Indian govt behind Parliament attack, 26/11: ex-Indian officer


An Indian home ministry former officer has disclosed that a member of the secret service team had accused incumbent governments of 'orchestrating' the terror attack on Parliament and the 26/11 carnage in Mumbai.

The former Indian investigator Satish Verma has said that India itself was behind Parliament in Delhi and Mumbai terror attacks.

According to Indian media‚ the fake encounter case involving a senior officer Under-Secretary of Interior Ministry Ishrat Jahan has submitted an affidavit in the court stating that a member of CBI and SIC investigation team Satish Verma told him that in the terrorists attacks on Parliament in Delhi and Mumbai terror attacks were pre-planned.

A key government official, R V S Mani said that Satish Verma, until recently a part of the Central Bureau of Investigation (CBI) probe team, told him that both the terror attacks were set up “with the objective of strengthening the counter-terror legislation (sic).

Mani has said that Verma narrated that the 13.12. 2001(attack on Parliament) was followed by Pota (Prevention of Terrorist Activities Act) and 26/11 2008 (terrorists’ siege of Mumbai) was followed by amendment to the UAPA (Unlawful Activities Prevention Act).

The official has alleged Verma levelled the damaging charge while debunking IB's inputs labelling the three killed with Ishrat in the June 2004 encounter as Lashkar terrorists.

Contacted by Times of India, Verma refused to comment. "I don't know what the complaint is, made when and to whom. Nor am I interested in knowing. I cannot speak to the media on such matters. Ask the CBI," said the Gujarat cadre IPS officer who after being relieved from the SIT is working as principal of the Junagadh Police Training College.

The attacks were launched to strengthen the anti-terrorism laws.

It may be recalled that India had accused Pakistan of its involvement in both of the attacks and started a propaganda campaign maligning Pakistan based organizations and its agencies for the attacks.

Afzal Guru and Ajmal Kasab have already been hanged by Indian government in parliament and 26/11 cases respectively.

R V S Mani, who as home ministry under-secretary signed the affidavits submitted in court in the alleged encounter case, has said that Satish Verma, until recently a part of the CBI-SIT probe team, told him that both the terror attacks were set up "with the objective of strengthening the counter-terror legislation (sic)".

Mani has said that Verma "...narrated that the 13.12. 2001(attack on Parliament) was followed by Pota (Prevention of Terrorist Activities Act) and 26/11 2008 (terrorists' siege of Mumbai) was followed by amendment to the UAPA (Unlawful Activities Prevention Act)."

Mani, currently posted as deputy land and development officer in the urban development ministry, has written to his seniors that he retorted to Verma's comments telling the IPS officer that he was articulating the views of Pakistani intelligence agency ISI.

According to him, the charge was levelled by Verma in Gandhinagar on June 22 while questioning Mani about the two home ministry affidavits in the alleged encounter case.

In his letter to the joint secretary in the urban development ministry, Mani has accused Verma of "coercing" him into signing a statement that is at odds with facts as he knew them. He said Verma wanted him to sign a statement saying that the home ministry's first affidavit in the Ishrat case was drafted by two IB officers. "Knowing fully well that this would tantamount to falsely indicting of (sic) my seniors at the extant time, I declined to sign any statement."

Giving the context in which Verma allegedly levelled the serious charge against the government, Mani said the IPS officer, while questioning him, had raised doubts about the genuineness of IB's counter-terror intelligence. He disputed the veracity of the input on the antecedents of the three killed in June 2004 on the outskirts of Ahmedabad with Ishrat in the alleged encounter which has since become a polarizing issue while fuelling Congress's fight with Gujarat CM Narendra Modi.

Gujarat Police has justified the encounter citing the IB report that Pakistani nationals Zeeshan Zohar, Amzad Ali Rana and Javed Sheikh were part of a Lashkar module which had reached Gujarat to target Modi and carry out terrorist attacks.

In its first affidavit, filed in August 2009, the home ministry had cited IB inputs that those killed with Ishrat in the alleged encounter were part of a Lashkar sleeper cell, and had objected to a CBI probe into the "encounter".

