A mother of four was gang-raped in Noakhali's Subarnachar early yesterday allegedly by 10 to 12 Awami League activists.
The 35-year-old woman, who was being treated at Noakhali General Hospital with severe injuries, claimed that she was raped for voting for “sheaf of paddy”, the electoral symbol of the BNP, during Sunday's national polls.
The woman alleged the rapists were accomplices of Ruhul Amin, a former member of Char Jubilee Union Parishad. “They had repeatedly insisted that I should vote for boat [the AL's symbol] but I cast my ballot for 'sheaf of paddy',” she said.
Ruhul denied his involvement in the incident. He said the woman was his relative and they had no “enmity”. “I just met her once at the polling centre.” Asked, he said he was the publicity affairs secretary of the Subarnachar AL.
The woman said soon after midnight yesterday, some 10-12 men carrying sticks entered her home by cutting the surrounding fence. They tied her CNG-run auto-rickshaw driver husband and four children with ropes.
“They took me outside and raped me,” she said, groaning in pain.
She also said the rapists threatened to kill her husband and children and torch their house if she told anyone about the rape.
The victim's husband, who was also injured, said the criminals left around 4:00pm after beating his wife unconscious and taking Tk 40,000, some gold ornaments and other valuables with them.
Soon after the alleged rapists left, the victim's husband and children cried for help. At this, the neighbours came and rescued them.”
“At first, a village doctor was called. But as she [the victim] was still bleeding, she was taken to Noakhali General Hospital at noon,” said one of the neighbours, wishing anonymity.
Shyamol Kumar Devnath, of the emergency department at the hospital, said they found evidence of rape. There were also injury marks on different parts of the body, he said.
The husband said the victim went to cast her vote at Char Jubilee-14 Government Primary School centre around 11:00am on Sunday. She took the ballot paper from the assistant presiding officer and went to a booth.
During that time, Ruhul, an Awami League man, allegedly insisted her to vote for the “boat”. He allegedly tried to snatch the ballot paper as she said she would vote for the “sheaf of paddy”. But the victim put the paper inside the box.
This made Ruhul furious and he threatened her, he said.
Talking to The Daily Star, the victim's brother-in-law said the woman had threatened him back.
Contacted, Elias Sharif, superintendent of police in Noakhali, confirmed the rape took place but claimed it was not related to voting.
“It is not true,” he said when asked about the victim's allegation of being gang raped for voting for the BNP symbol.
The police official said they were trying to arrest the alleged rapists.
Officer-in-charge Char Jabbar Police Station Nizam Uddin said he asked the victim's family to come to the station. “Once they come, a case will be filed,” he added.

অভিজ্ঞতা জঘন্য; কেঁদেছি নিজের অক্ষমতায়। নিজের দেশ, জাতি ও জনগণের বিরুদ্ধে সীমাহীন এ অপকর্মের অনন্যোপায় সঙ্গী হয়ে!
আমি একজন প্রিজাইডিং অফিসার ছিলাম। আমার কিছুই করার ছিলনা। আমার কেন্দ্রে ভোটার ছিল ২৩৮৭ টা। ওরা রাতেই ১৫০০ ব্যালটে সীল মেরেছে। দিনে জোর করে আরো ৪০০ ব্যালট নিয়ে ও নিজেদের লোক দিয়ে সিল মেরে বাক্সে ঢুকিয়েছে। শুধু এভাবেই ওরা ভোট নিয়ে নেয় ১৯০০; এই কেন্দ্রে ধানের শীষ পেয়েছে মাত্র ২৭ ভোট, তাতেই তাদের মাথা গরম। এই ২৭ জন কারা, এটাও তাদের মাথা ব্যথার কারণ হয়েছে!
বলছি আসল কথা; এসপি, ডিসি, নৌকার প্রার্থী এরা সকলে বসে মিটিং করে সিদ্ধান্ত নিয়েছিল, এভাবেই ভোট হবে। এতে কোন লুকোছাপা ছিলনা। ছিলনা কোন গোপনীয়তার ব্যাপারও। ক্ষমতাসীন দলের স্থানীয় নেতাকর্মীরা প্রশাসন ও উচ্চপর্যায়ের পুলিশ অফিসারদের প্রশ্রয়ে ও সম্মতিতে খুব নিরাপদে, উৎসাহ ও উৎসবমুখর পরিবেশে ভোট ডাকাতি করেছে, কিছুই করার ছিলনা অন্য কারো! তাদের সামনে আমরা সকলে ছিলাম নিস্তেজ ও অসহায়।
আমাকে ইউএনও, এসপি, ডিসি সবাই ফোনে কল দিয়েছে। একইভাবে অন্য কেন্দ্রে দায়িত্বরত আমাদের সহকর্মীদেরও কল দিয়ে বলে দেয়া হয়েছে, কি করা যাবে না এবং কাদের কথা শুনে কাজ করতে হবে।
বলা হয়েছিল, স্থানীয় নেতারা যেভাবে বলে ঠিক সেভাবেই সহযোগিতা করতে হবে। একই মিটিং-এ এসপি, ডিসি ও প্রার্থী বসে থেকে সংশ্লিষ্ট সবাইকে ফোনে কল দিয়ে বেশীর ভাগ ব্যালট রাতেই তাদের কর্মীদের দিয়ে দিতে বলেছিল। তা না করলে, আমাদের সমস্যা হবে বলে শাসিয়েছিল!
