LAHORE: Punjab Home Secretary Azam Suleman Khan is likely to be appointed additional chief secretary home to head the entire criminal justice system in the province, despite his promotion to BS-22, for continuity of war on terror.

Additional Chief Secretary Shamail Ahmed Khwaja is too being retained by Punjab, by upgrading the BS-21 post to BS-22 “personal to him”.

Both the home secretary and the ACS were promoted to BS-22 a few days ago and they were expected to be recalled by the federal government for their posting against slots matching their new grades. Their repatriation was also expected at least to actualise their promotion even if they were to return to Punjab.

Official sources informed Dawn on Wednesday that the provincial government was retaining both the officials. The post of ACS was being upgraded, personal to Mr Khwaja, they said.

To justify the stay of Mr Azam Suleman Khan, his post was being re-framed as additional chief secretary home in BS-22. There would be no home secretary.

Mr Khan would head the entire criminal justice system including police and security, prosecution department, prisons, Rescue 1122 and Civil Defence, acting as the focal person for the provincial government’s efforts to improve overall law and order and fight terrorism.

It may be mentioned here that the authorities had also refrained from changing Mr Khan a year ago so as to continue with the efforts to effectively combat terrorism and to modernise police and its wings.

“He has three-year institutional memory of the subject. The government has decided not to change the commander at a time when it is going to hunt down terrorists in league with Rangers,” a senior official said.

ISLAMABAD: Former Chief Secretary of Khyber Pakhtunkhwa, Mohammad Azam Khan took charge as the caretaker interior minister on Tuesday.

Muhammad Azam Khan met with Interior Secretary Arshad Mirza at the Ministry of Interior after being sworn in as part of the six-member federal cabinet. Azam Khan held an informal meeting where he was introduced to officials at the Ministry of Interior.

During the meeting, Azam Khan told officials at the Ministry of Interior that it was the responsibility of the caretaker government to hold free and fair elections.

Apart from Khan, the caretaker cabinet includes former governor of State Bank of Pakistan (SBP) Shamshad Akhtar, former Pakistan ambassador to the United Nations Abdullah Hussain Haroon, former senator Roshan Khursheed Bharucha, Mohammad Yousuf Sheikh, and Syed Ali Zafar.

Pakistan Awami Tehreek (PAT) has requested Prime Minister Imran Khan to not appoint Major (r) Azam Suleman the Punjab chief secretary as he is one of the 12 accused by the families of those affected in the infamous Model Town incident of 2014.

PAT Secretary-General Khurram Nawaz Gandapur, in a letter addressed to the PM, drew his attention to the fact that “Suleman, who is reportedly a favourite for the Punjab chief secretary position, was the province’s home secretary when the Model Town incident took place.”

“The list of the 12 accused, for whose summoning the heirs of the Model Town incident’s martyrs have approached the Lahore High Court (LHC), includes Major (r) Azam Suleman’s name,” Gandapur wrote.

“Major (r) Suleman is directly responsible for the illegal act of the non-issuance of Justice Baqar Najfi Commission’s report.”

Gandapur also claimed that Major (r) Suleman was present during a Rana Sanaullah-chaired meeting — held on June 16, 2014 — regarding the “illegal” anti-encroachment operation that led to the Model Town incident.

“As the Punjab home secretary, Major (r) Suleman was the right-hand man of former Punjab CM Mian Shahbaz Sharif,” Gandapur added.

In the light of the aforementioned, Gandapur asked PM Khan — whose party Pakistan Tehreek-e-Insaf (PTI) has been a longtime ally of PAT — to not give “Major (r) Suleman any government responsibility until he proves his innocence.

“If, God forbid, he is given the important role of Punjab chief secretary, then the accused in the Model Town incident will get security in some shape or form, and the trial will be affected.”

Again, we only end up blaming politicians while bureaucrats have equally responsible, I will say they are more responsible as prior to final signature it's they are the ones who prepare, evaluate and vet the document. Politicians come and go but these mofo stays there and facilitate & guide every corrupt.
Politicians are blamed because they politicised the bureaucracy and especially in this particular case. He was promoted by PMLn to grade 22 and you know Fawad Hassan Fawad controlled bureaucracy and appointed shitty loyalists. He was the home secretary of Punjab.

He was in Punjab at least since 2014 and btw who was in power in NWFP in 1990-1993? and since then he was in Punjab and promoted by SS and NS, He played his role in model town massacre in 2014.

