I would be happy for the Germans. If this is true, then I will take it as a pointer for progress. West Europe is actually reaching the pinnacle of human civilization where, they don't need to be fearful of their neighbours or anyone else. That reduces military expenditure, which is basically a wastage, justified by apprehension.
Its not like the Germans can't build weapons or maintain an army. It's just that the requirements have greatly reduced.
