How to overcome on corruption in Pakistan Bureaucracy system and losses of millions resources.

Many Pakistani CSS Officers and Bureaucratic officer annually getting training's from EU/UK/USA/China and now since from ten years Korea is also providing training about public policy, Development and role of active bureaucracy system in Pakistan. However, if Pakistani bureaucracy is seems very less effective about learning lesson regarding international development, with no ownership of state department or resources and highly corrupt in the Pakistan.

However, if you looks towards, Korea, Singapore and Taiwan or China, they developed their country with strong bureaucracy which make them as servant to public, least of corruption and active to support public department in their countries and investors from outsiders. Which even shocked western world about their quick reforms. Let me share one Example with you. Hyundai is not only Automobile company but it developed steel mill, housing, ships, arms, electric and other items but it was supported by Korean Govt in start and it now providing his cash support in education, development, economical reforms in Korea. Korea first was adopted five years plan from Pakistan and it implemented it and developed on ground with his bureaucracy and successfully completed it. Korean Bureaucracy is not very Good but active and creative and it owns state departments in Korea.

The Pakistan Bureaucracy system is coming from new youth but less effective and highly less active, very politicize and fully corrupt. Pakistan, Health, Education, Law, Revenue, Police, Transport, Energy, Information, Labor, statics , commerce, religious and finally industrial bureaucracy is seems dead and corrupt. Bureaucrats are likely to be corrupt if they have the opportunity to be corrupt and if the expected cost of corruption for the bureaucrat is smaller than the expected gain. Developing countries generally have much higher corruption
than advanced countries because the state typically occupies a strategic positions and less monitoring effective in the Pakistan.The consequences of bureaucratic and political corruption in Pakistan are widely recognized to have been extremely damaging. these types of corruption to be the creation of value-reducing rents (transfers to favored clients, monopolistic restrictions which help particular individuals, and so on) a reduction in the stability of property rights, lowered investment, and a misallocation of public resources. The relative importance of different types of problems created by corruption and its impact on different sections of the population cannot be directly measured. However, opinion surveys generally show that the public considers corruption by the police and by the lower judiciary to be the most onerous types of corruption. These types of corruption take place both because of inadequate or dysfunctional capacity within the police and judiciary, as well as inadequate internal monitoring. Thus given the shortages of staff, to get the police to investigate a burglary or the judiciary to expedite a land dispute case in court, even otherwise honest citizens may have to bribe. On the other hand, corruption of these types is also driven by lack of adequate monitoring and accountability, so that for instance, interested parties within the public may directly seek rents by using the police or the judiciary to seize land illegally or to avoid criminal charges following a theft. While corruption in the police and lower judiciary impacts on millions. It is just one example but currently Pakistan is full of such example from bottom to head.

Our extensive interviews revealed a wide gap between the theoretical requirement of policy coherence and the reality where different departments and levels of the bureaucracy, political respondents and representatives of civil society, each identified different areas of bureaucratic and political corruption which were most important, and different areas where government service delivery should concentrate.

The day a spoilt rich elite brat STOPS becoming PM of Pakistan will be the day we can breathe fresh air! Till then the Bureaucrats LITERALLY think Pakistan is "THEIR PERSONAL PROPERTY"!!

in a well run society, you have every pillar working as a counter balance to the rest.

Bureaucracy, courts, parliament, military, political parties, police, university professors, journalists, and educated elite in general etc. are some of these pillars.

When we look at corruption or "ineptness" of one pillar, we should see if it is being counter balanced by another.

In case Pakistan, the answer is unfortunately "No".


The reason has lot to do with bureaucracy itself.

However it is not the only reason.

I can go into a long essay on this topic, explaining away how a good nation state is and should be formed.

But for you as someone connected to S Korea.

I have a simple answer.

Majority of our educated elite do not hold a country like S Korea as a role model (Perhaps in 50s we had good vision but not anymore not since 1970s)

Majority of us in 2014 AD, instead holds N Korea as a model instead.

And hence we see poverty, hunger, bad governance and all those ills prevalent in N Korea.


Thus it is not just the bureaucracy, but our national mindset that must be questioned.

Being as fan of Pakistan nation. I am very hopeful and feel that, Pakistani nation should come or will forward and overcome on their errors. But it required professional and accurate update in Bureaucracy system of Pakistan. From Education to investment; people or investors first contact with Bureaucracy when it role is first in state development so, it required reforms as early as possible so it play it role. I was shared South Korea as case study as we inspired from Pakistani development in 1960s and took our five years planing training from Pakistan.

However, when Pakistan is struggling with violence, terrorism, Muddrassa reforms(Lal Masjid incident), improvement in energy sector, planing for industrial sector, 60% youth is there in Pakistan but no planing to consume it with cheap labor to use them in electronic, Garments, manufacturing, Export Processing zones in Karachi and develop industry with with public private partnership. Through such moves Pakistan can develop his economy.

But if you looks towards Pakistani Bureaucracy, you just analyzed them, they are too lazy too come with creative plan, no check and balance in govt department, to performance based uplift, honest person is doing side jobs, corrupt are doing main job without any threat or accountability. How public department became down; no explanation from them, no question from them.

