Indonesia defense acquisition program 2020-2024

Indonesia expected Air Force fighter strength in 2030

33 F16 Viper variant (Upgraded from current asset)
42 Rafale F3R/F4 (newly built latest variant)
12 Mirage 2000 - 5 (Second hand from Qatar Air Force)
16 Sukhoi 27/30 (upgraded and refurbished version from current assets)

Total : 103 top of the line fighters

The fighters will be supported by 2 new and modern AWACS as well (has been approved by Finance Minister)


And possibly Surveillance Military Satellite (has been approved by Finance Minister)


The technicians from Défense Conseil International (DCI) present in Doha are preparing the transfer of the 12 Mirage 2000-5 fighter planes from Dassault Aviation that the Qatari air force has finally, with the necessary agreement from Paris, sold to Indonesia.

Local Industry

Indonesia state owned defense electronic company, PT LEN Industry, has gotten financing loan from one of major state-owned banks, Bank Mandiri, for three programs that includes 13 GCI radar projects, refurbishment of Indonesian Sigma Corvette ship and maintenance of 155 Caesar howitzers.

Taken from credible source (Alman Helvast). Indonesia will start making significant payment for the development of join project KF21/IFX program next year inshaAllah. I expect it will be around 500-700 million USD. The increase of payment is large compared to Indonesia's payment in 2023 at 30 million USD and 2022 payment at around 9 million USD.

The payment is part of the cost share where Indonesia has to contribute 20 % of development cost while the rest are financed by Korean.

Indonesia Planning Minister has approved 1.6 billion USD financing scheme for F15 EX acquisition. Waiting approval from Finance Minister. The acquisition program cannot go ahead without Finance Minister approval.

 

12 Mirage 2000-5 fighter jets from Qatar are reported to be delivered to Indonesia using An-124 cargo aircraft​

AIRSPACE REVIEW (airspace-review.com) – A total of 12 Mirage 2000-5 fighter jets from Qatar will soon be delivered to Indonesia. The delivery is part of the sale of Dassault's delta-wing aircraft after obtaining approval from France.

The planes will be delivered by Defense Conseil International (DCI), a private French-owned company based in Qatar, using Antonov An-124 cargo planes.

Israel Defense portal reported that the deal between Qatar and Indonesia was drafted by E-Systems Solutions, a Dubai-based company.

Financing for the purchase of Mirage 2000-5 fighter jets was carried out by a Czech company called Excalibur International, a subsidiary of the Czechoslovak Group (CSG) arms.

Prabowo said the 12 Mirage can be used for another 15-20 years. This aircraft will be good for development of Indonesian Avionics Industry like Info Global. Like what happen with F5 Tiger, Hawk 100/200, InfoGlobal provides avionics system during the upgrade program of those old planes.

The acquisition price of 12 Mirage 2000 has included spare parts, spare engines, equipment, sustainment, and weapons.

After getting 12 Mirage 2000-5 from Qatar, Prabowo also wants to get another 12 Mirage 2000-9 from UAE, so total would be 24 planes.

First phase KF21/IFX acquisition is for 24 planes, but I believe it needs more time as the program hasnt been completed and Indonesian Aerospace needs to add more investment on its IFX production Hangar.

It has been learned that the government is considering exporting used engines of the Japan Air Self-Defense Force's F-15 fighter jets to Indonesia. We will coordinate with the ruling parties to add the provision of parts to the operational guidelines of the Three Principles on Transfer of Defense Equipment and Equipment. It is envisioned to be installed on Indonesian F16 fighter jets.

Multiple government officials revealed.

About 100 F-15s that are difficult to modernize are expected to be wasted in the future. The guidelines limit exports to five types: rescue, transportation, vigilance, surveillance, and minesweeping, and parts are currently not eligible.

However, the export of parts is also permitted in the case of international joint development, and there have been cases of exporting to the United States in the past.

The Ministry of Defense decided to buy used Mirage 2000-5 fighters from Qatar to close the gap in combat readiness of the Indonesian Air Force (AU).

In the document received by Kompas.com, the procurement is stated in the Sale and Purchase Contract Number: TRAK/181/PLN/I/2023/AU, dated January 31, 2023 with a contract value of 733,000,000 Euros with the provider Excalibur International from the Czech Republic.

It is planned that the Mirage 2000-5 fighter aircraft will be placed in Air Force Squadron (Skadud) 1 Lanud Supadio, Pontianak, West Kalimantan.

The contract material includes 12 used Mirage 2000-5s of the Qatar Air Force (9 Single Seat and 3 Double Seat, 14 Engine and T-cell, Technical Publications, GSE, Spare, Test Benches, A/C Delivery, FF & Insurance, three-year Support Service).

The contract also includes pilot and technician training as well as armaments.
