US targeted killings guidebook allows CIA drones in Pakistan: Report

WASHINGTON: The administration of President Barack Obama is completing a counterterrorism manual that will establish clear rules for targeted-killing operations, The Washington Post reported late Saturday.

But citing unnamed US officials, the newspaper said the guidebook would contain a major exemption for the CIA’s campaign of drone strikes in Pakistan.

This exemption will allow the Central Intelligence Agency to continue striking al Qaeda and Taliban targets in Pakistan for a year or more before the agency is forced to comply with more stringent rules spelled out in the document, the report said.

According to the London-based Bureau of Investigative Journalism, between 2,627 and 3,457 people have been reportedly killed by US drones in Pakistan since 2004, including between 475 and nearly 900 civilians.

The covert strikes are publicly criticised by the Pakistani government as a violation of sovereignty but American officials believe they are a vital weapon in the war against militants.

Few of the victims are publicly identified.

The manual is expected to be submitted to Obama for final approval within weeks, the paper said.

The Post said the adoption of a formal guide to targeted killing marks a significant milestone: the institutionalisation of a practice that would have seemed anathema to many before the September 11, 2001 attacks.

The subjects covered in the playbook include the process for adding names to kill lists, the legal principles that govern when US citizens can be targeted overseas and the sequence of approvals required when the CIA or US military conduct drone strikes outside war zones, the paper said.

According to The Post, the effort to draft the playbook was nearly derailed late last year by disagreements among the State Department, the CIA and the Pentagon on the criteria for lethal strikes.

They led to granting the CIA a temporary exemption for its Pakistan operations as a compromise that allowed officials to move forward with other parts of the playbook.
 
Let's see if this approval changes anything in the number of strikes or the criteria for targeting.
 
No problem with drone strikes in Pakistani Tribal areas. The tribals prefer it over any operation from PA,so on popular demand Pakistan should withdraw army from terrible areas and hand the, over to US army..They did offer operation in North Waziristan but this General Kayani stopped them...
In fact now i am of the opinion that drone strikes are good for Pakistan as terrorists are kept under check by USA.
If same thing is done by PA,the dead terrorist's relatives will wear a thong of explosives and blow up some innocent people in revenge or attack a PA checkpost in revenge.
 
This is a welcome move by the CIA ; They have declared the entire territory of Pakistan as a "Kill Zone" by way of which Jehadists in the Isloo-'hore-Khi triangle are legit targets. In fact, the machinations of the next Cambodia are in motion with more Drones than Planes actually flying over PacLand. Interesting times ahead.

Even in response to drone attacks it is very easy for the TTP to convince them to attack the Pakistan army and Pakistani civilians. My book badal covers exactly one such person and is based on a true story.
 
@Safriz They will still attack Pakistan because Pakistan allowed drone strikes.

well I can't be very open with this but there is a huge reason why PA don't go for NW, it's trap not in sense that PA will lose control of operations, doing operation there is no big deal for PA they can finish major job there in matter of some weeks. the thing is lost of PA advantage is benefit for NATO sitting on other side and as our media belongs to west so general public is being polished with all anti stuff related to that land and off course bashing PA

as for drones, I'm against them but as situation is now stopping them will do nothing good either, we are waiting for right time believe me PA will act in the best interests of Pakistan.
 
You can't deny it that drone strikes are a help for PA and GoP, they take out targets which are important for both us and USA (with a few exceptions i.e Mullah Nazir).

The Army thinks this way and IMO it is the right way. A public awareness campaign should be done so that more people know about drones and the truth, not one side of the story.

The people should be told that who gets killed, be it civilians or militants.

Pakistan should be the one killing these animals but since abdicated these FATA areas to these tribal animals, someone had to step in and kill them.

Its like a house owner whose backyard is full of snakes. The neighbours will tell the house owner to take care of the snake problem as they threaten them. But if the house owner is unable or unwilling to take care of the snake problem, then the neighbours will step in and take care themselves.
 
pakistan should elect someone like mussh or imran khan who can protect its sovereignty from foreign forces

A lot of controversy has occurred regarding the drone program but its not like the Pak army is going to do anything about the terrorists taking shelter in North Wazirstan so Drones were the only option besides a ground offensive though uncommon collateral damage does occur which is the main reason for the controversy nonetheless the Drone program has indeed yielded success for military operations in the Afghan-Pak area. However the drones are a double edged sword as the ordinance they carry costs thousands of dollars for the U.S taxpayer. It'd be cheaper to just blast the area with a neutron bomb if you ask me.

Is this legit? do you have a proof? if its true, it pathetic and shocking but orgasmic for you though.
