Who should replace the Saudis at the U.N. Security Council?

Why should there even be a permanent seat? Its called a United Nations each and every country should have the right to decide and must have a voice in the decision making.
The issue is if you don't have some of the biggest top dog in the world participate in, then the whole global system is useless.

How is my proposal to reform the Security Council to be more efficient and effective. Reduce 15 to 10, and P5 to P3.

Each regional bloc must have one leading member to be candidate and only 3 countries can have permanent status to keep them involved with global security.

North American - USA
Far East - China
West Europe & Central Asia - Russia
South Asia - India or Pakistan (our preference is Pakistan)
Southeast Asia - Indonesia
Africa - Nigeria or South Africa
East Europe - Germany
South America - Brazil
Middle-East - Iran or Saudi Arabia
1 Miscellaneous member from any part of the world.

The 10 members will be have 1 equal vote with no veto power. 7 members will have a 2 years term with no consecutive term except the P3 which will not be required.

The P3 will be USA, Russia, and China.

I think the P5 needs to be expanded to include new powers. Japan, Brazil come to mind.

Russia and China always keep getting in the way. If Putin had not protested, US would have invaded Syria, Saudi Arabia would have taken the seat.

If you look at the history of using veto in security council you see ussr , russia and china combined even cant come near USA on this
