PARIS: Pakistan and France on Monday moved closer to initiating a framework for strategic dialogue focusing on increased interaction in political, trade and economic areas besides upgrading their defence and security ties.

President Asif Ali Zardari and his French counterpart Nicolas Sarkozy, who met at Sarkozy’s official residence, agreed to a closer cooperation in jointly fighting terrorism.

Zardari also called for establishing a ministerial-level joint economic commission, aggressive support for preferential access to EU market and parliamentary exchanges to deepen the political understanding between the two countries.

After his meeting with President Sarkozy, Zardari told reporters that he had an “in-depth” discussion with the French president, covering all areas, including terrorism.

“President Sarkozy promised to visit Pakistan soon and we welcome him,” he said, adding that it would help in expansion of their multifaceted bilateral relationship.

The president said the two countries would form a team to work on an agenda for future high-level meetings.

Briefing the media about Zardari’s second visit to France, the president’s spokesman Farhatullah Babar quoted him as saying that Pakistan attached great importance to the ongoing defence cooperation, including the upgrading of Agosta class submarines, with France.

He stressed the need for further strengthening bilateral defence cooperation countries and said Pakistan was also keen on engaging in a serious and substantive engagement in civil nuclear cooperation with France.

The president said Pakistan attached great importance to its relations with France and stressed for comprehensive upgrade of bilateral ties with enhanced trade, investments, sustainable market access and deeper mutual cooperation in other areas that could prove beneficial for both the countries. app

Pakistani President Asif Ali Zardari said here on Monday that France considers Pakistan as a "responsible partner."

"France considers Pakistan as a responsible partner with them in the world," Zardari told reporters after a meeting with French President Nicolas Sarkozy. He added that Sarkozy would visit Pakistan later this year.

According to the Elysee Palace, France and Pakistan decided to cooperate effectively on counterterrorism and civil nuclear development. The two leaders did not touch on sensitive issues during their meeting.

Zardari started his two-day visit to France on Monday. He will also meet with French Foreign Minister Bernard Kouchner on Tuesday. Before heading on to Britain late on Tuesday, he is to make a brief private visit to Normandy in northern France.

Zardari urges strategic dialogue with France

PARIS—President Asif Ali Zardari has called for early establishment of a framework for strategic dialogue with France, establishment of a Ministerial level Joint Economic Commission, aggressive support for preferential access to EU market and parliamentary exchanges to deepen the political understanding between the two countries of Pakistan and France.

The President also called for massive international assistance in meeting the situation arising out of recent floods in the country that had washed out hundreds of villages, killed more than 1200 people in Khyber Phukhtoon khwah province alone and rendered homeless hundreds of thousands of people. The call came during President Zardari’s meeting with President Sarkozi in the Elysee palace Monday first at the delegation level followed by a one on one meeting between the two leaders, Spokesperson Farhatullah Babar said while briefing the media about President Zardari’s second visit to France during the last fourteen months.

Those who attended the meeting included PPP Chairman Bilawal Bhutto Zardari, Defence Minister Chaudhry Ahmad Mukhtar, Foreign Secretary Salman Bashir, Pakistan Ambassador in France Shafkat Saeed and Secretary to President Malik Asif Hayat. Those who attended the talks on the French side included Foreign Minister Kouchner, Advisor on Foreign Policy and Political Matters Mr Levitte, chief of Staff Mr. Gueant, Security Advisor Mr. Richer and France’s Ambassador in Pakistan.

The President said that Pakistan attached great importance to the ongoing defence cooperation including the up-gradation of AGOSTA submarines stressing also the need for further strengthening defenc cooperation between the two countries.
Pakistan was also keen to engage with France in a serious and substantive engagement in civil nuclear cooperation, he said.

President Zardari appreciated French support to Pakistan in the Friends of Democratic Pakistan forum and called for early disbursement of the assistance pledged at the Tokyo conference of the FoDP. Next meeting of the FoDP will be held in Brussels on October 15.

About Pakistan’s efforts in confronting militancy the President said that the democratic government had built political consensus and given ownership to the war against terror even as it paid a huge cost in terms of human and material losses. No other country in the international coalition has paid such a heavy price in this fight as has Pakistan, the President said and added that it was unfortunate if some people continued to express doubts and misgivings about our will and determination to fight the militants to the finish.

Such misgivings will only undermine the international effort against militants and extremists, he said. The President said that despite resource constraints compounded lately by the calamity of the floods that had devastated parts of Pakistan particularly in the KPK province where more than eight hundred people had been swept by torrential rains and billions lost in material damages Pakistan was tenaciously fighting the militants. However, Pakistan’s efforts and contributions have not been matched by the international support he said and called for greater international support to Pakistan’s ravaged economy and infrastructure.

Besides bilateral issues the two leaders also discussed the regional situation. About India the President said that Pakistan wanted to have friendly and good neighborly relations with India and an early resumption of dialogue on all issues as agreed at Thimpu. However, Pakistan cannot be selective on the issues that have to be discussed between the two countries of India and Pakistan, he said. The two countries need to build on the progress achieved during the last four years under the Composite Dialogue process, he said.

President Zardari said that Pakistan was more than willing for a constructive engagement and called for a cooperative approach to deal with the common threat of terrorism instead of the futile blame game.

About Afghanistan the President said that Islamabad supported the objectives of the London Conference and the Peace Jirga and was encouraged by the outcome of the Kabul Conference.

President Zardari said that the international community needed to focus on creating a viable Afghan state and the transition towards this end should be all comprehensive and not merely focused on withdrawal. He also called for international support in counter narcotics measures to dry up source of funding for the militants.

He said that Pakistan was ready to assist Afghanistan in capacity building and reconstruction efforts adding also that any approach that ignored Afghanistan’s neighbors will have little chance of success. President Zardari said that Pakistan looked forward to warmly welcome President Sarkozi.

Pakistan is keen on a "serious and substantive engagement" with France in civil nuclear cooperation, President Asif Ali Zardari said today.

Zardari, currently on an official visit to France, made the remarks during a meeting with his French counterpart Nicolas Sarkozy, an official statement said.

Zardari also called for the early establishment of a framework for a strategic dialogue between the two sides.

Pakistan has stepped up efforts to gain access to civil nuclear technology since its rival India concluded a landmark deal with the US a few years ago.
It has urged the world community to adopt a "non-discriminatory" approach in civil nuclear cooperation.

Zardari is on his second visit to France in 14 months and had raised the issue of civil nuclear cooperation during his last visit too.

During his talks with Sarkozy, Zardari sought the establishment of a ministerial-level Joint Economic Commission, aggressive support for preferential access to EU markets and parliamentary exchanges to deepen political understanding between the two countries.

The President also called for "massive international assistance" to help Pakistan cope with the situation arising out of floods that had washed away hundreds of villages and killed hundreds of people in Khyber-Pakhtunkhwa province.

Presidential spokesman Farhatullah Babar quoted Zardari as saying that Pakistan attached great importance to ongoing defence cooperation with France, including the upgrade of Agosta submarines.

Zardari will meet Foreign Minister Bernard Kouchner tomorrow before leaving France on Tuesday evening for a four-day visit to Britain, during which he will meet Prime Minister David Cameron.

I was watching an interview with the very pretty, smart and articulate Fatima Bhutto on BBC Hard Talk.

Is it true that Bilawal has officially changed his surname to Bhutto from Zardari?
