They can't. It's satellite based internet, can't be blocked. They can't fine them either, the company is located in the US. The only way to block it is by jamming the signal from the ground receiver unit but if there are tens of thousands of units all over the country, the government has to find out where they are located and then jam them; an impossible task.

Elon will simply give them the middle finger. There's nothing they do to stop Starlink. Which country will try to shoot down Starlink satellites?

Unlike North Korea, China doesn't care if Chinese try to access blocked content on the internet. VPN is frequently used across all of China. Even in public institutions such as universities, you will see people openly using VPN to access blocked content.
