India’s plan to replace its aged Avro turboprop general purpose airliner with an off-the-shelf foreign-designed but Indian-made product looks highly unlikely, DefenseNews.com reported.

An investigation by DefenseNews found major aircraft makers — including Boeing and Lockheed Martin — have little interest, at least so far, in the $3 billion tender issued last month by the Indian government.

Also, no Indian company has teamed up with a foreign company to consider tendering for a replacement for the twin-engine Avro, some of which were inducted into the military in the 1960s, DefenseNews reported.

The government strategy is to widen the domestic military aviation manufacturing base away from reliance on state-owned Hindustan Aeronautics Limited. HAL has enjoyed a near monopoly in the aeronautics manufacturing sector.

But lengthy delays on many projects have strengthened the argument for another major aircraft manufacturer.

Yet the domestic defense companies have failed to ink a single tie-up with a major overseas aviation contractor as they find the idea uneconomical, Indian defense company executives told DefenseNews.com.

At the end of May, the Indian air force issued a global tender for 56 replacement aircraft.

Manufacturers EADS CASA of Spain, Alenia Aermacchi of Italy, U.S. firms Boeing and Lockheed Martin, Antonov Design Bureau of Ukraine, Ilyushin Design Bureau of Russia and Embraer of Brazil received tender documents.

The tender calls for 16 of the planes in fly-by-wire condition to be bought directly from the foreign supplier and 40 will be built under license in India.

DefenseNews reported a Boeing executive acknowledged the company had received the tender but no decision on it had been made.

A Lockheed senior executive said the company is evaluating the tender and wouldn’t comment on whether it would partner with Tata Advanced Systems, with whom it already has worked in India.

When approached by DefenseNews, a spokesperson for Tata Advanced Systems said it doesn’t comment on tender issues.

Part of the problem may be the numbers of aircraft are not sufficient for economies of scale.

A senior executive with Larsen & Toubro told DefenseNews unless India doubles the number and awards a 25-year maintenance contract to the Indian partner, the project doesn’t appear viable.

“The long-term benefit of the project lies in creating an alternative industrial entity to HAL,” said Laxman Kumar Behera, a research fellow with the Institute for Defense Studies and Analyses.

“However, this again has a major challenge. India doesn’t have a big defense budget to sustain two aircraft companies. To make the matter even worse, India also doesn’t have a defense export policy to reap the benefits of economies of scale.”

When India approved the tender in last July, Airbus Military with its C295 and Alenia Aermacchi with the C-27J were expected to be the front-runners for the contract, Flight Global reported at the time.

Whichever foreign company wins, working with a private Indian company would be a major first for India’s aviation sector, Flight Global reported.

Meanwhile, the air force is considering upgrading the Avro, the news website IndianDefense.com reported last month.

The upgrade could extend the life of the Avro for another decade, unnamed air force sources told IndianDefense.

The upgrade, by a domestic supplier, might include radar enhancements, an auto-pilot system, improved communications and better avionics.

India’s first Hawker Siddeley 748M Avro were bought from the United Kingdom and later aircraft were made under license by Hindustan Aeronautics Ltd.

This is actually Bad News ...... it means Para Military, State Police and IB is unable to deal with Naxals. How is this Good News ?

they are able to deal but not properly they r facing too many casualities......This is the right way to fight the red menace. Posting people who have never been in those dense forests is like throwing them into meatgrinder. This new approach has dual benefits. First being that it will allow us to get not only locally adapted soldiers but also soldiers who may provide us with crucial information about topography and adversaries. Second advantage being these youth i.e. the Take a gun and fight youth is now employed in service of nation. So it will reduce the number of potential naxals, provide employment and make tribals see the govt. side of story

Throwing people into the meat grinder is a WW-II strategy..............In todays age of technology the right way is to gather Intel and then do surgical strike and take out their top leadership. Remove their ideological head............the body will revert back to mainstream society.

Good to see we still follow WW-II strategy. Let us hope chinese army is just as incompetent. :rolleyes:

old is gold :lol: @Topic....it isn't that easy as it seems on a comfortable chair while commenting on internet........the naxalites belong to that place and are well aware of that place...while the CRPF doesn't belong to that place.....btw the option of surgical strike is ruled by IA nd IAF......as they say no army or air force will b used there only police force....so i think ths is best way to gather intel...they can mix up will locals nd naxalites wont spot them......those sitting above making decisions who hav protected our country for 65 years are smart enough to take these steps..they might hav thought of something! :azn::azn:

Will it become easier for you to see the truth if I sit in a uncomfortable seat and comment on the internet ?

CRPF is not expected to gather Intel.......they can only provide some input. Intel gathering is done by a dedicated agencies all over the world. Intel is everything.

Anybody or Any nation can use force. Making a person physically fit and teaching him how to shoot and giving him a gun is the easiest competency to build. It has been done for the last 400 years. If that is what our Army/Para Military is doing then they have already failed the nation.

Surgical strike should be done by a competent force that has all necessary resources to successfully execute it. Its rather pathetic we still do not have a join chief of staff and a single integrated defence force.

I also disagree the people sitting above have successfully protected our country for the last 65 years. We lost china war and we have for all practical purpose lost Large parts of Kashmir. We have lost the war on terror with every Mall in the country seeking compulsory body check and bomb check. We are today a country under siege.

I dont have too much faith in our Leadership, both political, bureaucratic or Military. So far we have survived because pakistan fared worse than us in these three leadership areas. China and future potential enemies will not be anywhere as incompetent.

With 26% FDI (since 2001 and for last 12 years nothing has happened) limit in defence it would almost impossible to attract global defence companies in this program. Currently there is strong lack of consensus about FDI in Defence between Armed forces (finance ministry also share same view) and MoD. Indian armed forces (army, navy, air force) want increase in FDI limit and Indian private defence companies to form joint venture with foreign companies but MoD opposing it. MoD wants monopoly of Govt. owned defence firm.

thats what inteligence agency is doing:hitwall: that y they r recruiting local for intel gathering...and in addition to that training them to fight naxalites.in case of self defence...nd in an event of attack on naxalites also...

us collected intel with the help of civilians nd thats what govt. is doin right now in our country...civilians weren't involved before....nd btw govt isnt dealing with illiterate taliban or terrorist....they are dealing with some highly educated nd aware persons...do u knw some of naxalites are doctors or engineers?

u cant provide a police force with techs for surgical strikes they are damn police force..CRPF...man tell me any one country whose police force can do surgical strike in jungles?? forest? unknown places?

we lost to china nd learnt a lesson we are now not india that was in 62...nd india was jst a 18 yr old nation with focus to deter pak only.....and about kashmir....kashmir wasn't a part of india when pakistan captured or attacked it..it was an independent state..after we landed our army there what has pakistan taken away from india? nothing!!

i hav full faith in my country's military agree with u on part of leadership only...........personal choices may differ......recent example is uttrakhand disaster where leadership failed while military proved its iron!
