Indian medical students to sign return bond if going to the US

Any doctor travelling to the United States for higher medical studies from this year onwards will have to sign a bond with the government, promising to return to India after completing his / her studies.

This has been done to prevent doctors from leaving the country on the pretext of higher studies and eventually settling down there.

“Any student travelling for further medical education to the US will have to give us a bond that he will return after completing the studies. In the last three years, 3,000 doctors went abroad for studies and didn't return. If a student doesn't return from the US, he won't be allowed to practise there,” Union Health and Family Welfare Minister Ghulam Nabi Azad said here on Monday.

‘Bond obligation'

From this year onwards, the United States is insisting on a government NOC from every student enrolling with an American institute. “No other country is asking for this NOC,” the Minister said. “If they don't fulfil the bond obligation, we can write to the US to deny the student permission to practise.”

Vested interest

On the proposed three-year Bachelor of Rural Health Care course, which seeks to create a separate cadre of public health professionals to serve in rural areas, Mr. Azad hoped that the Medical Council of India (MCI) would approve the course. “Doctors' organisations are opposing the course. I have no hesitation in saying that they have a vested interest to increase their practice.”

“The curriculum is also ready. States are free to implement the course, as Assam is doing, but we want the MCI's recognition to provide uniform standards for the course across India. We hope the MCI will move fast,” he said.

Mr. Azad also favoured increasing the duration of the MBBS course from the existing 5.5 years to 6.5 years. The Medical Council of India was working on the proposal. “I don't mind increasing the duration of MBBS to 6.5 years. In the US, students have to go for six years of additional study to be able to prescribe medicines and practise,” he said.

Mandatory rural service

The proposed one-year increase in MBBS duration is being contemplated to set aside an additional year for mandatory rural service. The proposal is to award the MBBS degree only after the completion of 5.5 years of regular MBBS course and one year of rural posting, which would be linked to the National Rural Health Mission (NRHM).

Awesome work the bond system should be applicable to all fields including phd,Btech,Mtech etc................

they should work for the betterment of their own mother land,but instead they choose to lick white man's A$$ and dont give me that opportunity bullshit era of 90's is over its 2012 plenty of opportunities in India.
 
Indian government is spending hundreds and thousands of rupees on each medical student . The least they could do is to serve in rural areas for a small period. They have the rest of their career to make money.

especiallly because i am an engineer from waterloo canada. after my phd i plan to return to india in 2022. i have no doubt that indiawill have all facilities by then.

i would say india should first apply these bonds to iit students.

No i disagree. You can't force a person to be patriotic , it should come from within. Whoever wants should be able to leave the country and practice abroad. It's his life , it's a free country and he should be able to do what he wants. This is one of the most horrible laws I have seen. I hope the US would stand up against the Indian Government for what's right and refuse to deny the student permission to practice.
 
This policy should be applied to all disciplines where Gov is investing tax payers money to sponsor the education of students in any gov colleges...This should be applicable to Engineering , Medical and all the sectors where Gov can provide the jobs after a student passout from the college.

but your gov spends lots of money on these students and they expect students to stay in india and work there, what good would it do if they all start moving to other countries? i think its a good policy
 
This is how it is in BD. Doctors graduating from Govt Medical Colleges are required to serve in the rural area for a certain number of years.

Then in that case the medical students should not take any subsidies for their education and pay for the course entirely from their pocket.

Is the Govt and txpayers fools to heavily subisidize the medical college students and they saying goodbye to all and settling abroad ?

Rather a choice must be given to the students at the start of the course - 1) Want to go abroad ? Pay entirely from your own money or daddy's money 2) Want subsidized education ? Serve the country after education.

The same should be for all IIT,NIT students.
 
Good move. In India people consider doctor as God. Student who wants to make money they should choose MBA.

my cousin also returned to India after completing his aerospace engineering from Canada and now he is serving his motherland.
same way my respect for bilal haider also increased tremendously unlike some keyboard warriors he actually returned to his motherland Pakistan from USA irrespective of current scenario in Pakistan which is a very big deal.

awsome, reverse brain drain feelings are rising among indians here. i should be done with my phd in mechanical engineering by 2022, i hope ISRO will accept me with open hands. also hope they would have done the manned mission by then and working on moon missions and heavy launch rocket.