আমাদের এখানে সব কেন্দ্রে একই ঘটনা ঘটেছে। আমাকে জোরাজুরি করায় প্রথমে ৬০০ ব্যালট (৬ বান্ডিল) দেই। সীল শেষে আবার চাইতে আসে ব্যালট, আমি নিষেধ করায় ফোনের পর ফোন। পরে আরো ৬ বান্ডিল দেই। সেগুলো সীল মারার পর আবার আসে। এবারো দিতে চাই নাই বলে স্থানীয় আওয়ামী নেতা হুমকি দেয়। তার পর আরো ৩ বান্ডিল দেই, মোট ১৫০০ (পনের শ’)। এই সকল কর্মীদের নাকি এসপি, ডিসি বলে দিয়েছে, যে কেন্দ্রে নৌকার প্রার্থী সবচেয়ে বেশি ভোট পাবে, সে কেন্দ্রের দায়িত্বশীল গ্রুপ পুরস্কার পাবে। ওই নেতা রেগেমেগে চিৎকার করে বলে, আপনি আমাকে পুরস্কার থেকে বঞ্চিত করতে চান?
এই সব কিছুই প্রশাসনের সহায়তায় হয়েছে। দুই দিনের অসহনীয় ও অসম্মানজনক ঘটনার ভেতর দিয়ে কষ্টকর বিপুল অভিজ্ঞতা আমাদের সকল সহকর্মীদের হয়েছে। এমন কি, আমাদের নারী কলিগদের একই ধরণের ঘটনার ভেতর দিয়ে যেতে হয়েছে! সবাই একে অন্যের ঘটনা আমরা জানি। আজ আরো জেনেছি!
আমি মাঝখানে আওয়ামী লীগের পোলিং এজেন্টদের কয়েকজনকে সরিয়ে দিয়ে, ইয়াং ভোটারদের জোর দিয়ে বলেছি, তোমরা যাকে ইচ্ছে তাকে ভোট দাও, এদের কথা শুনবানা। তাতেও লাভ হয়েছে বলে মনে হয়নি।
আমাদের এক নারী সহকর্মীকে নৌকা প্রার্থী কেউ একজন ধমক দিয়েছিল। ঘটনাটি ডিসি’কে জানিয়ে প্রতিকার চাইলে তিনি বলেছেন, কোন হেল্প পাবেন না, বিপদ তৈরী করছেন কেন? প্রশাসন ও পুলিশের জুনিয়র কর্মকর্তারা আমাদের প্রতি সহানুভূতির দৃষ্টিতে তাকালেও তারাও ছিল অসহায়।
আমার সাথে থাকা পুলিশ সদস্যকে এসপি ও ওসি যে অর্ডার দিয়েছিল, তাতে সে হতবাক হয়েছিল! তার চোখের কোণে আমি দু’এক ফোঁটা জলও দেখেছি।
প্রশাসনে আমার নিকট আত্মীয় আছে। সে আমাকে আগে থেকেই সতর্ক করে বলেছে, নির্বাচন নিয়ে কোন ঝামেলা করোনা। এসপি, ডিসি, ওসি যা বলবে সে অনুযায়ী কাজ করো! সবাইকে ম্যানেজ করা হয়ে গেছে। এভাবেই হবে ভোট সারাদেশে।
আরো বহু ছোট, ছোট অভিজ্ঞতা আছে। সারাদেশে সবার হয়েছে এই অভিজ্ঞতা। বাংলাদেশের নির্বাচন ব্যবস্থাটা ধ্বংস হয়ে যেতে দেখেছি, এর মৃত্যু ঘটেছে আমাদের হাতে, সকলের চোখের সামনে!
প্রশাসনে আমাদের মতো ছাপোষা মানুষদের উপরের পর্যায়ে কি ঘটেছে, শুনলে আৎকে উঠবেন। বিভিন্ন জেলায় এসপি, ডিসি সাহেব, ডিজিএফআই, এনএসআই, পুলিশের অফিসাররা একসাথে বসে, সবাই মিলে মিটিং করে প্ল্যান করেছেন। নিশ্ছিদ্র প্ল্যান করতে জেলায়, জেলায় ডিসিরা ডিনারের দাওয়াত দিয়ে ২/৩ বার মিটিং করেছে। জেলা পর্যায়ের সব অফিসারদের একই অর্ডার দেয়া হয়েছে। তারপর সব প্রিজাইডিং অফিসারদের ডাকা হয়েছে, তাদেরকে ব্যালট দিয়ে দিতে বলা হয়েছে আগের রাতেই। প্রশ্ন করেছিল কেউ, কেউ তাহলে সকাল থেকে বিকেল পর্যন্ত ভোট কি ভাবে চলবে! জবাবে বলা হলো, প্রত্যেক গ্রুপের নাস্তার জন্যে টাইম ওয়েস্ট করতে বলতে হবে। আসিস্টেন্ট প্রিজাইডিং অফিসাররা নাস্তা করবে, তাই ভোট কিছুক্ষণ স্থগিত থাকবে। তারপর পোলিং অফিসাররা নাস্তা করবে, তাই ভোট স্থগিত। আনসারররা নাস্তা করবে, তখন আবার ভোট স্থগিত। তারপরেও ভোটারের চাপ সৃষ্টি হলে নৌকার কর্মীরা নিজেদের মধ্যে মিছেমিছি মারামারি করবে, সে করণে বিজিবি ডাকা হবে, ওরা আসার পর এক/দেড় ঘন্টা ভোট স্থগিত রাখতে হবে। সবশেষে ভোট গুনে নৌকাকে বিপুল ভোটে বিজয়ী ঘোষণা করে চলে আসতে হবে!
