'Terror attacks on India has Pak origin' : US

NEW DELHI: The US on Friday said the terrorist groups responsible for attacks in India, including in Mumbai recently, have 'origin' and 'links' in Pakistan and hoped the anti-terror joint mechanism proposed to be set by the two neighbours would produce results.

US Assistant Secretary of State Richard Boucher, however, insisted that India has not told his country anything about Pakistan's involvement in terrorism here and maintained that the two countries ought to sort out their issues between themselves.

Talking to newspersons here, he refused to comment on Prime Minister Manmohan Singh's statement about 'credible' evidence of ISI's involvement in the July 11 Mumbai blasts.

"The Mumbai blasts and the series of blasts in India highlight the need to deal with the problem of terrorism," said Boucher who discussed terrorism with Foreign Secretary Shivshankar Menon here earlier this morning.

"Many of the links (of groups) that are talked about go back to their origin and ties in Pakistan. We all need to work together against terrorism through effective actions so that people in India do not suffer from these blasts," the US official said.

He, however, added that all the groups blamed for terrorism in India have been banned in Pakistan as well.

The comments assume significance as they come just ahead of the Foreign Secretary-level talks between India and Pakistan during which New Delhi is expected to convey its concerns over terrorism continuing to emanate from that country.
Pakistan President Pervez Musharraf has said that he was determined to end extremism and terrorism in his country, Boucher said.

All need to work together to ensure that South Asian region "is not a source of terrorism", he added.

On the Indo-Pak Foreign Secretary-level talks to take place on November 14-15 here, the US official described it as a 'very good thing' which 'shows that both sides are interested in dealing with issues directly. Certainly, that is the obvious preference for those not involved.'

He said the two countries need to achieve progress and hoped that it will be possible. But much cannot be expected from one round of talks and the two countries need to have continued serious discussions, Boucher said.

On the joint anti-terror mechanism, he hoped that it will be useful and produce results.

Asked whether the US believed that al Qaida had presence in India, he evaded a direct reply but said the terror network was operating in the region and countries like Afghanistan and Pakistan.

"We have to assume that they operate globally against those fighting terrorism," Boucher said.

He said Many groups that are being talked about go back to Pakistan. No doubt LeT has links with Pakistan, but the mumbai attacks weren't carried out by LeT. It was SIMI. And all of their own people have been caught.

Talk about major misquoting by the Indian press.
 
SIMI does not have the resources or the logistical capability to carry out attacks alone.The actual ppl who planted the bombs were from SIMI.But they are just small fry.They needed a lot of monetary and logistical help from LeT members who are the masters of the terror game.After the help was given there was no reason for the planners to remain in India.It is unlikely they will ever be caught.

And there have been numerous terror strikes b4 carried out by LeT or JeM alone.SIMI is the new kid on the block.

Fine show proof of all that? Your own government conceded that they lack evidence for this outrageous claim.

All he said was that the groups being talked about (and no doubt India is talking about LeT) having links to Pakistan. The terror attacks have a link to Pak? He never said that.
 
SIMI as an organisation is not new.That is not what i meant.But SIMI was a peaceful ordinary organisation in the past.It has gone radical only a few years back.Before that it wasnt even banned.
 
But it was banned for a good 4-5 years before this attack.

They are like the Taliban of India, calling themselves Students!

Anyway the point is, this misquote is no justification that attacks on India has origins to Pak.

“Many of the links (of groups) that are talked about go back to their origin and ties in Pakistan. We all need to work together against terrorism through effective actions so that people in India do not suffer from these blasts,” Boucher said. He however said that all the groups blamed for terrorism in India had been banned in Pakistan.

Boucher, who discussed terrorism with Foreign Secretary Shivshankar Menon, described the upcoming Indo-Pak foreign secretary-level talks as a ‘very good thing’. He hoped the Indo-Pak joint anti-terror mechanism would produce results.

Boucher said he expected the bill on the Indo-US civil nuclear deal to go through Senate next week, as both Republicans and Democrats were very supportive of it.

NEW DELHI, Nov 10: The United States sees Pakistan as an equal victim of terrorism that afflicts much of South Asia and hopes for the success of a mechanism against terrorism that would be discussed by the foreign secretaries of India and Pakistan next week, US Assistant Secretary of State for South Asia Richard Boucher said here on Friday. Addressing a wide range of issues at a news conference, Mr Boucher denied that the US military was involved in the recent attack on a madressah in Bajaur. He appeared to accept Pakistan's official version that those killed in the assault on the border town were militants.

Mr Boucher said he expected progress at next week's foreign secretary-level talks between Delhi and Islamabad to push a peace process that had stalled after the July 11 Mumbai train blasts.

"That's a very good thing. That shows that both sides are interested in dealing with their issues directly and together. That is certainly the obvious preference of anybody who is not directly involved," Mr Boucher said.

The United States has welcomed the setting up of the mechanism to talk directly and work directly on the terrorism problems, he said. "Many of the terrorism problems that India faces -- we all face in this region -- are the ones Pakistan faces as well. President Musharraf has made it clear he wants to rid his society of violent extremism. He wants to move the nation to a more moderate course, a more democratic course. That is something in all our interest."
Mr Boucher's comment bore a striking resemblance to the view expressed by Indian Prime Minister Manmohan Singh recently when he said Pakistan was an equal victim of terror.

On the joint mechanism to fight terrorism to be discussed by the foreign secretaries, Mr Boucher said: "I hope that the mechanism to discuss terrorism can be a useful thing that produces outcomes not just for political relationships between the governments but produces outcomes that can help stop terrorism that hurts people…And we hope they can make progress on some of the big political issues that stand between India and Pakistan. I'll come back next week and ask people how it all went."

While the United States looks forward to the discussions between the foreign secretaries, Mr Boucher did believe that the issue of terrorism did go back to its origins in Pakistan.

"Many of the links that have been talked about that have been seen, do go back to groups that have origins and ties into Pakistan. But some of these groups, actually all of the groups, really, have been banned and outlawed in Pakistan as well.”
