India,Russia Ink N-Deal./Deal for 80 Choppers.

India and Russia today signed an agreement on civil nuclear cooperation with Prime Minister Manmohan Singh describing it as a "new milestone" in bilateral relations.

"The signing of the agreement on civil nuclear cooperation with Russia marks a new milestone in the history of our cooperation with Russia in the field of nuclear

energy," Singh told a joint press conference with Russian President Dmitry Medvedev, who is on a three-day visit, here.

Under the agreement, Russia will build four additional atomic reactors in the Koodankulam nuclear plant in Tamil Nadu.

Besides signing a joint declaration, India and Russia also signed ten agreements on cooperation in various subjects including tourism and space.

India would buy 80 medium-lift Mi-17 helicopters from Russia for Rs 6,500 crore, the Cabinet Committee on Security (CCS) decided on Tuesday.

A senior official, who preferred anonymity, said on Wednesday that the latest version of the Mi-17 choppers, the main troop-movers for the Indian Army, would join an existing fleet of 200 Mi-17s.

The CCS's decision to buy the choppers and renegotiate the terms of the Gorshkov aircraft carrier deal came two days before the arrival of Russian President Dimitry Medvedev to India.

The helicopters are also used by the armed forces for logistical support as well as during disaster-management situations. Prime Minister Manmohan Singh will host Medvedev, who lands in New Delhi on Thursday, to a private dinner before having formal talks with him on Friday.

A framework deal to purchase nuclear reactors and fuel is at the top of the agenda for Medvedev after the Nuclear Suppliers' Group lifted restrictions on its 45 members in September from engaging in civil nuclear with India.

However its pity that we closed deals with US and France first and after a long time we signed deal with our long time ally.

Russia should have been a priority ahead of US and France.

Problem with Russia is the technology. France has the most advances nuclear technology.

We have good ties with Russia than France. In past it was only Russia who helped us while others (including France) didnot like our nuke program.

Most of our nuke tech and co-operation is with Russia so we should have given them first preference.

I am not saying we shouldnot have signed deal with France.

France didn't put any sanctions on us after Nuke test.

Russia is a good friend, but you have to look at our requirements. We need nuclear reactors which can generate electricity at low cost, very safe and high up running times. These are all fulfilled by French reactors.

I never said France put embargos. Neither I am denying above facts.
 
Problem with Russia is the technology. France has the most advances nuclear technology.

yes France is having one of the best and probably the best tech available with them like there new reactors which can generate 1600MW but we need to keep our options open. And where these reactors are going to be built are already having some russian reactors so it will provide economics of scale. As more reactors of one type in a single place will make the maintainability easier.

I think we will see one type of reactors ranging from 6-8 in one site.

In October 2006, the Indo-Asian News Service reported that the Indian Air Force will buy 80 medium lift multi-role Mi-17 1V helicopters from Russia. India’s Chief of Air Staff Marshal S.P. Tyagi reportedly told the news agency that the contractual detail would be finalized within a few months, that Russia will start delivering the helicopters in 2007, and that deliveries would finish within a year. MosNews estimated the deal’s value at approximately $662 million, with the exact value depending on ancillary equipment like avionics.

The deal is the result of a dance over time involving both Sikorsky and India’s HAL, and the Mi-17 1V incorporates a few changes to the well-known Mi-17 already in service with India. Of course, “a couple of months” in Indian procurement time turns out to be over 2 years – and in a now-familiar scenario, Russia ended up asking for about double the originally agreed deal terms. Nevertheless, a deal is now done…
