AIRCRAFT ORDERED IN 2022​

92 Rafale Export were ordered (80 United Arab Emirates, 6 Greece, 6 Indonesia), compared to 49 (37 Rafale Export and 12 Rafale France) in 2021.
64 Falcon(*) have been ordered, compared to 51 in 2021.

JAKARTA -- Indonesian President Joko Widodo on Wednesday launched a new state-owned holding entity for the defense sector as Jakarta aims to reduce its level of foreign dependence in the procurement of weapons and equipment.

State-owned electronics equipment manufacturer LEN Industri has been appointed as Indonesia's new defense industry holding entity with a new name: Defense Industry Indonesia, or Defend ID. It oversees four other state-owned companies in related sectors. They are shipbuilder PAL Indonesia, aircraft maker Dirgantara Indonesia, explosives producer Dahana and tank and weaponry manufacturer Pindad.

"We have to use the state defense holding and its strategic programs as a steppingstone to transform, to build a strong and modern defense industry," Widodo said during the inauguration ceremony for Defend ID at PAL Indonesia's shipyard in Surabaya, East Java Province.

The president added he wants Indonesia to cut its heavy reliance on imported armaments and military equipment, as well as materials used in their production, through the development of the domestic defense industry.

Eventually, he also wants Indonesia to compete with foreign weaponry makers and "gain recognition" in the global market. The president told the new holding to develop "as many global partnerships as possible with anyone willing to do technology transfers."

Wednesday's launch ceremony also included the signing of several agreements, including a $1.1 billion contract for PAL to modernize 41 Indonesian navy ships.

There was also the signing of a preliminary agreement on defense electronics technology cooperation between LEN and French electrical system developer Thales International. A memorandum of understanding on the joint production of armored amphibious assault vehicles between Pindad and Turkish defense manufacturer FNSS Savunma Sistemleri was signed as well.

Indonesian Defense Minister Prabowo Subianto said Defend ID is also tasked with developing local components used in the manufacturing of "key technologies" to raise their level to 50% from around 41% currently.

"Defend ID is expected ... to join the world's top 50 defense companies by 2024," he added. Indonesia is set to hold its next presidential election that year and Subianto, who lost twice to Widodo in the 2014 and 2019 votes, is considered a strong contender.

Defend ID President Director Bobby Rasyidin said he was optimistic the company will be able to draw significant investment to finance its projects, citing significant jumps in many countries' defense budgets amid conflicts including the Russia-Ukraine war.

"This industry has become very attractive for investment," Rasyidin said. "So we're hoping that investment will come in -- from inside and outside the country."

Indonesia seeks foreign lenders for UCAV programmes​

The Indonesian Ministry of Finance (MoF) has approved a request from the Indonesian Armed Forces (TNI) to procure unmanned combat aerial vehicles (UCAVs) with foreign loans, and the country is evaluating suitable lenders for this.

The UCAVs are part of a list of 16 programmes for the year for which permission to take on foreign loans has been granted by the MoF, provided that the formal contracts are signed with the Ministry of Defense (MoD) by 31 December 2023, documents provided to Janes indicate.

Approvals to procure the unmanned vehicles have been granted separately for each of the three armed services and include provision for UCAV-mounted munitions.

For the Indonesian Air Force (TNI-AU), the MoF has allowed a loan quantum of up to USD200 million to procure UCAVs and a limit of USD38.115 million for UCAV-mounted munitions.

There are no indications as to the type of unmanned aerial vehicles (UAVs) that can be acquired, but for the munition, the documents listed specifically that the TNI-AU should procure MAM-L lightweight smart missiles, in apparent reference to the Roketsan's line of small guided bombs that go by the same name.

For the Indonesian Navy (TNI-AL), a loan quantum of up to USD100 million has been granted. The service has also been given permission to take on up to USD10.89 million to acquire UCAV-mounted munitions, and like the TNI-AU, these should be the MAM-L missiles.

 
Local Industry (Defense ID)

Deputy Minister of Defense M. Herindra continued, currently the Ministry of Defense is seeking to purchase a number of defense products made by PT Pindad; including Maung Jeeps, Electric Motorbikes, and thousands of ammunition produced by the Ammunition Division, Pindad, in Turen, Malang.

Based on the contract that has been made, the Ministry of Defense has ordered 5,500 units of Maung Jeeps, as well as 6,000 units of electric motorbikes which will be carried out in two phases.

These vehicles will be intended for combat units and territorial units that provide value benefits in the form of uptake of technology, human resources, markets, and increased productivity for an inclusive and sustainable economic transformation. Bisnis.com, JAKARTA – PT Dirgantara Indonesia or PTDI started a collaboration with Unity Accipiter Corporation worth US$ 150 million or equivalent to Rp2.2 trillion in the field of C-130 aircraft maintenance.

President Director of PT Dirgantara Indonesia Gita Amperiawan explained that the cooperation was carried out after signing an exclusive general operation agreement (GOA) related to the maintenance, repair, and overhaul (Maintenance Repair Overhaul / MRO) of the C-130.

