That was already said & I did point out that part was a general statement & not part of NSA talks which could only be on the matter connected to what was referred to - terrorism. The NSA could no more discuss Kashmir than the chiefs of the border security or the DGMO. Each of them had a specific part they had to deal with.

In any case, this was meant to be the beginning. If the NSA talks had gone off well, it could be followed up by FS talks where Kashmir could have been discussed along with other issues. However to load it on the NSA level talks clearly showed that Pakistan was not serious. The Indian NSA wasn't going to veer off script nor did he have a remit to discuss anything else. The argument that regardless of the specific task mentioned of the NSA, they would talk on Kashmir is as silly as sports minister discussing the Kashmir problem, if they were discussing ways to increase sporting contacts.

However, you quoted something from the UFA decleration but you missed out the inital line. so i am posting it here for you

So yes we would have disccused terrorism SPONSORED by India

BUT

we wouldhave wished to discuss Kashmir too and meet Huriyat.

To this india wanted to put conditons too which was not acceptable.

so the whole NSA meeting got derailed when india said discuss terrorism BUT leave out Kashmir

as for Hafiz and all US did issue a bounty on his head but failed to provide any proof for Pakistan government to tryand prosecute him.

The indian dossiers were "weak" and hence no arrest warrants through interpol or trials could take place.

we had demanded the indians to allow us access to Kasab and all so called evidence so we could validate its authenticity but the indians denied access.

So failure to act on "alleged" evidence came to a stand still once india failed to let us validate the authenticity of the so called proof

the condition you are talking about of "not allowing" access is invalid - because after your FSA conducted a thorough investigation in India, your court refused to admit their report as proof because their investigation was conducted in India and not in a pakistani court. So what is the point of giving access to Kasab to Pakistan?

The dossier was a very comprehensive one because the investigations were conducted by 6-7 countries whose citizens were killed in the Mumbai attack...and all the countries were properly briefed at every stage.

2. Early meetings of DG BSF and DG Pakistan Rangers followed by that of DGMOs.


3. Decision for release of fishermen in each other’s custody, along with their boats, within a period of 15 days.


4. Mechanism for facilitating religious tourism.


5. Both sides agreed to discuss ways and means to expedite the Mumbai case trial, including additional information like providing voice samples.


Prime Minister Nawaz Sharif reiterated his invitation to Prime Minister Modi to visit Pakistan for the SAARC Summit in 2016. Prime Minister Modi accepted the invitation.




The part of discussing all issues comes up with the part of the PM's talks. Cannot be applied to the NSA talks.

so yes UFA deceleration overall has set a very bad precedent as from now on everything would need to be explicit to the minutest of details

The NSA talks were different than usual Indo-Pak composite dialogue which covers all outstanding issues . NSAs of 2 countries can't even discuss Kashmir , the general info was wrong Sushma Swaraj made it very clear on her press conference.

Where did I say it was a joint investigation?

and...yup..Kasab's interrogation by pakistani lawyers in front of pakistani judge in a pakistani court, is what he meant. The "judge" dismissed pakistan's own judicial commission's inquiry of witnesses because it happened in India.

your kangaroo court judge even refused an interrogation by way of video uplink. I am wasting my time.

BTW. your earlier question still stands - i fear that the pakistani dossier on india isn't worth the paper it was typed on.

NEW YORK: Adviser to the Prime Minister on National Security and Foreign Affairs, Sartaj Aziz has said that dossiers containing proof of Indian involvement in terrorist activities in Pakistan have been handed over to the United Nations.

Briefing the media men here, Sataj Aziz said three dossiers were handed over to UN Secretary-General Ban Ki Moon by Permanent Representative of Pakistan to the United Nations, Maliha Lodhi.

He said the dossiers contained evidence of Indian involvement in the acts of terrorism in Balochistan, Federally Administered Tribal Areas (FATA) and Karachi. “India is providing help to terrorists in Balochistan, FATA and Karachi,” he added.

The Foreign Advisor said India has been violating the ceasefire agreement with Pakistan at the Line of Control (LoC) and that foreign ministers of 15 countries have been apprised of the Indian aggression in Pakistan.

According to sources, the dossiers handed over to the UN contained evidence in the form of audio, video and documents in connection with Indian involvement in spreading terrorism in Pakistan.
I so very happy about this, because now you will see how the game dossier dossier is played. When you could refute tightly built dossier by India, think of what will happen to this dossier. Raddi ki tokri main phenk denge (Dustbin).
 
I wished they made it public just for laughs. It is very clear that Pakistan does not have anything substantive on India. If they did, they wouldn't be pussyfooting around like this. This is just another face saving exercise to satisfy the crowd back home.

That was actually made clear in the press conference by Sushma Swaraj where she made a point of who talks what. Kashmir falls in the purview of the MEA & therefore the FS.

That is something that has been agreed to between India & Pakistan after the events of last year & on basis of which the High Commissioner met Hurriyat leaders a few times. No meeting before any talks was the understanding supposedly reached. In any case, the Pakistan NSA has no locus standi on who he can meet on Indian soil. It is well with the prerogative of the GoI to stop anyone from meeting.

Your NSA is all rolled into one. Has a cabinet rank. The Indian NSA has only a rank of a Minister of state & works out of the PMO. However the difference in rank is purely notional, the Indian NSA has the army reporting to him on certain specific matters & your NSA has to report to the army.

Not really. This is not about confusion. You will remember that NS took a lot of flak on the non-mention of Kashmir in the statement & started back pedaling almost immediately. They took an inordinate time to confirm the dates & put up Kashmir on the list of subjects when they finally responded, they didn't confirm the DGMO's meeting at all. There is no doubt to anyone looking at this neutrally that Pakistan was the one looking for a way out. However, after doing this a second time, I don't think the Indian side is any hurry to issue any further joint statements.

And that is why they don't want to get into a discussion on terror as agreed upon in Ufa because it would be a one sided affair. If they had something, they would have gladly accepted that. I also think that India won't get this dossier because of its worthlessness. At the UN, they would just ignore it but if India gets a hand on it then there is a good chance that it might come out in public.

According to their journalists who covered the UN meet, when nawaz was asked about the "dossier", he wasn't aware of it's status.. around 4.35 onwards. I doubt even anyone in UN received it.

 
Its apparent that some of our Indian friends don't understand what the word "Dossier" means.
