That is why I wrote i do not know whether it is load shadding or something else. i do not think that it is anywhere else. In Amadavad, there is no power cut. 24*7*52 electricity is available.

I am in Mumbai since last 7 years
I can count 'more than 30 mins power-cuts' on my figures(mostly due to sume technical probs, no load shedding)

I happened to stay in Mumbai for two years and the total power outage lasted just 2 minutes!!
