Defence Ministry is all set to seek the approval for acquisition of Admiral Gorshkov from Russia at a final cost of $2.34 billion.
Six years after the first agreement and the price escalation and hard talks that followed, the Defense Ministry is all set to seek the approval of the Cabinet Committee on Security (CCS) for acquisition of the aircraft carrier Admiral Gorshkov from Russia at a final cost of $2.34 billion — in January 2004, India first agreed to acquire Gorshkov at the refit cost of $974 million.

Once cleared by the CCS, the Gorshkov deal will be signed during the visit of Russian PM Vladimir Putin on March 13. :cheers::cheers::cheers:

“The Gorshkov deal is in the final stages and the agreement will be signed as soon as the CCS gives a green signal to the proposal,” a senior official told The Indian Express.

The 44,500-tonne carrier, which was to be initially delivered in 2008, will reach Indian waters in 2013-14 after its total overhaul, upgradation, weapon integration and sea trials.

Given the Chinese PLA’s thrust on a sea-based doctrine, India is keen to replace the vintage INS Viraat with the Gorshkov — rechristened INS Vikramaditya — to protect its western seaboard and project its power in the Indian Ocean.


During the Putin visit, an agreement to purchase another 29 MiG-29 K multi-role carrier-based fighters at a cost of $1.12 billion will be signed.

NEW DELHI: The long-pending deal to finalise the price tag on aircraft carrier INS Vikramaditya (Admiral Gorshkov) could soon be taken up by the government as the Defence Ministry prepares to take the case to the Cabinet Committee on Security (CCS).

With Russian Prime Minister Vladimir Putin scheduled to visit India early this month, the Defence Ministry has forwarded relevant papers for clearance by the Finance Ministry.

“Once the Finance Ministry gives the go-ahead, we will place the issue before the Cabinet Committee on Security,” Defence Ministry officials told The Hindu.

Defence Minister A.K. Antony had recently said that his Ministry would not take proposals to the CCS that were not backed by the Finance Ministry.

That the Centre had finalised a price was announced last year during Prime Minister Manmohan Singh’s visit to Russia, but the negotiations concluded towards the end of December 2009.

The contract negotiation committee gave its final verdict on the acquisition of the aircraft carrier, which is currently undergoing repairs and refit at the Sevmash shipyard in Russia. The initial agreement of $974 million went up to $1.5 billion to include 16 MiG-29K aircraft for the carrier. The Russians increased the demand from $2.2 billion to $2.9 billion, even as the Comptroller and Auditor-General made critical observations regarding the deal.

Sea trials cost


One of the reasons for price escalation was the cost of sea trials, which, according to the report, was originally contracted at $27 million but shot up to $522 million. The trials themselves are expected to take approximately 35 months against the planned 19 months.

According to sources in the Navy, the cost of sea trials was not a factor during the erstwhile Soviet Russia days, but with the increasing commercial nature of the deal, these costs added up. The sources also denied reports that the duration of the trials could be reduced to slash cost.

As per the revised master schedule submitted by the Russian side, the harbour trials are scheduled to commence by March next year and will be followed by sea and aviation trials. The delivery of the ship is scheduled for December 2012.

The first of the four MiG-29K aircraft were inducted into the Navy on February 19 at Goa. In the absence of the carrier, the Navy has built a ski-jump facility on the shore to enable its pilots carry out practice sorties.

During Mr. Putin’s visit, the other defence deals on the anvil include an additional 29 MiG-29K aircraft, further agreements on the Fifth Generation Fighter Aircraft being developed jointly by both countries, and work on the Multi Role Transport Aircraft.

There is quite a number of subs in that picture, not surprising as Murmansk is a major naval base. I also spotted a couple Oscars , as well as a Kirov missile cruiser among others.

Actually there are two Kirovs, one with two 100mm gun and one looks like it has 130mm gun in twin mounting.
 
After a three-year long renegotiation, the fresh price of Admiral Gorshkov aircraft carrier was finalised at USD 2.35 billion on Wednesday by the government, a day ahead of Russian Prime Minister Vladimir Putin's two-day visit to India.

"The Cabinet Committee on Security (CCS), which met here, has given its approval to the fresh price for Gorshkov," a Defence Ministry official said here.

India and Russia are likely to conclude the fresh contract for the aircraft carrier, bought by the Navy in 2004 and rechristened INS Vikramaditya, during Putin's stay in the capital.

The warship, purchased originally at a price of USD 974 million, is currently undergoing a refit at the Russian Sevmash shipyard.

Since 2007, the shipyard sought a hike in the price for the warship's refit programme and had revised the cost of the project twice to demand USD 2.9 billion.

However, India had conveyed that it would not go beyond USD 2.2 billion as a revised price for the project.




After renegotiation of the price for three-long years, the two sides finally arrived at a figure for the refit programme six months ago, but it had to go to the CCS for a final stamp of approval, which it received on Wednesday.

Along with the warship, India had also bought 16 MiG-29K naval fighter aircraft for USD 526 million. The first four of these fighters were delivered to India on December 4 last and were inducted into the Navy on February 18 this year.

The delivery of Gorshkov, which was originally scheduled for December 2008, has already witnessed a delay due to the price negotiations for the refit project and India had to push the Sevmash shipyard to hasten the programme for rescheduled delivery in 2013.

During Putin's visit, the two sides are also expected to sign a few more defense deals worth USD four billion, including the final agreement for joint manufacture of fifth generation fighters, additional MiG-29K fighters for USD 1.2 billion and joint development of a multirole transport aircraft.

India is also expected to place orders for 40 more Sukhoi Su-30MKI multi-role fighters for the Indian Air Force.
