The important part is this:

It is unknown whether arguments in favor of military operations have surpassed those calling for restraint. What is certain however is that it would be extremely costly for Modi to tolerate large-scale acts of terrorism. The latter holds true because the public discourse in India has exhausted its patience over Pakistan’s persistent violent behavior, and is thus prepared to bear the costs of conflict, limited or otherwise.

In my opinion, Pakistan has always pushed the Indian public to it's brink, but with it's government supporting the public's opinion over this matter, the gov't has a stronger hand in dealing with this situation know and the future. Just to give you an example, today the Pakistan reply on full scale war was dwarfed by the Pakistanie gov't. Clearly show the retaliation by the Indian side has shown the results of such behavior.

These big @ss fences have been built for a reason, and the reason is serious enough for us to invest millions into it every year. The Indian and Intel security apparatus is quite aware of the tens of Kashmir and India specific terrorist organizations and their training camps operating on the other side of the border. Every year, hundreds are sent into the Indian side fully aided, guided and supported by covering fire from Pakistani border forces. Militant activity and infiltration increases manifold from across just before the onset of winter. India's border forces become more alert during these times and focus of hunting infiltrators who move in under Pakistani covering fire rather than paying back bullet for bullet to Pakistani cease fire violations - so why is it different this time round?.

As the US spokeswoman also said - this is a yearly phenomena - but the difference in the reaction and the counter reaction this time around is the chain of events that have taken place during the last 4 months. Pakistani establishment and it's army's desperation is writ all over the turn of events that changed the usual routine Pakistani militant infiltration and cover fire this time round.

The UNGO meetings, the change in the government in India, the upcoming Kashmir elections, the political turmoil in Pakistan, the upcoming continuous US presence in Afghanistan. The continuous criticism that is directed towards Nawaz Sharief's. The emergence of the Islamic State in Pakistan and the re-emergence of Al Qaeda in the Sub continent. The drawdown of NATO troops from the region, the continuous failure of Pakistan to internationalize the Kashmir issue and not to mention India's desire to reach out of it's sphere of influence.

What India should continue doing is to keep protecting it's borders and keep strengthening it's fences.
