Parbatya Chattagram Jana Sanghati Samiti president Jyotirindra Bodhipriya Larma, better known as Santu Larma, on Friday said the situation of CHT is now complicated and volatile due to non-implementation of the Chittagong Hill Tracts Accord-1997.

‘Basically, PCJSS think, utter unwillingness of the government’s policymakers and communal and anti-ethnicity mentality of the concerned officials are the reasons behind the waste of time for years,’ he said.

Answering to newsmen at a press conference organised by PCJSS at Hotel Sundarban marking the 15th anniversary of the accord, Santu Larma said that implementation of the deal is still limited to government’s assurances.

He said that the Awami League government has passed its four years of second tenure since signing the accord and assured of implementing it in its election manifesto, but there was no tangible progress to implement it.

Santu, however, expected that if government wished, it was still possible to implement most of the accord’s provisions in the remaining year.

Santu placed 12-point demands and announced to arrange rallies in Dhaka, Chittagong and each upazila and district of the CHT on December 2, the day of signing the deal between the government and PCJSS in 1997, demanding implementation of the accord.

He alleged that instead of empowering the CHT Zila Parishads, they were made hub of corruption and a way to preserve the ruling party’s mean interests.

The PCJSS president alleged that the outsiders including the Rohingyas have been intruding into CHT and making habitats there.

He questioned the goodwill of the government whether it was willing to implement the accord as it did not amend the CHT Land Dispute Resolution Commission Act-2001 even after discussions for four years.

Besides, he said, through the 15th amendment, people of all languages and ethnicities were termed ‘Bangalees’ which was nothing but trampling their ethnic identities.

Santu criticised keeping Islam as state religion and Bismillahir Rahmanir Rahim in the constitution and said it has violated the Supreme Court order and has strengthened religion-based rules.
As the CHT treaty is yet to be implemented in the past 15 years, there is military control everywhere in the hills as it was before the signing of the deal and oppression on hill people continues, he alleged.

He further alleged that the process of eliminating the hill people was continuing through setting fire to and looting their houses, attacking the innocent villagers and killing them, abducting the hill women, raping them and killing them after rape.

The former insurgency leader said that the hill people in different places in CHT faced racial and communal attacks by the outsider settlers and fundamentalists five times with the help of local administration and law enforces in the past four years of the present government.

He termed United People’s Democratic Front a terrorist organisation that killed more than 300 innocent people, including 86 PCJSS men, and demanded to ban UPDF.

Santu said that the government itself should take initiatives to implement the accord, otherwise, he warned that the existing unrest might further deepen.

Gana Oikya organiser Pankaj Bhattacharya, PCJSS organising secretary Shakti Pada Tripura, Dhaka University teacher Rubayet Ferdaus, Jatiya Adivasi Parishad general secretary Rabindranath Soren and Institute for Environment and Development executive director Numan Ahmed Khan were present at the press conference.

জনসংহতি সমিতির (জেএসএস) চেয়ারম্যান জ্যোতিরিন্দ্র বোধিপ্রিয় লারমা (সন্তু লারমা) পার্বত্য চট্টগ্রামে সেনাবাহিনীর চলমান ‘অপারেশন উত্তরণ’ বন্ধের দাবি জানিয়েছেন। তিনি দাবি করেন, পার্বত্য চট্টগ্রামে সেনাশাসন চলছে; সামরিক শোষণ-নিপীড়ন চলছে। ১৫ বছরেও পার্বত্য চট্টগ্রাম শান্তিচুক্তি বাস্তবায়ন না করা পাহাড়ি জনগণের সঙ্গে প্রতারণার শামিল বলেও তিনি মন্তব্য করেছেন।

শান্তিচুক্তির ১৫তম বর্ষপূর্তি উপলক্ষে আজ রোববার সকালে রাজধানীর ইঞ্জিনিয়ার্স ইনস্টিটিউশনে ‘পার্বত্য চট্টগ্রাম চুক্তি ও চুক্তি বাস্তবায়ন’ শীর্ষক আলোচনা সভায় সন্তু লারমা এ কথা বলেন। পার্বত্য চট্টগ্রাম জনসংহতি সমিতি এর আয়োজন করে।

সভাপতির বক্তব্যে সন্তু লারমা চুক্তির মৌলিক বিষয়গুলো বাস্তবায়নের দাবি জানান। এ ব্যাপারে তিনি সরকারকে সহযোগিতারও প্রস্তাব দেন। তিনি বলেন, ‘চুক্তি বাস্তবায়নের ব্যাপারে আগেও সহযোগিতা করেছি; ভবিষ্যতেও সহযোগিতা দিতে প্রস্তুত আছি।’

সাবেক এই গেরিলা নেতা বলেন, গত ১৫ বছরে বিভিন্ন সরকারের আচরণে মনে হয়েছে তারা চুক্তি বাস্তবায়নে কার্যকর কোনো পদক্ষেপ নেয়নি। এমনকি বর্তমান সরকার যারা এই চুক্তিটি করেছিল, তারাও এটি বাস্তবায়নে দ্বিধাগ্রস্ত। তিনি প্রশ্ন রাখেন, ‘১৫ বছর আগে যে চুক্তি করা হলো তা কি পাহাড়ি জনগণের স্বাধিকারের আন্দোলনকে হত্যা করার জন্য? অস্ত্র গোলা-বারুদ কেড়ে নেওয়ার জন্য?’

আলোচনা সভায় অন্যদের মধ্যে উপস্থিত ছিলেন গণঐক্যের আহ্বায়ক পঙ্কজ ভট্টাচার্য, ওয়ার্কার্স পার্টির পলিটব্যুরোর সদস্য ফজলে হোসেন বাদশা, আদিবাসী ফোরামের সাধারণ সম্পাদক সঞ্জীব দ্রং। স্বাগত বক্তব্য দেন জনসংহতি সমিতির সাংগঠনিক সম্পাদক শক্তিপদ ত্রিপুরা।

Man got a point, if the state is going to be based on religion then it should be fully changed to that religion, otherwise it is a shame to the religion itself.

That we don't have Chakma generals and soldiers?

We do, and their duty is to protect their country. The Bangladeshi army is a voluntary force and people only join it because they wish to and people will only get promoted if it is clear they are serious and patriotic.

Don't judge the article by its title READ it first. What you are saying has nothing to do with their complaints :confused:

They are essentially anti-Bangladeshi.

There was a terrorist campaign there to break away from Bangladesh but fortunately it was curbed.

The terrorists (Shanti Bahini) were backed by India.

Razakkar like you always see everything in bangladesh from Indian point of view. There is nothing mention of India in that article

My advise to those people: Just vote for BNP. It was their choice to put most of all their eggs into one basket (AL). The current law & order situation is very well attributed to the current AL admin.

I wasn't disagreeing with the army thing, i was just saying that the other group of people are not yet getting the respect of a citizen in this country. People look down on them which is really sad.

How do we "look down" on them exactly?

Our constitution states that all are to be employed and have voting rights regardless of religion, caste or ethnicity.
