Corruption in Poor Countries?

People are uninformed, ignorant, selfish, no guts, no ambition, no intelligence.

Most of all no choice.

Most of these can be corrected by education, education gives us choice and thus we don't have to take **** from douches we don't like.

But education is a luxury in poor countries.

It's also why so many politicians in China are not doing so hot at the moment.

Oh please corruption is just as rampant in the 1st world also. Instead of the peon and officer asking for bribary it is only upper level officials. Corruption here is smart corruption.

That's true, but this is what I'm struggling to understand, those in power in poor countries see the extreme conditions their citizens live in, yet they seem to be numb to it, why? You hear of money being allocated for such and such projects, but it rarely materializes because the money has been pocketed! Don't they want better standards of living for their citizens? Are they delaying developing their countries, keeping their people backwards on purpose, so they can loot for as long as possible? WTF is going on?

Of course they don't want the hungry and illiterate to be emancipated. God forbid the poor can have time to think and assemble.