প্রিজাইডিং অফিসাররা যেন বিপদে না পরে তাই ডিসি বলে দিয়েছে, আপনি যদি আমার কথা শুনেন আমি রক্ত দিয়ে আপনাকে রক্ষা করবো, আর যদি আমার কথা না শুনেন তাহলে রক্ত নিতেও দ্বিধা করবো না।
গতকাল, জুনিয়ার অফিসারদের সাথে মিটিং করে ডিসি সাহেব সবাইকে ধন্যবাদ জানিয়েছেন। তিনি তার বক্তব্যে বলেছেন, তোমাদের হয়তো মন খারাপ হয়েছে আমার কাজে। বাট এটা না করলে বিএনপি ক্ষমতায় আসতো। দেশে খুনোখুনি হতো, লক্ষ লক্ষ লোক মারা যেত। দেশের উন্নয়ন ব্যাহত হতো। ২০৪১ সাল পর্যন্ত উন্নয়ন হোক, দেশ একটা পর্যায়ে আসুক, জনগণ কাকে ভোট দিতে হয় শিখুক, তারপর তারা ভোটাধিকার পাক। ভোটের অধিকার পাবার আগে ভোট বুঝতে হয়।
সব জেলাতেই একই অবস্থা। আমাদের এখানে সব প্রিজাইডিং অফিসারকে আলাদা, আলাদা করে ডেকে, খাম (টাকার) দিয়ে পৃথক ভাবে বলে দেয়া হয়নি। সকলকে ডেকে একসাথে বসিয়ে বলে দেয়া হয়েছে, যাতে ভুলে না যাই, সেজন্য আবার ফোন করেও বলে দেয়া হয়েছে রাতে।

চৌদ্দ গুষ্টি বাম আমার, তো পারিবারিক বন্ধু, লাবলু কাকার এজেন্ট হইলাম। দেখতে কেমন লাগে।
সকাল ৭ টায়ে গেলাম, পরিচয় দিলাম, খুব সুন্দর আর্মি আর প্রশাসনের লোকে বসতে দিলো। দিন গোড়াইলো, খুব ডেডিকেশন আমার বুথের অফিসারদের। কিন্তু এই ফাকে কত যে এজেন্ট ব্যতিত একটি বিশেষ দলীয় লোক যাওয়া আসা করলো, হিসাব নাই। আর আমি আমার বুথ থেকে বেরোলে পুলিশ আপার কড়াকড়ি। এই গেল এক নাম্বার- অর্থাৎ পুলিশ আর্মি প্রিজাইডিং অফিসারের উর্ধ্বে তারা।
প্রিজাইডিং অফিসারের অনুমতি নিয়া বাইরে গেলাম, ঢুকার সময় প্রবীণ আওয়ামী নেতার কড়াকড়ি, আমার সঙ্গে যাচ্ছে তাই আচরণ, চোখ রাঙ্গানি। আমি বলসি তার সাথে আমি কথা বলবনা, অফিসার বা আর্মি ডাকেন। পুলিশরাও তার কমান্ডে চলতেছে। এই গেলো দুই নাম্বার।
ভিতরে গিয়ে তাও আমার কিউট প্রিজাইডিং অফিসার কইলেন আপনার সমস্যা হইলে আমাকে বলিবেন। আমি বলছি ভাই দ্বিতীয়বার এমন ঘটলে মিডিয়ারে কমপ্লেন দিমু, সে কয় না না আমরা আছি তো। কিন্ত সেই নেতা এবং তার পেট মোটা দুইটা মিনি-নেতা, আমার সামনেই, দুই পুলিশেরে কইলো অরে ঢুকতেই দিসোস ক্যান!-৩ নাম্বার।
এবং আধা ঘণ্টা পর সে আমাক কয়, একদম কানের কাছে এসে, চোখ রাঙ্গায়ে- তুমি আমার নামে কমপ্লেন করছো? তুমি তো নতুন বুঝনা কিছু। তোমারে শিক্ষা দিবো দাঁড়াও।
৪ নাম্বার- লাঞ্চ করতেছে সব। একজন বয়স্ক মহিলা আসলেন। আওয়ামী এজেন্ট ভাত খাইতে খাইতে কয়, “খালা নৌকায় ভুট দিয়েন”। চুপ থাকলাম। পরে প্রিজাইডিং অফিসার আইলো তার লগে কইলাম ব্যাপারটা। কয় সাক্ষী আনেন। ওকে ফাইন।
এরপর আমি ঘরে ঢুকে দেখি আওয়ামী এজেন্ট একজন, যার হাতে আগেই দাগ দেয়া, সে কালো পর্দা দিয়ে বের হইতেছে। স্ক্রিনে লিখা- ভোট গ্রহণ সম্পন্ন! কইলাম যে আপা আপনি না সকালে দিছেন? আপনার হাতে না দাগ আছিলো? উত্তর না দিয়া, অন্য দিকে ঘুরলো। হাসতেছিল। -- ইভিএমেও চোরামি দেখলাম।
৫ নাম্বার- ম্যাজিস্ট্রেট আইলেন। নিয়ম মেনে তারে এই দুইটা অভিযোগ দিলাম। সে আপ্পিকে ওয়ার্নিং দিলো, এইটা তো আইননত দণ্ডনীয়। এই এতোটুকুই। আর ভুয়া ভোটের ব্যাপারে কইলেন সাক্ষী দেখান। আমি কইলাম এই অফিসাররা না বললে আর কারে সাক্ষী দেখামু কন? আর আমারে তো ফোনও নিতে দেন নাই। এই যে আমি অহন পুরা কোণঠাসা।
৬ নাম্বার- প্রবীণ নেতাটি আসলেন। আবার আমার কানের কাছে মুখ নিয়ে কথা বললেন। তুমি আমারে অপমান করছো, আমি তোমারেও অপমান করবো। এইটা বাংলাদেশ। এমেরিকা, কানাডা না। তুমি যা শুরু করছো এইভাবে জীবনে চলতে পারবানা।
আর তোমরা তো ভোট পাইতা একশো দুইশ, সেইটাও আমি দেখতেছি।
৭ নাম্বার- খবর আইলো আমার প্রার্থী বয়কট করছে। আমারে শেষ ৬টা পর্যন্ত ধরে রাখলো তারা। এর মাঝে যা হইল-
- এক ঝাক নারী পুরুষ আসলো। সাড়ে ৩ টার দিকে।
ইভিএমে সারাদিন দেখছি যে যার হাতের ছাপ মিলেনা তাঁরটা সহকারী প্রিজাইডিং এর আঙ্গুলের ছাপ দিয়ে চালায়ে দিয়া যায়, এজেন্টদের অনুমতি নিয়ে। অর্থাৎ, ইভিএম-ও একটা ভাওতা-- যে কারো ছাপেই হয়। জাল ভোট দেয়া যায়-ই!
