1.Probably a political gimmick by Indian leaders to answer the critics at home. Russia is not in the habit of paying fines. How will India realize this money if Russia refuses?

India has no gut to impose any penalty. Indians talk of big talk, and then nothing. Indians will pay more before the ship got patched up.

But inlike our case the one who's god screwed got the money in form of aid. Now what you call to get money for getting screwed ??? ahhh I forget it was a nice name and ages old profession. Do you remember the name ???
 
Though i know that GOI is really angered at the constant delays over the INS viky, but i really think that imposing a penalty to the tune of Rs. 600 crore can be a real disaster at a time when the Russian-Indian relations are in bit of a strain & Russia is trying to find friends in this unfriendly world. Also, Russia has helped us in our nuke sub project, which no other country can even think of, not to forget the lease of Akula-2, this penalty can jeopardise the lease of the second Akula. Just wait for another year & IN will get a world class ship in it's fleet.

India doesn't have any leverage with the Russians. Indians can keep crying. Russians simply thumb their noses at India's childish demand.

Well i think that Russians alone should not be held responsible for Viky disaster, IN should also be somewhat held responsible for it, they (IN) were pitching for this deal since late nineties, & at the time of inspection of the ship they din't go into the details of the changes the ship has to undergo through, which resulted in the first delay & also cost overruns, way back in 2004 only (when this deal was signed) either we should had started building indigenous AC or should had looked at other options apart from Russia (since Russia itself hadn't achieved such a massive refurbishment of any ship of this size back than).

Another mistake India did was to overestimate the Russian capability in refurbishing the AC.. Russian after the fall of USSR had its skill in many areas split, one of those split is in the area of AC.. They did not have the complete know how, they took India for a ride and we rode thinking of the free vessel as a marvelous achievement.. :D

We didn't have much choice back then. We don't have the full capabilies even today late alone decade ago. Russian where not fully skilled. Agreed. But they were better than us. And no one in the world was selling us ACC like that. Look at IAC-1. It's not coming before 2018.
It wasn't a mistake but we didn't have too much time. And I think ACC like that isn't expensive for 2.3 billion with fighters :D

And Chinese had the skills? they never operated one as of a week back.. We could have paid them for the vessel and could have got Kiev and Moscow to work on it, paid directly by India..

Chinese definatly have better ship building skills than us. That's true :D building is something and using it for actual purpose is different thing altogether.
Chinese will brave ACC in 7/8 years atmot
