People make bilateral sanctions all the time, USA used it against Russia, Arab states use it against Israel. Nothing to do with the UNSC.

India is not even considered to be a "nuclear weapons state" in the global community, because India tested nuclear weapons in violation of the NPT, and was sanctioned for it.

It's a status symbol of prestige, at least that is how the Indian media have described it.

As for what China can do with its veto that may affect India, a recent example would be that it can stop a UN reform resolution from being passed.