তো সেই এক ঝাঁক নারী পুরুষ কে বিভিন্ন ঘরে ঢুকায় দেয়া হলো, ৪ টার পর, আমার ঘরটা বাদে, আবার বাইরে দাড়ায়ে তারা জোরে জোরে আলাপ করতেছিলো, না এইটাতে নেয়া যাবেনা, ঝামেলা আছে।
৮ নাম্বার- প্রিজাইডিং অফিসার যে শেষ পর্যন্ত আমাকে ধরে রাখলো, তার কথা ছিলো আমি যে সাইন করবোনা তার গণনার কাগজে, তার জন্য একটা প্র্রমাণ হিসেবে সই দিতে হবে। সে সব কাজ শেষ করে বলল, আপনারটা প্রিন্ট করতে ভুলে গেছি, যান গা আপনে। আমি ছোট, কালা বলেই হয়ত এমন করছে! কিন্তু অফিসিয়াল প্রসিডিংসের মধ্যেই চলছিলো নৌকা মার্কার উল্লাস আর ফোন আসা আর টিটকারি মারা।
এর বাইরে এতো শুস্টু ভোট হইছে ম্যান! জাস্ট একটু পুলিশ, আর্মি, প্রশাসন, দলীয় লোক মিলে ভোট চুরি আর হয়রানি। নাথিং মাচ! আর আমার এলাকাটা ছিলো লালমাটিয়া। এত পশ এলাকায় কিছু হয় নাকি আবার!

ডিসি সাহেবরা বলেছিল, কথা শুনলে
রক্ত দিয়ে হলেও আমাদেরকে রক্ষা করবেন

অভিজ্ঞতা জঘন্য; কেঁদেছি নিজের অক্ষমতায়। নিজের দেশ, জাতি ও জনগণের বিরুদ্ধে সীমাহীন এ অপকর্মের অনন্যোপায় সঙ্গী হয়ে!
আমি একজন প্রিজাইডিং অফিসার ছিলাম। আমার কিছুই করার ছিলনা। আমার কেন্দ্রে ভোটার ছিল ২৩৮৭ টা। ওরা রাতেই ১৫০০ ব্যালটে সীল মেরেছে। দিনে জোর করে আরো ৪০০ ব্যালট নিয়ে ও নিজেদের লোক দিয়ে সিল মেরে বাক্সে ঢুকিয়েছে। শুধু এভাবেই ওরা ভোট নিয়ে নেয় ১৯০০; এই কেন্দ্রে ধানের শীষ পেয়েছে মাত্র ২৭ ভোট, তাতেই তাদের মাথা গরম। এই ২৭ জন কারা, এটাও তাদের মাথা ব্যথার কারণ হয়েছে!
বলছি আসল কথা; এসপি, ডিসি, নৌকার প্রার্থী এরা সকলে বসে মিটিং করে সিদ্ধান্ত নিয়েছিল, এভাবেই ভোট হবে। এতে কোন লুকোছাপা ছিলনা। ছিলনা কোন গোপনীয়তার ব্যাপারও। ক্ষমতাসীন দলের স্থানীয় নেতাকর্মীরা প্রশাসন ও উচ্চপর্যায়ের পুলিশ অফিসারদের প্রশ্রয়ে ও সম্মতিতে খুব নিরাপদে, উৎসাহ ও উৎসবমুখর পরিবেশে ভোট ডাকাতি করেছে, কিছুই করার ছিলনা অন্য কারো! তাদের সামনে আমরা সকলে ছিলাম নিস্তেজ ও অসহায়।
আমাকে ইউএনও, এসপি, ডিসি সবাই ফোনে কল দিয়েছে। একইভাবে অন্য কেন্দ্রে দায়িত্বরত আমাদের সহকর্মীদেরও কল দিয়ে বলে দেয়া হয়েছে, কি করা যাবে না এবং কাদের কথা শুনে কাজ করতে হবে।
বলা হয়েছিল, স্থানীয় নেতারা যেভাবে বলে ঠিক সেভাবেই সহযোগিতা করতে হবে। একই মিটিং-এ এসপি, ডিসি ও প্রার্থী বসে থেকে সংশ্লিষ্ট সবাইকে ফোনে কল দিয়ে বেশীর ভাগ ব্যালট রাতেই তাদের কর্মীদের দিয়ে দিতে বলেছিল। তা না করলে, আমাদের সমস্যা হবে বলে শাসিয়েছিল!
