NTPC stonewalled by Bhel apathy

Despite regular follow-up at the highest level, Bharat Heavy Electricals Ltd has failed to supply critical plant equipment to various NTPC project sites. In a communication to the power ministry, NTPC indicated that this could have severe consequences on its 11th Plan capacity addition programme as the schedule for many of the projects had got derailed.

Speaking to Projectmonitor, NTPC officials said that in spite of taking up the issue with Bhel on various occasions and deployment of permanent manpower at Bhel plants, timely supplies were not forthcoming. The finalisation of the erection agency was still pending for NTPC's under-construction Rihand-III, Vindhyachal and Simhadri-III power projects.

The officials also reported slow progress on the steam generator erection for Farakka-III and Indira Gandhi Super TPP. They said that the equipment supplier needed to expedite the supplies of bottom ring header at the two projects. For Farakka-III, the supply of turbine generator equipment was pending.

The officials further said that the boiler erection process was slow at the utility's Vellore Stage I (phase-I) plant and Bongaigaon TPP. The boiler mobilisation by EDAC has been reported to be unsatisfactory for the Vellore project. Moreover, Bhel is yet to order the combined cycle pumps for the project. Officials said that Bhel had also not fulfilled its commitment to deploy more manpower at the Bongaigaon site.

Renovated BBMB turbine damaged
24 MW additional loss to Punjab, Haryana, Rajasthan

Another newly renovated BBMB turbine at Kotla power house has been damaged increasing the loss of generation to more than 50 MW. The sources told The Tribune that the runner blade of the turbine has developed a deep crack due to which the generation from the turbine had to be stopped causing a generation loss of 25 MW to partner states—Punjab, Haryana and Rajasthan.

According to sources the repair of the damaged turbine could take months as its runner would have to be replaced. This will mean more bad news for the power starved states like Punjab and Haryana.

Already a turbine at Ganguwal has been down for renovation. The Dehar power project of the BBMB had stopped generation after water entered it due to a rupture in protection shield.

Earlier in June this year a renovated turbine at Ganguwal power house of BBMB had got damaged. Both the damaged turbines were renovated by Bharat Heavy Electrical Ltd. (BHEL).

The damage to two recently renovated turbines has put a question mark on the renovation of smoothly working old turbines carried out by the organisation. The organisation in the recent past has spent crores on renovating old turbines in Ganguwal and Kotla power houses. The Ganguwal and Kotla power houses of the BBMB are located on the Nangal hydel mainline canal. The generation at the power house is at its peak in this season as water at its full capacity is released in the canal.

The turbines had been giving trouble ever since their renovation was completed by the BHEL. It was proposed that the after renovation the generation capacity of the turbines would be increased to 25.2 MW. However, the generation of renovated turbines never reached the proposed target. Due to this the generation capacity of the turbines was set at 24 MW at a board meeting. The PSEB authorities as members of the board demanded that BHEL should be penalised for the loss of generation.

Besides the generation loss the renovated turbines also kept on giving technical problems. Due to problems in runners vibrations in turbines are more than normal. The sources inside the power houses told that if generation from renovated turbines was increased to optimum then oil started leaking from the seals.

The other turbines of the Ganguwal and Kotla power houses are being renovated by Japanese company Hitachi.


The renovation of turbines at right hand bank power house of Bhakra was carried out by the Russian company that had originally supplied the turbines.

These articles from india showing evidence of shoddy engineering work and incompetence of BHEL. So all these are withing context and date has nothing to do with the subject. If anything date goes to show after all these years and months BHEL has not improve much.

we are all educated and "probably" sensible individuals.
Some of the post i have read here are quite offensive. We should avoid making comments offensive to an individual because of race, color, religion, language and nationality.
Discussion should be healthy with facts.
We cannot generalize things. All Bangladeshi or Indians or Pakistanis (alphabetically) cannot be bad or good or corrupt etc.

The thing I am asking is the current breakdown of the plant is due to a faulty turbine.not posts from the past which are totally unrelated to the current scenario.What about the other power plants which have been shutdown.Please don't rant
 
Siddhirganj power plant stops for gas crisis

The newly built Siddhirganj power plant has been shut down just within eight days of its inauguration due to gas crisis, official sources said yesterday.

The Electricity Generation Company of Bangladesh (EGCB), a subsidiary of the state-owned Power Development Board, shut down the plant on Monday after completion of a test run, according to sources.

An official at the EGCB told UNB that despite gas crisis, they had to commence operation of the plant because of the fact that the prime minister would inaugurate it to mitigate the power crunch.

Prime Minister Sheikh Hasina inaugurated its operation on February 14.

“Instructed by the higher authority, we had to arrange gas supply to the new plant through diverting gas from the existing 210-megawatt thermal plant at the Siddhirganj station and from other sources," said an EGCB official on condition of anonymity.

He noted that the Titas Gas Company had to cut gas supply to other industries in Siddhirganj and its adjoining Narayanganj and Rupganj industrial belt.

"About 500 small and medium-scale industries had been denied gas supply in the areas to ensure gas supply to the new plant," he said.

The official also informed that the EGCB would now conduct some other tests on the plant keeping it at halt.

EGCB officials said that they have decided to convert the newly installed Siddhirganj peaking power plant to a dual-fuel system to offset the gas crisis and keep it in operation.

"We have already started discussion with the plant's contractor”, said another EGCB official.

The EGCB implemented the power-plant project and commenced the 120-MW unit-1 of the 240-MW plant under a crash course to tackle power crisis.

The other same-capacity unit of the twin-plant is supposed to come into operation within next two months.

MUMBAI (Thomson Financial) - Fitch Ratings said it assigned a national long-term issuer rating of 'AAA' to Bharat Heavy Electricals Ltd. (BHEL) with a stable outlook.

The ratings reflect BHEL's strong business position as a market leader among the power generation equipment manufacturers in India, its technological capabilities in supplying power generation equipment across various fuels/capacities and a significantly large order book 4.5 times of its 2007 revenues.

The ratings are supported by the company's superior financial position consisting of large cash balances, a negligible debt, growing profitability and free cash flows also give support to the ratings.

BHEL in April informed EGCB that a turbine fell from the trailer on its way to Chennai from Hyderabad for shipment to Bangladesh. The company then took back the turbine to Hyderabad for overhauling and few weeks later informed EGCB that the turbine had ‘no damage’.

Officials of EGCB and its consultant KEMA International later inspected the turbine and concluded that the turbine was repaired. EGCB then appointed a British firm, Lloyds, to inspect the turbine and it is now reviewing the report, power officials said.

The EGCB, however, asked BHEL to extend the guarantee period of the turbine to four years from existing two years, they said adding that BHEL was also asked to guarantee that it would compensate for economic loss caused by any unscheduled closure relating to the gas turbine. EGCB officials said BHEL was yet to respond to the conditions.

Indian state minister for commerce and power Jairam Ramesh and special assistant to the chief adviser M Tamim on Saturday visited the Siddhirganj power plant and discussed the delay in starting operation and the ‘repaired’ gas turbine.

Ramesh requested Tamim to settle the turbine issue as soon as possible and accept the turbine.

Bharat Heavy Electricals Limited (BHEL)'s failure to stick to the contractual schedules with regard to the execution of the thermal power projects in Andhra is making the state government restive since it has not been able to cope with the growing peak load shortages.
