numbers and over budget, basically a failed fruitless cause . . . much like all their other daydreams . . .

Astro, you post reeks of arrogance, what makes so afraid / jealous/ cocksure ?

India will get what it deserves nothing less nothing more, you or your puny allies can do nothing about it. Exchange notes all you like.