আমাদের এখানে সব কেন্দ্রে একই ঘটনা ঘটেছে। আমাকে জোরাজুরি করায় প্রথমে ৬০০ ব্যালট (৬ বান্ডিল) দেই। সীল শেষে আবার চাইতে আসে ব্যালট, আমি নিষেধ করায় ফোনের পর ফোন। পরে আরো ৬ বান্ডিল দেই। সেগুলো সীল মারার পর আবার আসে। এবারো দিতে চাই নাই বলে স্থানীয় আওয়ামী নেতা হুমকি দেয়। তার পর আরো ৩ বান্ডিল দেই, মোট ১৫০০ (পনের শ’)। এই সকল কর্মীদের নাকি এসপি, ডিসি বলে দিয়েছে, যে কেন্দ্রে নৌকার প্রার্থী সবচেয়ে বেশি ভোট পাবে, সে কেন্দ্রের দায়িত্বশীল গ্রুপ পুরস্কার পাবে। ওই নেতা রেগেমেগে চিৎকার করে বলে, আপনি আমাকে পুরস্কার থেকে বঞ্চিত করতে চান?
এই সব কিছুই প্রশাসনের সহায়তায় হয়েছে। দুই দিনের অসহনীয় ও অসম্মানজনক ঘটনার ভেতর দিয়ে কষ্টকর বিপুল অভিজ্ঞতা আমাদের সকল সহকর্মীদের হয়েছে। এমন কি, আমাদের নারী কলিগদের একই ধরণের ঘটনার ভেতর দিয়ে যেতে হয়েছে! সবাই একে অন্যের ঘটনা আমরা জানি। আজ আরো জেনেছি!
আমি মাঝখানে আওয়ামী লীগের পোলিং এজেন্টদের কয়েকজনকে সরিয়ে দিয়ে, ইয়াং ভোটারদের জোর দিয়ে বলেছি, তোমরা যাকে ইচ্ছে তাকে ভোট দাও, এদের কথা শুনবানা। তাতেও লাভ হয়েছে বলে মনে হয়নি।
আমাদের এক নারী সহকর্মীকে নৌকা প্রার্থী কেউ একজন ধমক দিয়েছিল। ঘটনাটি ডিসি’কে জানিয়ে প্রতিকার চাইলে তিনি বলেছেন, কোন হেল্প পাবেন না, বিপদ তৈরী করছেন কেন? প্রশাসন ও পুলিশের জুনিয়র কর্মকর্তারা আমাদের প্রতি সহানুভূতির দৃষ্টিতে তাকালেও তারাও ছিল অসহায়।
আমার সাথে থাকা পুলিশ সদস্যকে এসপি ও ওসি যে অর্ডার দিয়েছিল, তাতে সে হতবাক হয়েছিল! তার চোখের কোণে আমি দু’এক ফোঁটা জলও দেখেছি।
প্রশাসনে আমার নিকট আত্মীয় আছে। সে আমাকে আগে থেকেই সতর্ক করে বলেছে, নির্বাচন নিয়ে কোন ঝামেলা করোনা। এসপি, ডিসি, ওসি যা বলবে সে অনুযায়ী কাজ করো! সবাইকে ম্যানেজ করা হয়ে গেছে। এভাবেই হবে ভোট সারাদেশে।
আরো বহু ছোট, ছোট অভিজ্ঞতা আছে। সারাদেশে সবার হয়েছে এই অভিজ্ঞতা। বাংলাদেশের নির্বাচন ব্যবস্থাটা ধ্বংস হয়ে যেতে দেখেছি, এর মৃত্যু ঘটেছে আমাদের হাতে, সকলের চোখের সামনে!
প্রশাসনে আমাদের মতো ছাপোষা মানুষদের উপরের পর্যায়ে কি ঘটেছে, শুনলে আৎকে উঠবেন। বিভিন্ন জেলায় এসপি, ডিসি সাহেব, ডিজিএফআই, এনএসআই, পুলিশের অফিসাররা একসাথে বসে, সবাই মিলে মিটিং করে প্ল্যান করেছেন। নিশ্ছিদ্র প্ল্যান করতে জেলায়, জেলায় ডিসিরা ডিনারের দাওয়াত দিয়ে ২/৩ বার মিটিং করেছে। জেলা পর্যায়ের সব অফিসারদের একই অর্ডার দেয়া হয়েছে। তারপর সব প্রিজাইডিং অফিসারদের ডাকা হয়েছে, তাদেরকে ব্যালট দিয়ে দিতে বলা হয়েছে আগের রাতেই। প্রশ্ন করেছিল কেউ, কেউ তাহলে সকাল থেকে বিকেল পর্যন্ত ভোট কি ভাবে চলবে! জবাবে বলা হলো, প্রত্যেক গ্রুপের নাস্তার জন্যে টাইম ওয়েস্ট করতে বলতে হবে। আসিস্টেন্ট প্রিজাইডিং অফিসাররা নাস্তা করবে, তাই ভোট কিছুক্ষণ স্থগিত থাকবে। তারপর পোলিং অফিসাররা নাস্তা করবে, তাই ভোট স্থগিত। আনসারররা নাস্তা করবে, তখন আবার ভোট স্থগিত। তারপরেও ভোটারের চাপ সৃষ্টি হলে নৌকার কর্মীরা নিজেদের মধ্যে মিছেমিছি মারামারি করবে, সে করণে বিজিবি ডাকা হবে, ওরা আসার পর এক/দেড় ঘন্টা ভোট স্থগিত রাখতে হবে। সবশেষে ভোট গুনে নৌকাকে বিপুল ভোটে বিজয়ী ঘোষণা করে চলে আসতে হবে!
