Lol I dont think this is some serious news. Dont worry about it. The Plane will be produced completely in India.
 
The silver lining in this news is that Indian made Rafale will be delivered quickly to IAF.

BTW Doc what about many reports from Russian & Germans that Rafale deal will not get through??

TOT is still limited. No confirm news for TOT of spectra and other Gadgets. TOT is limited as of basic things i.e How to make wings,Make holes for wires,Wire Routing etc.

India should blackmail a little about tech transfer. Which was the core of MMRCA deal. If not, ,then they should not waste huge money on MMRCA and should procure much cheaper MIG 35s from russia just for the sake of keeping the falling number of squadron, and fasttrak FGFA/PAK FA. Why waste huge money when we have next generation available with in a decade.