Time to come with reforms in this sector if Pakistan want develop her self. Pakistan should promote accountability, strong monitoring, performance based reforms, fire corrupt persons and take creative public sector persons. Pakistan can lead if it come with reforms. If bureaucracy is strong; politicians can do any thing/corruption/politicize steps in state of Pakistan. I am just academically know about Pakistan and my secondary experience is Karachi! for two months only regarding in development of Pakistan.

This is the most important bit. The public desperately wants too a miracle take place, but not prepared to do anything about it. When we're able to organize effectively and actively fight corruption (not the BS PTI is doing), we will definitely be able to conquer the ills of our society.
 
Pakistan also have evolve and involve their educated persons in this field as expert to make reforms in it. As you know that, your bureaucracy can develop country as Army make change in country with nuclear, Al Khalid, Submarine, Missile Tech and etc.

But if you look towards, Bureaucracy, dull, dumb, no creativity, lack of knowledge, lack of interests in public sector. They are not coming forward with reforms PIA, Industrial sector, Development sector, Energy sector, Finance. Pakistan need good reforms about all this and it have good future as with 60% youth is treasure of this country and resource. Korea only looking labor from other countries to over come price and compete in market. But Pakistan have every thing but her bureaucracy is unable to come with creativity and development in public sector.
 
The Miracle on the Han River is without a doubt the most exceptional and best example of how a country can develop socio-economically and enter the modern era whilst at the same time preserve it's rich culture and heritage. I regularly watch Arirang TV now and then and love the way Korea has managed to keep it's age old traditions alive even today.
The bigger problem with Pakistan I believe is politics. Everything here is politicized and every move is motivated by personal gains. No one (except maybe a few) wants to serve the people and help develop this country. A prime example I'll give you is this : If you happen to visit Karachi again, pay a little more attention when you pass by newly furnished roads, parks or even water filtration plants; they'll all have inauguration stones outside them with the name of the respective political authority that was involved in the materialization of that particular project. Even though setting up of such facilities is just a role of the govt yet the names of bigwigs have to be present just to show the people that their dictators and lords are very merciful by bestowing upon them such gifts. I believe that initiative on this part to fix up the bureaucracy and govt's engine should come from political front considering the power and authority these so called people's representatives have in the retarded functioning of this security state. However I can definitely see thing going in the right direction from now because with the hopeful elimination of widespread terrorism in Pakistan (thanks to Operations Zarb-e-Azab, Khyber-I and Karachi Operation), our kitty will hopefully be able to save a little more money to spend on ourselves than on fighting mullahs. Add to that the massive political transformations currently undergoing in Pakistan which I foresee resulting in a new era of competitive politics rather than old game of cat-mouse chase of the destructive 90s (which is much of cause for Pakistan dismal state of affairs today) which will help us develop at faster rate than before. Our current Planning Minister is possibly the only sane and dedicated person we have in our entire cabinet, but one man's efforts are also leaps and bounds in a country where not even the lowest party workers give a shite about anything. The new centre-left PTI's govt in KP too is making big strides and bounds to improve our various policies on matters regarding the common man. So yeah things are looking better than before for now.
I also wish that S. Korea would give us a helping hand like we did for them in the 60s so that we can also simulate the Han Miracle.
 
Culprits become Prime Ministers, Presidents, MPs and Ministers. As a rule of the thumb, the crooked you are the higher you go!

Pakistan BEFORE everything, needs to get its political system sorted out. This is a country where you need a Bachelors degree to get a govt scheme taxi however you don't need a bachelors degree if you want to become the minister who gives that taxi to you.

There is no govt in this country, just an organised mob rule run by deeply rooted and extremely rich political mafia.

Well Stated and I am thankful for highlighting such good views about Korea. I wish Pakistan develop her self. Korea taking 10,000 Thousand youth from Pakistan for labor. Korea also investing in Pakistan garments factor and industrial sector. But its still important that Pakistan herself have go forward with strong will on political and civil side in Pakistan.

S. Korea had the blessing of a 'Benevolent Dictator', well one who wanted to see his country be strong. Beginning as a dictatorship, but now with with similar 'freedom score' as Japan.

S. Korea also has a culture of ''collective good'. The 'Sharing Pain', I forget the Korean term. Anyways, for thousands of years they've been surrounded by powerful empires, while still being able to not only carve out an empire themselves, but maintain an identity.

S. Korea is also overlooked, China an Economic Powerhouse, Japan a Cultural Powerhouse, N. Korea is ruled by a dictator. While most decided to either become a factor, R&D center, S. Korean ship-builders, the region economies are intertwined regardless of their historical 'hatred'?

S. Korea is the ONLY country to go from the poorest, equivalency to Africa, to the richest, equivalency to the EU, within a generation. A model of economic growth that some economist argue is 'better' than China or Taiwan.

All while under the threat of a communist invasion.

S. Korea in summary did what Pakistan never could.

Yes, the State handed subsidies and preferential treatment to the trusted families, chaebol, the chaebol became in essence the State. Their futures were intertwined, if the State succeeded the chaebol stayed, if the State fell, the chaebol shared it's fate.

May I ask you a question, in an ill performing system, you'd rather go for training and educating the public or restructuring and reforming the ruling and power structure? considering the fact that both can't be done in the same time.

This picky attitude is also the reason we are not getting anywhere!

Today we are calling PTI BS...tomorrow another man comes forward for change and when he doesnt make it happen without doing something again picky attitude will turn on and we will be like not that guy...We REALLY want change but not this guy not that guy not this not that...THEN WHEN AND HOW?