This cooperation will allow PTDI to conduct an MRO of the C-130 aircraft. He also ensured that the readiness of the Indonesian C-130 aircraft was maintained to be able to deliver important cargo quickly even to the farthest corners of Indonesia.


"This is an opportunity for us to develop new capabilities at PTDI in maintaining the C-130 and ensuring it is ready to fly. This capability will also strengthen our position as one of the leading aviation service providers in Indonesia," he said through an official statement, Tuesday (28/7/2022).

In this collaboration, PT DI will provide, among others, facilities, infrastructure, and aircraft maintenance engineers. Meanwhile, UAC will provide technical assistance, training, and special equipment to enable the entire coverage of the C-130 MRO to be carried out within the PT DI facility. UAC will also provide access to needed parts.

PT Garuda Maintenance Facility Aero Asia Tbk (“GMF”) welcomed the arrival of the Minister of Defense of the Republic of Indonesia Prabowo Subianto in Hangar 4 GMF (26/1). Minister Prabowo was welcomed directly by GMF CEO Andi Fahrurrozi, Garuda Indonesia President and CEO Irfan Setiaputra, and the board members of both companies. This visit aims to review the progress of the cockpit modernization and center wing box (CWB) replacement project for C130H aircraft belonging to the Indonesian Air Force (“TNI AU”).

It is the first project for GMF to modernize the cockpit and replace the CWB for C130H aircraft. With the support of technology transfer from the related aircraft manufacturer, the project, which began in December 2021, has completed the removal of several aircraft parts such as propellers, engines, and outer wings. Currently, GMF is undergoing the removal of CWB. The modernization and CWB replacement project for the first C130H aircraft itself is expected to be completed in August 2022.

During the process, Andi emphasized that GMF always ensures that safety requirements are met in accordance with the applicable quality standards. "It is an honor for us to welcome the arrival of the Indonesian Minister of Defense and be trusted to maintain the airworthiness of the Indonesian Air Force’s military transport aircraft. To maintain the safety aspect, GMF has obtained certification from Indonesia Defence Airworthiness Authority (IDAA). GMF also continues to build collaboration with the experienced partners, and ensure the readiness of capacity and capabilities, including materials, manpower, systems, facilities, tools, and equipment," said Andi.

To support the maintenance work, GMF also developed SmartDock, a dock designed specifically for C130H aircraft and equipped with various advanced features. This feature supports automation, eases the maintenance process, as well as improves the safety and security aspects. SmartDock has also met requirements from the relevant aircraft manufacturer and successfully won the Adhikara Engineering Category Engineering, Procurement, & Construction award in the 2021 Indonesian Engineers Association Award.



Furthermore, the Indonesian Minister of Defense Prabowo Subianto also expressed his appreciation for GMF's efforts in supporting the government in rejuvenating its fleet. "If Indonesia has the capability, we hope that the maintenance work can be performed domestically," Prabowo said. This project is also in line with the government's efforts to encourage national independence in the maintenance of the nation’s weapon defense system.

The defense industry is a segment that is currently being developed by GMF as an effort to diversify the Company's business. "C130H modernization project is our contribution to maintaining the feasibility of the nation’s weapon defense system, as well as realizing GMF’s development plan for the defense industry's aircraft maintenance center," concluded Andi.

 

GMF Aero Asia to Modernize 8 Hercules Aircraft by 2024​

PT Garuda Maintenance Facility Aero Asia Tbk (GMFI) or GMF Aero Asia is spreading its wings to the defense industry. GMF succeeded in bringing in and maintaining the Air Force's first Hercules C130 aircraft since December 2021.


President Director of GMFI, Andi Fahrurrozi, said the company is currently working on modernizing the Hercules C130 aircraft. The work done was to modify the central wingbox or wing box and upgrade the flight electronic equipment, from analog avionics to digital avionics.

"There are currently two planes in the hangar. These projects are all 8 aircraft that will be completed until 2024," said Andi Fahrurrozi in a press conference of the GMS, Friday (2/9).

Not only modernization, GMFI received contracts for components and engines of transport aircraft owned by the Air Force. GMFI also gained the trust of maintaining the President's aircraft managed by the Secretariat of State.

"We are also continuing to improve capabilities for other types of aircraft, or other types of engine components in the future," he said.

This Garuda Indonesia subsidiary has obtained certification from the United States aerospace company, Lockheed Martin, for the maintenance capacity of the Hercules C-130H aircraft for engine disassembly (overhaul), repair (refurbishment), and modification work.


GMFI received a certificate from Lockheed Martin after an assessment by the Indonesia Military Airworthiness Authority (IMMA). Assessment includes document verification to conformity and function testing.

The certification is carried out so that the feasibility aspects of maintaining the main equipment of the weapon system (defense equipment), especially transport aircraft with military registration, have good standardization.
