How Pakistan can import Fuel with diminished Foreign Reserves

The Foreign reserves are falling quickly and PDM govt is clueless how to add anything to it. Roughly $3 billions is left. Any loans they get also gets evaporated very quickly. So what I think is we need to immediately cut our expenses in emergency basis before hitting rock bottom. So before we implement a long term plan, we need a quick urgent fix.

Long term plan includes Exports, Industries, Power sector, privatization and what not. Will not discuss it right now.

Short Term Plan: Reduce Expenses:

and where we can cut our expenses ? Answer is Fuel. (As Fuel is the single largest import bill we incur every month. There is no other item even remotely close to this. )

a) Stop Govt's free Petrol for civil & military officers:
Completely stop Free Govt Petrol for Sedans & SUVs. Whoever is allotted a govt car or SUV should add the fuel in it himself. This would force these officers (both civil / military) to stop using govt's free petrol for granted. They might also start sharing rides to go to offices. This is no big deal for the country at verge of default. All cars in protocols should be billed to the person as well and we will see how culture of protocols and show-off will also end. Only essential security to be provided by state to only select few positions.

b) Variable Fuel Prices:
In our country the fuel price is same for a bike or mehran user and the landcruiser user also buys the fuel in same price. This must end. Higher the CC, higher the price. Fuel stations should have systems installed to bill the vehicles according to type. Just imagine, if you add 100 rupee tax to SUVs, then how much tax collection it will be. and no body can cry as well as these people can already afford it.

Both of above steps will drastically reduce fuel consumption while the poor populace will not be burdened. Until now, we just keep increasing overall fuel prices, which increases inflation, and effects the poor the most. At the same time privileged class keep exploiting free petrol
 
Pakistan should have solar panels installed in houses in all major cities with hot weather.

The house holds should be charged monthly bills to cover the mortgage. Cannot rely on oil and gas with such a huge population.

Most of our cities get sufficient sunlight annually. It makes more sense to power households individually.

Only solution I can think of is for you to surrender nukes and sign NPT.

Such a simple but effective idea. I am quite surprised it isn't done now. Carpooling is a must. How's public transport in Pakistan? Is it adequate for big cities?

Carpooling... Pakistani hate each other to car pool. They only like traveling with their own tribes and 29 children....

This also drastically increase import bill As solar panels are mostly imported.

We need to focus on solar panels but first we need to make a policy that no import of solar panels will be allowed. That will allow companies to open manufacturing plants locally.

Secondly, govt should force real estate giants to add atleast 30-40% of electricity of their own consumption by themselves. For-example, DHAs & Bahria Towns must be forced to sell houses only with solar panels installed. Other then these housing societies, any house lets say about 15 marlas could not even apply for normal electricity meter. They should be only allowed green meter.
What is net metering or Green meter ? > You install solar panels at home and during peak hours when lot of electricity is being generated and you are not at home or you are not consuming much then that electricity is being added back to the grid. Those units are also removed from your bill, so you got less bill as well.

With these policies, there will be demand for solar panels and since no solar panel imports would be allowed that means local competition for solar manufacturers.

Nah, Nuke should be maintained, it will give Pakistan security.

With Nukes already there, better Pakistan reduce its defense spending into just 1-1.5 % of GDP while maintaining current large army.

Pakistan Air Force with F16 and JF17 are already enough. No need to replace old Mirage and J 7 with new fighters like J10. Previous plan order of another 72 planes should be scrapped.

10-15 years from now if Pakistan economy gets much better, Pakistan can replace its F16 with 5 generation fighters.

We can start by hanging all the haramis who are in power and those responsible for bringing them to power and continue to do so behind doors.
 
Reserves don't mean the total spending power you have. Reserves are basically disposable income, money tlo spend as fit and as needed.
We are exporting. getting remittance etc.
For instance lets say you get one billion USD in remittance and spend one billion buying fuel, that money never touches your reserve even though it did get you goods and services

Hey you sold your nuclear technology to North Korea and other countries only to sanctioned by the west. You can do it again and say good bye to IMF loan. Or sell you nukes and sign NPT and be in good grace of the west. No other choice left.