MoU for firing range at US Embassy cancelled, Senate body told

ISLAMABAD: Secretary Interior Ministry has informed the Senate Committee on Interior that the Interior Ministry has cancelled permission of firing range for the Embassy of the United States.

The Senate Committee has asked Inspector General, Islamabad, to hold an inquiry and submit a report on the hidden motives behind signing of such agreement and discarding the same lately and asked the Secretary Interior to also submit a detailed report in this regard.

Senator Malik apprised the members that he had taken suo moto notice of the matter on April 22. He said that he had directed the Ministry of Interior and Chief Commissioner Islamabad to investigate the matter and submit detailed report on it to the Committee.

He said that the CDA has provided a report regarding allotment of land to the US Embassy. He said that in this regard letter was also written to Ministry of Interior, Islamabad to report on the matter but report not received.

Senator Gen (R) Abdul Qayyum told the committee that he had taken to the House the matter of designing and construction of firing range in the Diplomatic Enclave, Islamabad. He said that an advertisement was floated on the website of American Embassy for the renovation of the firing range amounting to $1 lac-2.5 lac and the firms were asked to submit their bids for the same.

Senator Malik apprised the members that he had taken up the matter with Secretary Interior and it was revealed that the police firing range was located outside the boundary of Diplomatic Enclave, established for the training of their personnel and the idea was to upgrade the said firing range. Consequently, the Ministry of Interior signed a MoU by mistake. He further professed that such an MoU was not in order and no such MoU can be signed without the consent from Cabinet Division.

He also took cognizance of signing of MoU with American Embassy. In response, they officials concerned said that the said MoU for taking help of Americans has been cancelled. The members raised their concerns upon construction of any firing range in precincts of Diplomatic Enclave.

The Committee Chairman asked the Inspector General, Islamabad, to hold an inquiry and submit a report on the hidden motives behind signing of the agreement and discarding of the same lately.

Senator Malik said that the committee expresses its deep concerns on the issue of missing persons and it has already sought out a report from the Commission of Enquiry on Enforced Disappearances.

He said that the committee fully supports and stands by the families of the missing persons and will be pursuing the issue. The Committee also expressed concerns over missing persons. “We are standing firm by families of missing persons and equally share their grief,” he said, adding that it was stated following Gawadar attack a missing person namely Hamal Khan was among the attackers and later it was revealed that the news was fake.

He said that he, then Interior Minister, constituted the Commission of Enquiry on Enforced Disappearances. He said that the Commission has already submitted its report on the missing persons in the previous meeting of the Committee, according to which more than 90% missing persons have been recovered so far.

The Senate Committee has strongly condemned two terrorist attacks in Balochistan within three days. Malik also directed the security of sensitive and public places across the country particularly in Balochistan to avoid recurrence of terrorist incidents. The Committee discussed longstanding administrative, financial and legal issues between Capital Development Authority (CDA) and Metropolitan Corporation Islamabad (MCI).

Secretary Interior Major (R) Azam Suleman Khan while briefing the committee about MCI said that Local Government Act, 2015 has so far not been implemented. He added that the matter had been forwarded to former interior minister and then sent to federal cabinet.

Senator Malik presented in the meeting a report which was compiled by Coordinator Sub-Committee and the report was adopted unanimously by the Committee.

The Chairman Committee directed that there should be a proper guarantee/ coverage be given to the benefits/ facilities of the employees entitled under the policy of CDA. He directed that the employees of CDA should not be transferred to MCI without their consent according to Rule-115 (3) of ICT Local Government Act, 2015.

The Committee was briefed in detail by Chairman Nadra Usman Mobin. He informed the committee that over 200,000 applicants file application for obtaining CNIC and Nadra issued 68000 CNICs to applicants on daily basis.

Well, most of them have been corrupted by the system they get blackmailed. Some get threatened and SS was notorious for his abuse of power since PMLn has been in control in Punjab since Zia-ul-Haq's times so they have had enough time to hijack the bureaucracy both in Punjab and the centre.
 
Make a street in Islamabad name it "ambassadors" in urdu and make like a hundred buildings, all the same size. Then give a notice for a the embassies to move there. No more large embassies for anyone, we should be a neutral country and this would be a perfect way of getting the message across..
 
looking at the size of US embassy i am surprised that they already didn't have shooting ranges inside hahah
