I agree...so should Manohar Parikar...and Pappu should way down in the list. He is irrelevant to Indian politics as of now. BTW wasn't it suppose to be the 15 most powerful and not 150 most powerful Indian in India???
 
I don't know about the others... but the top one is i.e. Shri Narendra Modi is the correct choice and I do hope he remains there for a lot of coming years... maybe decades :P
