Go-ahead to Anti-terror body: NCTC to start from March 1

New Delhi: A go-ahead has been given to the National-Counter Terrorism Centre (NCTC), an anti-terror body, to begin operations from March 1, the Home Ministry said today.

A pet project of Home Minister P Chidambaram, NCTC officers will have the power to arrest and search in any state. The anti-terror body will also collect intelligence and carry out operations.

The NCTC will also have the power to requisition National Security Guard (NSG) commandoes.

The anti-terror body was conceived after the 26/11 Mumbai terror attacks which claimed 166 lives.

NIA is investigative agency. NCTC is counter intelligence and counter terrorism force

NIA created after 26/11, is an anti-terror investigation agency. If NIA merged with NCTC, synchronization will be far better.

doesn't matter how many counter-terror agencies we carved out from our current system..they all gonna act like empty tin can that makes noise only..nothing solid inside..that too when home ministry is headed by morons like P Chidambram who already confessed that we cannot prevent each and every terrorist attack from happening..pls give me a single terrorist investigation brought down successfully in past years..these Fu**ing politicians wouldn't mind selling their own mothers just for safekeeping their vote bank.

Yes I agree, setting up a different agency is just unneeded, duplication of services, manpower drain, resource drain etc the way I look at it is the CBI is like the FBI in terms of remit/power so the NIA should have been a wing of CBI for dealing with terror like the FBI joint anti-terror taskforce. Although for political reasons the setting up of the NIA was a knee jerk reaction to 26/11 to show steps were being taken to rectify faults that lead to the horror and setting up a completely new agency seems, to the layman, more effective than opening a new wing of an existing organisation who the public ,ignorantly, thought let them down in the first place. Using this US analaogy the NCTC is like the US dept for Homeland security, an umbrella organisation that has numerous agencies within it such as FBI anti-terror taskforce, USCG (in peacetime), CBP, (elements of) NSA, domestic security wing of CIA etc. obviously it is not an exact fit but it seems to round the square a bit for me and as such does genuinely seem like a good idea- having the NCTC integrate the NIA, IB, (domestic elements of) RAW, NSG, NRTO, NATGRID, state intel agencies etc let's just hope it is done properly and all the various agencies work for the nation and not let their petty inter-agency squabbles get in the way.

To clarify, NIA is purely an investigative agency called in after a terror incident whilst the NCTC would be an umbrella organisation aimed to prevent terror attacks using intel inputs and analysing data from all agencies under its command.

Like "the Iron lady" said -"we have to be lucky all the time, they (terrorists) have to be lucky once".

Counter-terror body to be operational from March 1

In a step aimed at strengthening various counter-terrorism measures, the government has decided to operationalise the ambitious National Counter-Terrorism Centre (NCTC) from March 1.

A pet project of Union Home Minister P. Chidambaram, NCTC got the approval from the Cabinet Committee on Security (CCS) three weeks ago. The operations division of the counter-terrorism body has been given powers to arrest and carry out searches under Section 43 (A) of the Unlawful Activities (Prevention) Act, 1967.

Initially, the NCTC will be located in the Intelligence Bureau and headed by a director, who will be an officer in the rank of additional director, IB. It will have three units - gathering intelligence, analysis of intelligence and carrying out operations - and each of these divisions would be headed by a joint director of Intelligence Bureau.

The NCTC will have the power to requisition services of the elite National Security Guard (NSG), according to the official order. It will integrate intelligence pertaining to terrorism; analyse the same; pursue or mandate other agencies to pursue the different leads; and coordinate with the existing agencies for an effective response.

It will also maintain a comprehensive data base of terrorists and their associates, friends, families, and supporters; of terrorist modules and gangs; and of all information pertaining to terrorists.

“NCTC will prescribe counter-terrorism priorities for each stakeholder and ensure that all agencies have access to and receive source intelligence support that is necessary to execute counter terrorism plans and accomplish their assigned tasks,’’ the order said. It will also prepare daily threat assessment reviews and disseminate them to the appropriate levels in the Central government and to the State governments.

The GoM that reviewed the internal security system in the aftermath of the Kargil conflict had recommended the establishment of a Multi-Agency Centre (MAC) in the Intelligence Bureau, which was set up in 2001 and its functions, powers and duties were prescribed in 2008.

The Second Administrative Reforms Commission had in 2008 recommended that MAC should be converted into NCTC with personnel drawn from different intelligence and security agencies. A review of the current architecture of counter terrorism also revealed several gaps and deficiencies and the need was felt for a single of control and coordination of all counter terrorism measures.

“The NCTC will fulfil this need also ensure that it does not duplicate the roles of other agencies and work through the existing agencies in the country,’’ official sources said.
