How can a de facto leader be weak if he oversaw what's to be the biggest rise of China, economically and militarily, in one decade span in history. You think it's easy to be an non absolute leader of a country China's size and complexity? To me he's a quiet technocrat that gets things done and because he's not a loud mouth to claim credits he's underrated.

The biggest rise of China is not because of those leaders, but because of people. Throughout our history, whenever the country was in peace, there was rapid development.

I do thank Mao and the party united China and brought peace to us, but they are so corrupted today. Even lowest level local section chief (科长，处长等） can easily get millions. I do believe the corruption report about Wen from NY times is true. From another report, Hu's son is smuggling weapons. So he is not any better. He got a lots things done, yes, but many can better.

Granted the rise of a country is because of its people but without a good leadership to guide it, everything will come to nothing. I wouldn't call a 华国锋 type, without an ability to gather consensus, can lead a country to such an achievement in so short a time, or a Bush Jr type, who uses golf scores to determine economical well beings. A good leader who makes the right decision at the right time is more important than it seems and a quiet and humble type normally don't get the credits in this dog eat dog world of politics.

There's no doubt corruptions are rampant in China at every level and if they're not in check the party, or perhaps China, will be brought down. The country will turn into chaos and loses many years of hard works collectively. Going by the recent developments and Hu speech in such an important forum here, at least we see many signs that the party is getting very serious to bring corruptions into tight control and hopefully will eliminate most of them. But until then we should not point our accusing fingers at every shadow without proven facts.

It's about the culture and people，traditional chinese culture makes people weak and coward，that's why 50，000 manchus warriors were able to conquer and rule 100 million han people.the brutal communism gave our civilization a rebirth，without it，no matter which leader lead this country，it would be a weak（may be wealthy） country for ever.chiang just did what most people would've done.

Hu says China should become 'maritime power'

BEIJING - President Hu Jintao said China should become a "maritime power" as he opened a Communist Party congress on Thursday against a backdrop of simmering territorial disputes with its neighbours.

"We should enhance our capacity for exploiting marine resources, resolutely safeguard China's maritime rights and interests, and build China into a maritime power," Hu said in his speech to more than 2,200 delegates to the congress in Beijing.

Hu's comments were likely to feed alarm among China's neighbours, some of whom have watched warily as Beijing builds up its military and has become embroiled in offshore territorial spats.

A dispute with Tokyo over a Japanese-controlled group of islands over which they both claim sovereignty has chilled relations between the two Asian powers, while tensions with the Philippines and Vietnam have flared in the South China Sea.

While noting China's commitment to peaceful and cooperative foreign relations, Hu said it must continue a campaign to build up its military power that has seen Beijing pour huge sums of funding into developing its fighting capacities.

Citing "interwoven problems affecting its (China's) survival", Hu said China must build a "strong national defence and powerful armed forces that are commensurate with China's international standing".

He called for Beijing to step up military preparedness in general, and the armed forces' technological abilities in particular, saying China's most important task was to be able to "win a local war in an information age".

The congress meets every five years and this year's gathering will culminate in the confirmation of a new slate of party and national leaders for the next decade, widely expected to be headed by current Vice President Xi Jinping.
