That depends in low altitude high AOA engagements the F-18 is superior as well as low speed engagments. The reason why the USAF doesn't use it is because essentially it is a Naval aircraft it was designed to replace the F-14 and tested by naval pilots.

7 countries operate them besides the U.S.
