If the army can feed itself and it has no need for the government, how can you ensure that the government can command the army? How do you ensure that senior military officers do not overthrow the government for military dictatorship? Just rely on your belief in the officers' sense of honor?

The Vietnamese government copied so many policies of the Chinese government. I don't know why they don't learn from the Chinese government to control the army. This is actually the most important policy.

The Vietnamese government should take back all military enterprises and prohibit the military from doing business.

China and Vietnam are using each other. They will stab each other if given the chance. Politicians always lie.

Vietnam army is absolutely loyal to the legitimate ruler, whoever it is. There is no case in history as far as I know the army takes over the civil government. There are exceptions when civil wars or foreign invasions.

VCP never have a draconian purge on the countries. A lot of VCP from was from Viet Minh 越南革命同盟会， which is no different from KMT. There are many forces in Vietnam. And now with so many different sect in VCP, not easy to clean up army business.

VCP do not want to admit that a lot of their operation is borrowed from China. Initially VCP is just a faction among a large part of anti colonial coalition. Then these coalition come together and form Viet Minh 越南革命同盟会, on the same line as China Tong Meng Hui 同盟会. China Tong Meng Hui evolved into KMT.

While Viet MInh was taken over by VCP and amost all joined VCP. Hence VCP is not as united as CCP, or something middle of KMT and CCP.

VCP may not have enough power to ask army to transfer her business to state.

Vietnam is a chinese Confucian we will never accept a military rule. The army is just there to ensure external security, nothing else. It doesn’t make politics. It ensures the civil gov doesn’t collude with a foreign power.

North Koreans are also members of the Confucian cultural system, and little fat people are conducting military dictatorships.

The Chinese just don't want to see Vietnam become another feudal kingdom disguised as a communist country. We are not interested in your internal affairs.

Vietnam never has a military rule.

the Viet military plays no role in peace time.

As long as there is no external military threat especially by China there is reason to worry at all.

I really don’t know why VCP tolerates this special role of the army.
