Bangladesh Navy moves towards finalizing details on the $2.5 billion deal for the construction of 6 multi-role guided-missile frigates.
The warships will be built at the Chattogram Dry Dock Ltd (CDDL) with technical cooperation of an international foreign naval shipbuilder. The service has shortlisted companies from China, the Netherlands, Italy and Turkey. Companies from the United Kingdom, France, India and South Korea had shown interest in the project, defseca.com reported recently.
Under the proposal of China Shipbuilding & Offshore International Co., Ltd. (CSOC), Bangladesh would receive a Type 054 frigate at a cost of $378 million per unit in exchange of majority ownership of the State owned CDDL. The offer was snubbed by the concerned Bangladesh authorities as neither the takeover offer for the shipyard, nor the cost per unit of the frigates were acceptable.
The Netherlands offered to involve the Damen Group with the CDDL to build the frigate, the design of which were comparable to contemporary light frigates or corvettes similar to Shadhinata-class and would not be what was required by the Bangladesh Navy.
Italian firm Fincantieri is offering a multipurpose frigate, a scaled down version of their FFG(X) previously offered to the U.S. Navy. The Bangladesh Navy showed significant interest but the cost of the program would be beyond the scope of the allocated budget.
But beyond the three countries, Bangladesh is also eager to pick an offer by Turkey. Turkish firm STM is eyeing to sell its Istanbul-class (I-class) modern frigate with ability to conduct surface, anti-air, anti-submarine, electronic warfare along with surveillance and anti-piracy operations. It was developed under the MILGEM Turkish warship program. Weapons and additional sensors will be supplied by sub-contractors such as Aselsan, Roketsan, Thales, MBDA and Leonardo.
The 3000-tonne displacement has a length of 113.2m and draft of 4.05m. The Istanbul-class frigate has an operational capability of 15 days without being refueled, a maximum speed of 29 knots (54kmph) and an endurance of 5700 nautical miles at 14 knots (26kmph). The ship’s arsenal includes one 76mm main gun, two 25mm stabilized guns, one close-in weapon system, torpedo launchers, electronic warfare suit and hull mounted sonar, according to STM’s website. The craft is equipped to carry 2 helicopters.

I have seen specs for the Istanbul class. It matches or bests the FREMM class item for item. except maybe displacement. But larger displacement in FREMM class (6500 tonnes) is mainly for expeditionary use and endurance, which does not fit the BN naval doctrine, which is mainly defensive and limited to long range brown water roles and does not go into blue water roles (yet).

Smaller size Istanbul Class is fine for Bangladesh flagship role (until LHD/LPD arrives) because it is armed to the same standard as the FREMMs.

Any way you look at it - this is a game-changer for Bangladesh Navy.

Each PN MILGEM corvette was $200-250 m (i.e., the modified Ada class with the 12-cell VLS for Albatros NG, 2x3 cell ASCM, etc). The Jinnah-class frigate price is unknown, but if it's a 4,000-5,000-ton design (as I expect), we're looking at $350-400 m per ship.

400 million US dollar per ship is within BN's budget thought to be 2.5 billion US dollars for 6 ships.

4-5000 ton design would be good and allow a very powerful frigate but at this stage it is all speculation. However, with the way that BD is now buying major systems from Turkey, it seems the most likely candidate for BN's next-gen frigate programme.

BD will get no better and reliable supplier than Turkey.

İf Turkish Navy use American Missiles on ISTANBUL Frigate

-- 64 x ESSM block-II = $114,8 million
-- 16 x HARPOON block-II = $22,5 million

total of $137,3 million

American HARPOON block-II costs $1.4 million for per unit
on the other hand Turkey produce ATMACA anti-ship missile for less than $500k

even ATMACA is better than HARPOON block-II

Each 50km range ESSM is nearly 2 million US dollars?!

I have no doubt it is a good missile but anything much more than 1 million US dollars each is a total rip-off!

@dbc - Are you able to explain why this missile is so expensive? No doubt it is better than anything from China and Russia in the same range bracket but still seems a bit on the high side for a MRSAM.

about $1.8 million
and its for export price ....... if you have no technology then have to pay so high prices to The US

in 2015 , The US has reached a $6 billion deal for Saudi Arabia to sell 4 LCS Warships
but in 2019 The US reduced the price to $2 billion for 4 LCS Warships

I mean BD Army has bought Turkish equipment , I don't see why BN wouldn't get Turkish Frigates lol

If we do end up choosing Turkey as build-partner for the new frigates, I suggest these be named alternatively after the Turkish rulers and early Bengal Sultanate rulers, which would be appropriate in any case.

That makes a lot more sense than Chetona names like "Nabajatra" and "Joyjatra" etc.