প্রিজাইডিং অফিসাররা যেন বিপদে না পরে তাই ডিসি বলে দিয়েছে, আপনি যদি আমার কথা শুনেন আমি রক্ত দিয়ে আপনাকে রক্ষা করবো, আর যদি আমার কথা না শুনেন তাহলে রক্ত নিতেও দ্বিধা করবো না।
গতকাল, জুনিয়ার অফিসারদের সাথে মিটিং করে ডিসি সাহেব সবাইকে ধন্যবাদ জানিয়েছেন। তিনি তার বক্তব্যে বলেছেন, তোমাদের হয়তো মন খারাপ হয়েছে আমার কাজে। বাট এটা না করলে বিএনপি ক্ষমতায় আসতো। দেশে খুনোখুনি হতো, লক্ষ লক্ষ লোক মারা যেত। দেশের উন্নয়ন ব্যাহত হতো। ২০৪১ সাল পর্যন্ত উন্নয়ন হোক, দেশ একটা পর্যায়ে আসুক, জনগণ কাকে ভোট দিতে হয় শিখুক, তারপর তারা ভোটাধিকার পাক। ভোটের অধিকার পাবার আগে ভোট বুঝতে হয়।
সব জেলাতেই একই অবস্থা। আমাদের এখানে সব প্রিজাইডিং অফিসারকে আলাদা, আলাদা করে ডেকে, খাম (টাকার) দিয়ে পৃথক ভাবে বলে দেয়া হয়নি। সকলকে ডেকে একসাথে বসিয়ে বলে দেয়া হয়েছে, যাতে ভুলে না যাই, সেজন্য আবার ফোন করেও বলে দেয়া হয়েছে রাতে।

A mother of four was gang-raped in Noakhali's Subarnachar early yesterday allegedly by 10 to 12 Awami League activists.
The 35-year-old woman, who was being treated at Noakhali General Hospital with severe injuries, claimed that she was raped for voting for “sheaf of paddy”, the electoral symbol of the BNP, during Sunday's national polls.
The woman alleged the rapists were accomplices of Ruhul Amin, a former member of Char Jubilee Union Parishad. “They had repeatedly insisted that I should vote for boat [the AL's symbol] but I cast my ballot for 'sheaf of paddy',” she said.
Ruhul denied his involvement in the incident. He said the woman was his relative and they had no “enmity”. “I just met her once at the polling centre.” Asked, he said he was the publicity affairs secretary of the Subarnachar AL.
The woman said soon after midnight yesterday, some 10-12 men carrying sticks entered her home by cutting the surrounding fence. They tied her CNG-run auto-rickshaw driver husband and four children with ropes.
“They took me outside and raped me,” she said, groaning in pain.
She also said the rapists threatened to kill her husband and children and torch their house if she told anyone about the rape.
The victim's husband, who was also injured, said the criminals left around 4:00pm after beating his wife unconscious and taking Tk 40,000, some gold ornaments and other valuables with them.
Soon after the alleged rapists left, the victim's husband and children cried for help. At this, the neighbours came and rescued them.”
“At first, a village doctor was called. But as she [the victim] was still bleeding, she was taken to Noakhali General Hospital at noon,” said one of the neighbours, wishing anonymity.
Shyamol Kumar Devnath, of the emergency department at the hospital, said they found evidence of rape. There were also injury marks on different parts of the body, he said.
The husband said the victim went to cast her vote at Char Jubilee-14 Government Primary School centre around 11:00am on Sunday. She took the ballot paper from the assistant presiding officer and went to a booth.
During that time, Ruhul, an Awami League man, allegedly insisted her to vote for the “boat”. He allegedly tried to snatch the ballot paper as she said she would vote for the “sheaf of paddy”. But the victim put the paper inside the box.
This made Ruhul furious and he threatened her, he said.
Talking to The Daily Star, the victim's brother-in-law said the woman had threatened him back.
Contacted, Elias Sharif, superintendent of police in Noakhali, confirmed the rape took place but claimed it was not related to voting.
“It is not true,” he said when asked about the victim's allegation of being gang raped for voting for the BNP symbol.
The police official said they were trying to arrest the alleged rapists.
Officer-in-charge Char Jabbar Police Station Nizam Uddin said he asked the victim's family to come to the station. “Once they come, a case will be filed,” he added.

