Russia Delays India’s 5th-Gen. Fighter Program

The author must have a look at F-35 program before making such comments. In complex projects like these some delay and cost escalation is invariably expected and even IAF is not hoping to get its hands on first prototype before 2015. Some patience would help here. I suppose as of now Rafale, LCA (& variants) and remaining Su 30 MKI are a priority for IAF, FGFA is still some distance away and there is no point in loosing our sleep over it.

and the price of PAK-FA was bound to increase. You cant get a 5th gen plane at 100 million dollars, even super MKI will cost around 110 million dollars

PA FA will cost at least 145 million dollars

It's okay.... LCA can be modified into a stealth fighter.... the most advanced in the world.... and carry Brahmos.... the most powerful missile in the world!

When have the US officially encouraged India to join the F-35 consortium?

The best chance of India getting a 5th Gen Fighter is from Russia and India knows it too. As other have said on this thread, 5th Gen fighters are expensive and are getting more expensive too. Just look at the F35, how it is costing more and more. So, India will have to pay the realistic price if it wants that kind of high tech power.