Names of most major naval vessels in other nations have ancient leaders/rulers/warriors as namesakes. I know it is a bit early for this. But it is a sore ongoing point with me.

That's something I have been thinking as well. We should rather name the ships after our own heroes from the Bengal Sultanate, Alauddin Hussain Shah, Shamsuddin Ilyas Shah etc.

Off topic, but what is a chetona?

FREMM is inferior to ISTANBUL class Frigate in fire power

Egypt bought FREMM from France armed with 16 x ASTER-15 SAMs and 8 x EXOCET anti-ship Missiles

Italian version FREMM with 16 cells VLS for 16 ASTER SAMs and 8 x TESEO anti-ship Missiles

Turkey develops National VLS with quad pack capability

so ISTANBUL class Frigate will be equipped with 16 cells VLS for 64 x SAMs and 16 x ATMACA anti-ship Missiles

Off topic, but what is a chetona?

"Chetona" means "spirit", relating to "Muktijuddha / Shadhinota Shongram" or "liberation struggle"

In other words "chetona" means the "spirit of the liberation struggle", which is a fancy way of naming the feeling of Bangladeshi independence movement.

The way "chetona" is being used today by a section of leftists in Bangladesh is very sad. These leftists are primarily "shills" or agents for India and they act and live lifestyles of Hindus, although some were born in Muslim families, due to a deep hatred of Muslim religious folks. Some are of course Bangladeshi Hindu fifth columnists.

Most of them go live in Kolkata for half the year, suits them better. A lot of them wish they were born in Kolkata anyway, as they dress entirely like Kolkata people, especially Chetona women. Sanctified, devout and disciplined Muslim lifestyle does not suit them and the males wish they had not conducted "Musalmani" anyway in youth.... :-) (JK).

Funny thing is , they may name "chetona" as their guiding "cause du vivre", but none of these nincompoops, nor their parents, ever shed one drop of Blood in defending Bangladesh in 1971. These people sat in India the entirety of 1971 and lived on the largesse of India, being guests there, running the propaganda broadcasts, which did a fat lot of good, my foot.

The people who defended Bangladesh and fought Yahya Khan were all in the military (ex-PA) , who also trained most of the civilians in guerrilla warfare. Chetona homos did jack squat.

A whole lot of these fake Chetona idiots are involved in "cultural pursuits closely aligned with Kolkata Hindu lifestyles" such as art, leftist literature, leftist drama, cultural dance of the gay-male variety, artistic cinema, involvement with India-centric commercial and social media, slandering of Muslim religious folks in Bangladesh (even educated ones, due to fear of shariah as a lifestyle), promotion of Indian products and media in Bangladesh, acting as paid/unpaid agents of India etc.

Promotion, advertising and product marketing of Indian products in Bangladesh is a great way to make money for chetona folks because Indian stuff in Bangladesh is cheap and easily brought in (AL govt. does nothing to stop Indian imports) , and being involved in promotion of it is never a bad choice. These Chetona folks comprise the entirety of the whole advertising industry in Bangladesh. They are helped by the news media, which is also mainly Chetona folks, with minor exceptions.

Sorry for the long-winded description, but I hope you get the point.

@Atlas bhai, you may be more of an expert. Please comment.

Thanks for taking the time to explain.

I can't stand those liberal Bengali artistic types.

I similarly dislike conservative, religious parrots devoid of understanding.

I hope for Bangladesh an educated, productive and Islamic oriented society.

Key point: There must be a strong Islamic identity for Bangladesh but at the same time, no minorities should be discriminated against.

In order to do this, Bangladesh MUST separate itself from Indian influence in every way.

Exactly - looks like you and I are on the same page on this, as are tens of millions of other reasonable and sane folks in Bangladesh. This is our cultural balance, which is better than India's "uneven keel" communal societal balance any day, which is Hindutva for all.

I envision a modern society in Bangladesh in the ilk of that of Indonesia and Malaysia and other modern Islamic countries, where there is respect for Islam but at the same time they are focused on Industrial development and modernity.

Right now, we must work toward ridding ourselves in Bangladesh of any Indian trade/business dependence which is job one. India also realized this effort lately (that Bangladesh is moving out of Indian influence orbit), and they are trying to work against it (to increase our dependency on India), such as influencing our cabinet and lobbyists like CPD and others, floating ever more all-encompassing FTA/Transit proposals and trying to sell us their third-rate products like Tejas, Frigates, Howitzers (as if fifty years of trade exploitation was not enough).

If we all turned into dhoti wearing Muslims, following Chetona Hindu-ani traditions all the time, would be Sanghis' xanadu. They'd want nothing better than us being culturally and financially dependent on Sanghi India.

But that is not why wished to become an independent country and to call our own shots.
