A Pakistani company based in Karachi had developed the first true mobile surveillance vehicle for the Pakistani Market.

Here is the corporate spiel:

Using best of breed technical expertise and solutions from US to UK our aim was to design a Mobile Surveillance Van (MSV) to advance security culture and to equip law enforcement agencies with modern tools to enhance their efficiency through observation, prevention and rapid deployment. Considering both strategic and tactical goals in mind the MSV has been designed to operate 24/7 in all weather conditions.

The MSV deployment is envisaged in key law enforcement scenarios, where intelligence and evidence gathering are the main considerations. For the police, security services and local authorities to protect vital assets located all across the Homeland. Due to multifaceted security threats created by the miscreants, it is critical that these assets are well protected to ensure readiness of our defences as required by every free nation in this world including, Pakistan.

MSV has proven to be invaluable and a cost effective solution particularly with security of large Perimeter areas with the ability to rapidly get close to the suspicious area of intrusion where time is a critical element between detection and response to defeat an intrusion. This car is using simple digital video recorders with basic IR cameras, you can buy those from China for like $ 50 each.
This is basically a mobile camera van. I guess there is limited usage for this, if there is a big gathering or sit-ins and you want to monitor it, you could park this van at key locations and sit inside a C&C vehicle to monitor the area. This would probably help monitor more police actions than criminals, as you could review proof of events when police approached and engaged with someone.

In some US states, we have these small towers with a booth on top. The cabin or booth stands on top of a small tower based on Hydraulics with the base being a trailer like vehicle with four tires for mobility and being able to be towed elsewhere. A police officer can bring the booth down through hydraulics, sit inside and take it back up. He or she can then monitor the area from say 50 feet above the ground as it is still much above. The cabin has cameras outside of it on all four places like this van has. When the officer isn't present, the cameras still run and record all activity. So if a crime happened, they can track down the vehicles, or watch the scenes, etc.
