ANKARA, Oct 23 (Reuters) - Turkish President Tayyip Erdogan on Monday submitted a bill approving Sweden's NATO membership bid to parliament for ratification, the presidency said, in a move welcomed by Stockholm that clears the way for it to join the Western defence alliance.

Erdogan pleased his NATO allies at a summit in July by promising to send the legislation to parliament when it reopened on Oct. 1, having previously raised objections over Sweden's alleged harbouring of terrorists.

Since parliament reopened, however, Turkish officials have repeatedly said Stockholm needed to take more concrete steps to clamp down on the outlawed Kurdistan Workers Party (PKK) militia before Ankara could ratify its membership bid. The PKK is deemed a terrorist organisation by Turkey, the European Union and the United States.

On Monday the bill on approving Sweden finally moved forward.

"The Protocol on Sweden's NATO Accession was signed by President Recep Tayyip Erdogan on October 23, 2023 and referred to the Grand National Assembly of Turkey," the presidency said on social media platform X without elaborating.

Sweden's Prime Minister Ulf Kristersson welcomed the move and said Stockholm was looking forward to becoming a NATO member. "Now it remains for the parliament to deal with the question," Kristersson said on X.

There is no set timeframe for ratification, however. The bill will be put on the agenda of parliament's foreign affairs commission, which will have to pass it before it can be sent to the general assembly for ratification.

Sweden and Finland applied to join NATO last year following Russia's invasion of Ukraine. Finland's membership was sealed in April, in a historic expansion of the alliance, but Sweden's bid had been held up by Turkey and Hungary.

Turkey, which has NATO's second-biggest army, has long been seeking U.S. congressional approval for a $20 billion sale of F-16 jets and modernisation kits. Erdogan has previously linked Sweden's NATO bid to U.S. support for its request.
 
If we go by Israeli logic, Türkiye has every right to block Sweden's admission to NATO. Since the EU and the US are vigorously emphasising Israel's right to self-defence, we, too, have well-founded arguments against Sweden's membership.
Turkey has presented a bunch of lies including:
  • Sweden sending arms to Kurds - when You know the arms are Swedish designed but manufactured and shipped by the US.
  • Sweden financing PKK/YPG etc. when you know Sweden is financing the Red Cross, Medecines sans Frontiers and the like.
Sweden has basically turned itself into a heaven for terrorists from all around the world. Communists, Islamists, Fascists - they all go to Sweden for 'freedom of expression'. Very concerning.
Sweden allows terrorists like this to live here without persecution.

Sweden has Freedom of Speech and those Communists, Islamists and Fascists living in Sweden mainly refrain from terrorist activities in Sweden or abroad.
Some Islamists left to join ISIS, and we have since then changed the law to criminalize recruiting for terrorist groups or actively supporting them. A woman was convicted for cooking food and cleaning for ISIS in Syria.

Its like the echo chamber, I know that even if we write in detail about the process in the last year, it will not be useful, but let me summarize the main chronology for the record:

1. As part of a constitutional amendment approved by the Swedish parliament on May 3, a new criminal law on counter-terrorism came into force on June 1. The law was Turkiye's main demand to approve Sweden's NATO membership.

The law, which aims to criminalize membership to terrorist organizations in the country, stipulates a prison sentence of up to 4 years for those who participate in terrorist activities and cooperate with terrorist organizations. The criminalization and criminalization of terrorism-related acts such as "going abroad to commit a terrorist crime, re-entering the EU after such an act and circulating within the EU for such activities, receiving terrorist training and financing terrorism" also includes the topics that the EU Commission initiated an infringement procedure against the member state Sweden in 2021 on the grounds that some elements of the EU's anti-terrorism rules were not properly reflected in Sweden's anti-terrorism laws.

2. During this time, several terrorists wanted by TR with a red notice were arrested in Sweden. Most notably, Mahmut Tat was arrested in December and extradited to Turkiye. In April, Ömer Altun was arrested and extradited to TR. During this period, there was also one terrorist whose extradition was rejected by the court, but the process is ongoing. In short, especially after the anti-terrorism law came into force, the Turkish side no longer has a condition to prevent Sweden.

On January 8, 2023, Swedish Prime Minister Ulf Kristersson said that he could not meet Turkiye's demands, but within next 7 months they had fulfilled the conditions previously agreed upon in the Sweden-Turkiye agreement. While Finland finalized the process very quickly and became the fastest country in NATO history to complete the membership process, Sweden's failure to do so was nothing but its own foot dragging. Eventually, sooner or later, they reached the desired point.