চৌদ্দ গুষ্টি বাম আমার, তো পারিবারিক বন্ধু, লাবলু কাকার এজেন্ট হইলাম। দেখতে কেমন লাগে।
সকাল ৭ টায়ে গেলাম, পরিচয় দিলাম, খুব সুন্দর আর্মি আর প্রশাসনের লোকে বসতে দিলো। দিন গোড়াইলো, খুব ডেডিকেশন আমার বুথের অফিসারদের। কিন্তু এই ফাকে কত যে এজেন্ট ব্যতিত একটি বিশেষ দলীয় লোক যাওয়া আসা করলো, হিসাব নাই। আর আমি আমার বুথ থেকে বেরোলে পুলিশ আপার কড়াকড়ি। এই গেল এক নাম্বার- অর্থাৎ পুলিশ আর্মি প্রিজাইডিং অফিসারের উর্ধ্বে তারা।
প্রিজাইডিং অফিসারের অনুমতি নিয়া বাইরে গেলাম, ঢুকার সময় প্রবীণ আওয়ামী নেতার কড়াকড়ি, আমার সঙ্গে যাচ্ছে তাই আচরণ, চোখ রাঙ্গানি। আমি বলসি তার সাথে আমি কথা বলবনা, অফিসার বা আর্মি ডাকেন। পুলিশরাও তার কমান্ডে চলতেছে। এই গেলো দুই নাম্বার।
ভিতরে গিয়ে তাও আমার কিউট প্রিজাইডিং অফিসার কইলেন আপনার সমস্যা হইলে আমাকে বলিবেন। আমি বলছি ভাই দ্বিতীয়বার এমন ঘটলে মিডিয়ারে কমপ্লেন দিমু, সে কয় না না আমরা আছি তো। কিন্ত সেই নেতা এবং তার পেট মোটা দুইটা মিনি-নেতা, আমার সামনেই, দুই পুলিশেরে কইলো অরে ঢুকতেই দিসোস ক্যান!-৩ নাম্বার।
এবং আধা ঘণ্টা পর সে আমাক কয়, একদম কানের কাছে এসে, চোখ রাঙ্গায়ে- তুমি আমার নামে কমপ্লেন করছো? তুমি তো নতুন বুঝনা কিছু। তোমারে শিক্ষা দিবো দাঁড়াও।
৪ নাম্বার- লাঞ্চ করতেছে সব। একজন বয়স্ক মহিলা আসলেন। আওয়ামী এজেন্ট ভাত খাইতে খাইতে কয়, “খালা নৌকায় ভুট দিয়েন”। চুপ থাকলাম। পরে প্রিজাইডিং অফিসার আইলো তার লগে কইলাম ব্যাপারটা। কয় সাক্ষী আনেন। ওকে ফাইন।
এরপর আমি ঘরে ঢুকে দেখি আওয়ামী এজেন্ট একজন, যার হাতে আগেই দাগ দেয়া, সে কালো পর্দা দিয়ে বের হইতেছে। স্ক্রিনে লিখা- ভোট গ্রহণ সম্পন্ন! কইলাম যে আপা আপনি না সকালে দিছেন? আপনার হাতে না দাগ আছিলো? উত্তর না দিয়া, অন্য দিকে ঘুরলো। হাসতেছিল। -- ইভিএমেও চোরামি দেখলাম।
৫ নাম্বার- ম্যাজিস্ট্রেট আইলেন। নিয়ম মেনে তারে এই দুইটা অভিযোগ দিলাম। সে আপ্পিকে ওয়ার্নিং দিলো, এইটা তো আইননত দণ্ডনীয়। এই এতোটুকুই। আর ভুয়া ভোটের ব্যাপারে কইলেন সাক্ষী দেখান। আমি কইলাম এই অফিসাররা না বললে আর কারে সাক্ষী দেখামু কন? আর আমারে তো ফোনও নিতে দেন নাই। এই যে আমি অহন পুরা কোণঠাসা।
৬ নাম্বার- প্রবীণ নেতাটি আসলেন। আবার আমার কানের কাছে মুখ নিয়ে কথা বললেন। তুমি আমারে অপমান করছো, আমি তোমারেও অপমান করবো। এইটা বাংলাদেশ। এমেরিকা, কানাডা না। তুমি যা শুরু করছো এইভাবে জীবনে চলতে পারবানা।
আর তোমরা তো ভোট পাইতা একশো দুইশ, সেইটাও আমি দেখতেছি।
৭ নাম্বার- খবর আইলো আমার প্রার্থী বয়কট করছে। আমারে শেষ ৬টা পর্যন্ত ধরে রাখলো তারা। এর মাঝে যা হইল-
- এক ঝাক নারী পুরুষ আসলো। সাড়ে ৩ টার দিকে।
ইভিএমে সারাদিন দেখছি যে যার হাতের ছাপ মিলেনা তাঁরটা সহকারী প্রিজাইডিং এর আঙ্গুলের ছাপ দিয়ে চালায়ে দিয়া যায়, এজেন্টদের অনুমতি নিয়ে। অর্থাৎ, ইভিএম-ও একটা ভাওতা-- যে কারো ছাপেই হয়। জাল ভোট দেয়া যায়-ই!
তো সেই এক ঝাঁক নারী পুরুষ কে বিভিন্ন ঘরে ঢুকায় দেয়া হলো, ৪ টার পর, আমার ঘরটা বাদে, আবার বাইরে দাড়ায়ে তারা জোরে জোরে আলাপ করতেছিলো, না এইটাতে নেয়া যাবেনা, ঝামেলা আছে।
৮ নাম্বার- প্রিজাইডিং অফিসার যে শেষ পর্যন্ত আমাকে ধরে রাখলো, তার কথা ছিলো আমি যে সাইন করবোনা তার গণনার কাগজে, তার জন্য একটা প্র্রমাণ হিসেবে সই দিতে হবে। সে সব কাজ শেষ করে বলল, আপনারটা প্রিন্ট করতে ভুলে গেছি, যান গা আপনে। আমি ছোট, কালা বলেই হয়ত এমন করছে! কিন্তু অফিসিয়াল প্রসিডিংসের মধ্যেই চলছিলো নৌকা মার্কার উল্লাস আর ফোন আসা আর টিটকারি মারা।
এর বাইরে এতো শুস্টু ভোট হইছে ম্যান! জাস্ট একটু পুলিশ, আর্মি, প্রশাসন, দলীয় লোক মিলে ভোট চুরি আর হয়রানি। নাথিং মাচ! আর আমার এলাকাটা ছিলো লালমাটিয়া। এত পশ এলাকায় কিছু হয় নাকি আবার!

Awami League leader was saying 350000 rab and police officer are working on the field to make Awami League with the presence of law enforcement engecy. He said even if you do not vote Awami League will win. But if something like this happen Awami League gets 2500 votes and BNP gets 25 votes, from where the vote will be cast, fire on that village will not be turned off for next 5 years!!
If I am not mistaken this is the same rally where an OC of police asked vote for Awami League.

