Would we have tested a nuclear device in 2021? (A thought experiment)

A member commented that Pakistan is not Pakistan, that it was at the eve of 9/11, and that we are a stronger state now. While I believe that there are few areas where our capabilities improved, we regressed in many others. Our inability to punish India with a proportionate response to its covert shenanigans is an example. Proxies are attacking Chinese nationals on our soil to imperil our alliance with China at will. Our economy remains afloat through reliance on multilateral funding from West-controlled financial institutions to repay maturing debt. In these circumstances, imagine a scenario where India tested its device in 2021 instead of 1998. Would Pakistan have followed suit in our current circumstances and under the current leadership?

It doesn’t matter 1998 or 2021 if india tests a nuke we do too!
Every true Pakistani would support nuclear test if India did it and we don’t care about sanctions just like we didn’t in 98. Nukes ensure we remain a state.
Our nukes aren’t just essential for Pakistan but for whole Muslim ummah
