India gets close to acquiring US Howitzer guns, will deploy opposite Pak and China

NEW DELHI: India has progressed to the final stage of acquiring the long awaited 145 number of Ultra Light Howitzer artillery guns- to be deployed opposite Pakistan and China- from the US, with a major roadblock being cleared today.

The Defence Acquisition Council (DAC) led by Defence Minister Manohar Parrikar today cleared all the variations present in India’s demands regarding the artillery gun made to the US and what the US in turn offered. “In today’s DAC meeting, all these aberrations between India’s Letters of Request and the US’s Letters of Acceptance were cleared,” said Defence Ministry sources.

"And now we can formulate the contract after sanction of the Cabinet Committee on Security (CCS). Then start the procurement of the guns between India and the US," said the sources.

All defence proposals beyond Rs 1000 crore have to be approved by the CCS. The 145 Ultra Light Howitzers are worth Rs 5070 crore, according to sources.

In the past, the army had approached the DAC to purchase the guns. Earlier this year, the DAC approved the purchase of the guns. But then the problems emerged. India had sent a Letter of Request (LOR) to the US, explaining the demand to procure the guns. The US responded with a Letter of Acceptance (LOA).

"There was a large variance in what they offered to us and what we had asked for. The LOA had certain variations as compared to the proposal approved by the DAC. Again the DAC had to be approached and requested for a decision to accept the US’s offer. Several LORs and LOAs were exchanged before today’s meeting, which cleared all this. It is a positive step," said sources.

The procurement of the Ultra Light Howitzers will greatly boost India’s artillery capabilities, as the only other equally good artillery gun with India is the Bofors.

The howitzer will be deployed on the mountainous regions opposite Pakistan and China. These areas include Jammu and Kashmir, Leh and Arunachal Pradesh.

The DAC today also sanctioned another case of purchasing 4900 Tadiran radio sets for T-90 and T-72 tanks, said sources. These tanks are located along the border with Pakistan and the Line of Actual Control (LAC) with China.

"The existing deficiency of these sets in the army is being made up by going for this repeat order. A special sanction was given by the DAC for this order," said sources, adding that these radio sets will be acquired faster, as they are a repeat order.

This will be deployed in the mountains against Pak/China. we will probably investigate the Chinese AH4 to see if it suits our needs.
 
Somehow I believe this writers writes this stuff to keep the war hysteria and make some money out of this. Nothing sells so lets do a war machine article and put Pak/China in bracket. Really bored ! :(

A senior Ministry of Defense (MoD) official, who spoke on condition of anonymity, said that following intense negotiations with the US subsidiary of BAE Systems, a price has been settled on and offset problems related to the acquisition of the howitzers have been resolved.

The BAE subsidiary, which is the original equipment manufacturer, has agreed to all MoD conditions without increasing the price, the MoD official said, adding that now the case will be put up before the Cabinet Committee on Security for final clearance, followed by the official awarding of the contract.

Per the FMS deal, the subsidiary will discharge $200 million worth of offsets.

The MoD issued a letter of request to the US government in 2013 expressing interest in buying the M777 artillery guns.

Under the deal, the US subsidiary will supply 25 M777 ultralight howitzers in fly-away condition, and the remaining will be assembled in India in partnership with the private sector company Mahindra Defence Systems.

The two companies will jointly set up an assembly integration and test facility for the M777 artillery guns near New Delhi.

This news article says that DAC has cleared it. It was said earlier as well. There are no negotiations with BAE when FMS deal is undertaken. The LoA of the FMS offer needs to go to US government. It expired on September 10th, and was extended to October 10th.

The deal is still not done, unless CCS approves it, and Government of India signs the LoA.

BAE Systems to partner with Mahindra for assembling & testing M777 howitzers


BAE Systems on Wednesday announced selection of Mahindra as its India partner for the nearly USD 700 million deal for the supply of 145 M777 howitzers, which are ultralight weight artillery guns having a strike range of 25 kms.
The gun deal would be through Foreign Military Sales (FMS) but the "spares, maintenance and ammunition will be operated through Indian systems", defence sources said.
"BAE Systems has down-selected Mahindra as its business partner for the proposed in-country Assembly, Integration & Test (AIT) facility for the M777 Ultra Lightweight Howitzer," BAE said in a statement.

Nah. We are planning to deploy these guns against Burma. :devil:

The procurement of the Ultra Light Howitzers will greatly boost India’s artillery capabilities, as the only other equally good artillery gun with India is the Bofors.

The howitzer will be deployed on the mountainous regions opposite Pakistan and China. These areas include Jammu and Kashmir, Leh and Arunachal Pradesh.


This is the reason Indian Military planners are buying Chinooks.



CH-47F can fly at speeds of over 175 mph (282 km/h) with a payload of more than 21,000 lb (9.5 t).