'Voting for Sheaf of Paddy': A village under siege

An entire village in Rajshahi's Tanore upazila have been paying a heavy price since Sunday's general elections when majority of the villagers voted for the BNP candidate.
On Monday morning, stick-wielding Awami League men took position at the two entry points of the village -- at Billi and Dargadanga intersections -- and barred all types of vehicular movement on the road through the village. They did not even allow bicycles or rickshaw-vans to pass through the points, villagers have alleged.
The village, Kolma, falls under Rajshahi-1 and has 2,435 voters. Kolma Government Primary School was the voting centre for the villagers.
In Sunday's election, the total vote cast at the centre was 1,914 -- five of which were cancelled. Of the 1,909 valid votes, 1,249 went to BNP candidate Aminul Haque and 653 to AL candidate Omor Faruk Chowdhury.
So on Monday morning, local AL men sealed the entry points. They also captured the deep tube-wells used for irrigation and snapped satellite television connections to households, locals alleged.
“They are not sparing even the Awami League men. They confined us all,” said a villager, who spoke on condition of anonymity fearing reprisal.
The villagers, including a senior AL leader, blamed Kolma Union Parishad Chairman Lutfor Haider Rashid and young members of the party for the situation.
Lutfor denied his involvement in the siege, and claimed people were not coming out of their village fearing attacks by BNP men.
“Buses are avoiding the route for the same reason,” he claimed.
Things turned a little tense in the village the day before the election, locals said.
On Saturday afternoon, some AL men armed with hockey sticks damaged the tin wall of the house of union member Shafiqul Islam, known as a BNP man.
In response, BNP supporters chased Lutfor Haider, who was sitting at a tea stall, and beat up some of his supporters in the evening.
Locals alleged Lutfor's men were “punishing” them for Saturday's incident and also because most people there voted for the BNP candidate, who eventually lost the election.
Out of fear, locals are not even sending their children to schools, they claimed.
For example, on Wednesday, two brothers of the village -- both school teachers -- were beaten up when they were returning home from school.
This correspondent met one of the two brothers yesterday afternoon.
“It was our internal matter. I have nothing to complain,” he said and quickly left. He requested to not publish his name.
At 5:00pm yesterday, this correspondent saw a passenger bus avoid its route through the village. Instead, it took the road that runs through neighbouring Korchor village.
“The situation is normal,” claimed Ataur Rahman, an AL worker.
He said normalcy returned since yesterday morning when the additional superintendent of police and the Tanore UNO visited the village and assured locals of security.
But villagers said they had no faith in such assurances.
“Road communication has not restored, irrigation machines still remain captured [by the AL men],” said a businessman, asking not to be named.
Additional SP Motiur Rahman Siddiki told The Daily Star that local AL men were indeed holding the people hostage, but over “Saturday's attack and counter-attack”.
“The village is dominated by the BNP and there is a tension between the two groups [AL and BNP],” he said, adding that they asked both groups to show restraint.
Rajshahi deputy commissioner and the police superintendent are expected to visit the area today.

They did not even allow bicycles or rickshaw-vans to pass through the points, villagers have alleged.
The village, Kolma, falls under Rajshahi-1 and has 2,435 voters. Kolma Government Primary School was the voting centre for the villagers.
In Sunday's election, the total vote cast at the centre was 1,914 -- five of which were cancelled. Of the 1,909 valid votes, 1,249 went to BNP candidate Aminul Haque and 653 to AL candidate Omor Faruk Chowdhury.
So on Monday morning, local AL men sealed the entry points. They also captured the deep tube-wells used for irrigation and snapped satellite television connections to households, locals alleged.
“They are not sparing even the Awami League men. They confined us all,” said a villager, who spoke on condition of anonymity fearing reprisal.
The villagers, including a senior AL leader, blamed Kolma Union Parishad Chairman Lutfor Haider Rashid and young members of the party for the situation.
Lutfor denied his involvement in the siege, and claimed people were not coming out of their village fearing attacks by BNP men.
“Buses are avoiding the route for the same reason,” he claimed.
Things turned a little tense in the village the day before the election, locals said.
On Saturday afternoon, some AL men armed with hockey sticks damaged the tin wall of the house of union member Shafiqul Islam, known as a BNP man.
In response, BNP supporters chased Lutfor Haider, who was sitting at a tea stall, and beat up some of his supporters in the evening.
Locals alleged Lutfor's men were “punishing” them for Saturday's incident and also because most people there voted for the BNP candidate, who eventually lost the election.
Out of fear, locals are not even sending their children to schools, they claimed.
For example, on Wednesday, two brothers of the village -- both school teachers -- were beaten up when they were returning home from school.
This correspondent met one of the two brothers yesterday afternoon.
“It was our internal matter. I have nothing to complain,” he said and quickly left. He requested to not publish his name.
At 5:00pm yesterday, this correspondent saw a passenger bus avoid its route through the village. Instead, it took the road that runs through neighbouring Korchor village.
“The situation is normal,” claimed Ataur Rahman, an AL worker.
He said normalcy returned since yesterday morning when the additional superintendent of police and the Tanore UNO visited the village and assured locals of security.
But villagers said they had no faith in such assurances.
“Road communication has not restored, irrigation machines still remain captured [by the AL men],” said a businessman, asking not to be named.
Additional SP Motiur Rahman Siddiki told The Daily Star that local AL men were indeed holding the people hostage, but over “Saturday's attack and counter-attack”.
“The village is dominated by the BNP and there is a tension between the two groups [AL and BNP],” he said, adding that they asked both groups to show restraint.
Rajshahi deputy commissioner and the police superintendent are expected to visit the area today.
