IIRC the former Mayor of Beijing and the party secretary of Chongqing, who are no small fishes, were charged for corruption. The higher echelon is in most cases of course exempt from this kind of allegations or punishment in whichever system. Our former chancelor Helmut Kohl had black accounts with millions of Deutsch Mark is still a free man, former French president Chirac was accussed of corruption and is still a free man, most Japanese PM were corrupt and got at best a slap on their hand. Don't let me start with Italy and the infamous Berlusconi or Bush jun. with his friends from Bechtel and Haliburton.
