They are the reserve and stand-by soldiers, they are trained and have basic military knowledge that they can use in case of war and because they are more useful at start of war than having to quickly train fresh recruits.

So they still think that there will be a big war going on in the future, I believe SCS potential conflict will not become huge, it will just be another Falklands war.

Professional soldiers should be much much better than a conscript since professional soldiers come to military from their own willingness and already see military life as their way of live.

I don't know, but in worst case scenario is that 20% of active troops are professional.

2 years of conscription is not short by any stretch of imagination, in that much time you can have a well trained conscript that could be as capable as a professional soldier, though not as much motivation.