In its second affidavit, filed in September 2009, the home ministry, irked by the Gujarat government treating the first affidavit as justification of the encounter, said the IB input did not constitute conclusive proof of the terrorist antecedents of those killed. It supported the demand for a CBI probe.

Mani said Verma doubted the input saying MHA's first affidavit was actually drafted by IB officer Rajinder Kumar, who looked after IB's operations in Gujarat at the time of Ishrat "encounter" and now runs the serious risk of being chargesheeted by the CBI for hatching the conspiracy behind the alleged extra-judicial killings.

Mani said Verma stuck to his guns even after being told that the home ministry did not need outside help. The former home ministry official said Verma insisted that the "input" was prepared after the encounter.

This kind of news need good analytical skills to know what is going on here. Most people will jump by looking at the sensational headline here, the fact is that this has nothing to do with 26/11 or Parliament attack. IB is all out war with CBI and me Verma in whose investigation Ishrat case is built. What they are doing is trying is trying ti destroy the credibility of investigator.

Quite a riveting story.

As I had said earlier, fake encounters merit booking and trying the officer(s) in question, not hounding your intelligence and criminal investigation agencies. Although I thought that the CBI was in on this along with the government, shouldn't it have been the IB which would have put out confrontational statements. Why is a CBI officer targeting the government? :blink:

Either way, everything is kosher for the government as long as they can get in some political point scoring.

What they have done by planting this story is that they can use it against the investigator in court. Example:- Wakeel, times main khabar chapee thee ki apne aisa kaha tha, kya yeah sahi hai. Haan. Your honor is case ki tahekikat ek gair zimemmedarana officer ne kee jo apne government ka bare main aisa sochtee hain.
Now this will impact the proceedings of Ishrat Jahan case. Even if he says no, now other IB officers can testify against him and then he becomes liar. So both ways he will lose credibility, unless he can prove it to be false.

Yes and I support IB after learning some details about their work. They cannot do their job without breaking laws, thats how intelligence works. The 3 were sure terrorist and Ishrat may be at wrong place at wrong time. CBI is stupid to target IB.

Finally the truth came out, we new it from day one it was an inside job, how come the mighty indian navy couldn't catch a small dingy loaded with terrorists and weapons but their police successfully intercepted mobile calls within 10 minutes.

Yes yes the truth is out, we are caught red handed. For us to prove 26/11 was planned in Pakistan we need to prove everything without a doubt. For you to believe it was inside job, a statement allegedly by someone you do not know is more than enough. Why, because you have already decided that India is bad and evil.

Now on topic, try to read some post to understand it has nothing to do with 26/11. Dont just read headlines and jump with happiness.

My opinion.

1. The Congress wanted to dock Modi.
2. The CBI was asked to investigate if the encounters were false.
3. The CBI said encounter was false and that this put Modi in the dock.
4. Some politician decided to go one step ahead, Ishrat Jahan is not a terrorist and Gujarat Police with Modi's nod killed her.
5. Gujarat police says, hey, we did the encounter, but intelligence that was a terrorist cell came from IB.
6. Suprise, IB reports in to Union Ministry (Congress)
7. Congress realises, ****....mar gaye.
8. By now, IB closes ranks and decides to crap the CBI. Since, they don't want their own person to be investigated.
9. Shinde (Union Home Minister from Congress) realises the mess and says, he is not sure what the status of Ishrat Jahan is, contradicting what the CBI is saying. (By the way CBI, was asked to investigate if she was killed in a fake encounter, not, if she was a terrorist.)

Now problem is, IB says terrorist. CBI says no. Home Ministry realises they are caught in the middle since both report in to them :D Guj Police laughing saying, "Look before you leap"

Now, the problem is IB cannot be brought before the courts, since they will say OSA. Official Secrets Act. CBI, let themselves be used.

Moral of the story : CBI needs to be made into a separate institution like the CEC.

Freedom of speech guys... freedom of speech. Every Indian is entitled to this basic right.