Then:

The obstacles to parliamentary approval of Sweden's membership were removed on July 11. Just before the July NATO summit: In a written statement following the trilateral meeting between President Erdoğan, Swedish Prime Minister Ulf Kristersson and NATO Secretary General Jens Stoltenberg, a consensus was announced for the Turkish Parliament to approve Sweden's membership 'as soon as possible'.

At the same summit, it was stated that this vote would be on the agenda after the Parliament's recess. The opening of the 2nd Legislative Year of the 28th Term of the Turkish Grand National Assembly took place in the first week of October. Turkiye has brought the resolution to parliament at the beginning of the new legislative year, as committed in the agreement. So this decision was taken in July and it was announced months ago that it would be presented to parliament in the new legislative year.


After all, the US congress is still blocking the F-16 purchase. While the main problem has been the anti-terrorism law that Sweden tried to foot dragging very long, but to insist on framing this issue as Turkiye's blackmail of the US for getting F-16s, as if this is the problem that is blocking the issue and that it is TR's fault, is nothing but turning the situation inside out.

Baltic enlargement is in line with TR's interests. I and many others wrote this here when Sweden announced the first application in 2022. But we also wrote that TR could not approve it when Sweden was a safe haven for Pkk and Fetö members even before the memorandum of understanding was signed. We are still at the same point. Sweden, on the other hand, now has a strong anti-terrorism law.

Other issues, not going beyond merely condemning the Koran burnings, not responding appropriately to the fact that in January Sweden wanted to throw away the memorandum it had signed and complained about us to the US... Yes, these are our goverment's stupidities we criticize.... Turkiye's only gain is the fulfillment of the conditions that directly related with Sweden in the signed protocol, no more.

It started when Muslims travelled from Sweden to Syria/Iraq to join the Daesh.

The criminalization and criminalization of terrorism-related acts such as "going abroad to commit a terrorist crime, re-entering the EU after such an act and circulating within the EU for such activities, receiving terrorist training and financing terrorism" also includes the topics that the EU Commission initiated an infringement procedure against the member state Sweden in 2021 on the grounds that some elements of the EU's anti-terrorism rules were not properly reflected in Sweden's anti-terrorism laws.

Mahmud Tat applied for asylum in Sweden, and failed to argue for his case. His asylum request was rejected and he was sent back to Turkey. He was neither arrested nor ”extradited”. He was not on the much publicized list of Erdogan.

In April, Ömer Altun was arrested and extradited to TR.
This guy is a con man. He advertises car parts on internet, and after he was paid, he did not ship anything. He is a criminal, not a terrorist.

During this period, there was also one terrorist whose extradition was rejected by the court, but the process is ongoing. In short, especially after the anti-terrorism law came into force, the Turkish side no longer has a condition to prevent Sweden.

We don’t change laws on a whim. After the tri-party agreement was signed, Sweden meticulously addressed all points in a structured manner, and met all points while ignoring many of Erdogans demands which were made without backing in the agreement.

After all, the US congress is still blocking the F-16 purchase. While the main problem has been the anti-terrorism law that Sweden tried to foot dragging very long, but to insist on framing this issue as Turkiye's blackmail of the US for getting F-16s, as if this is the problem that is blocking the issue and that it is TR's fault, is nothing but turning the situation inside out.

Sweden is not an authoritarian state where the president can order things around.

Sweden branded PKK as terrorist before any other state except Turkey.

You still cannot be convicted for political support of an organisation.
You can be convicted for tangible support.
Vacuumcleaning a PKK office is criminal in Sweden, but it was criminal before as well.

Sweden stated around that time that all criteria in the memorandum was met (assuming the law would be passed later), and that was as far we were prepared to go. Turkey kept dragging its feet.

Yes, these are our goverment's stupidities we criticize.... Turkiye's only gain is the fulfillment of the conditions that directly related with Sweden in the signed protocol, no more.
The most significant parts of the memorandum was that Sweden agreed to not do things we were not doing anyway.

ANKARA, Nov 14 (Reuters) - The Turkish parliament's foreign affairs commission will debate a bill approving Sweden's NATO membership on Thursday, according to the official agenda of the commission.

President Tayyip Erdogan submitted the bill to parliament for ratification three weeks ago, in a move welcomed by NATO and Stockholm. Turkey had initially raised objections due to what it said was Sweden's harbouring of groups it deems terrorists.

The bill must be approved by parliament's foreign affairs commission before a vote by the full general assembly. Erdogan would then sign it into law.

While saying Ankara expected more from Sweden in combating Kurdish militants, Erdogan said this month that he would try to facilitate the ratification as much as possible.

NATO foreign ministers will meet in Brussels on Nov. 28-29.

Long-neutral Sweden and Finland applied to join NATO last year to bolster their security after Russia's invasion of Ukraine. Finland's membership was sealed in April, but Sweden's bid has been held up by Turkey and Hungary.
