Leaked Letter Reveals India’s Military Weaknesses


NEW DELHI — India’s tank fleet lacks ammunition, its air defenses are “97 percent obsolete” and its elite forces need essential weapons, the country’s army chief wrote in an explosive letter leaked on March 28.

The letter to the prime minister dated March 12 — widely reported by the Indian media — lists shortcomings of the armed forces in embarrassing detail in a serious blow to the government and the Asian giant’s military prestige.

Its publication also ups the stakes in a public battle between army chief General V.K. Singh and the government that began with a dispute over Singh’s retirement earlier this year.

“The state of the major (fighting) arms i.e. mechanized forces, artillery, air defense, infantry and special forces, as well as the engineers and signals, is indeed alarming,” Singh wrote in the letter, DNA newspaper reported.

The army’s entire tank fleet is “devoid of critical ammunition to defeat enemy tanks”, while the air defense system is “97 percent obsolete, and it doesn’t give the deemed confidence to protect ... from the air,” he wrote.

The infantry is crippled with “deficiencies” and lacks night-fighting equipment, while the elite special forces are “woefully short” of “essential weapons.”

Singh also told The Hindu newspaper this week that he had informed Defense Minister A.K Antony of a $2.8 million bribe offered to him in 2010, leading to questions as to why the government had not ordered an inquiry.

Antony has since scrambled to quell the controversy and has ordered a probe by the Central Bureau of Investigation police force. He also attempted to shift the blame to Singh and said he had not made a written complaint.

Speaking amid an uproar in parliament over the leaked letter, Antony said that the government had made efforts to ensure transparency in India’s notoriously corrupt defense procurement processes.

“We have equally taken care to speed up the modernization of the armed forces. By doing that only we can assure national security and we can protect every inch of our motherland,” he told lawmakers.

India remains concerned over China’s military build-up along the countries’ disputed border — the trigger for a brief war between the Asian giants in 1962 — and faces arch-foe Pakistan to its west.

In the letter to Prime Minister Manmohan Singh, V.K. Singh reportedly blames the slow procurement process and lack of urgency among bureaucrats for the “hollowness” of the 1.13-million-strong military, the fourth largest in the world.

Senior opposition leader Arun Jaitley from the Bharatiya Janata Party complained of the “alarming situation” in which “letters which are otherwise intended to be secret and meant to be kept secret find there way into the media.”

“The fact that they can be leaked and come into the public domain itself is a matter of serious concern,” he told parliament.

The letter is likely to lead to a further deterioration in relations between V.K. Singh and his civilian bosses.

The army chief, who faces mandatory retirement this May at the age of 62, was angered after losing a bid to stay in office an extra year by changing his birth date registered in army records. He claimed the birth date was wrongly recorded.

His complaints of poor equipment and operational difficulties also run contrary to government defense spending announcements and recent studies showing India as the world’s biggest military hardware importer.

The government this month announced a 17-percent rise in defense spending to $40 billion in its budget for 2012-2013 — following a 12-percent increase in the previous budget.

Between 2007 and 2011, India overtook China to be the biggest arms importer and accounted for 10 percent of the global arms market, according to recent data from the Stockholm International Peace Research Institute.

India’s military is also negotiating to acquire a slew of new equipment from combat aircraft to submarines and artillery.

It is currently finalizing a deal with France’s Dassault Aviation to buy 126 Rafale fighter jets in a contract worth an estimated $12 billion.

The chief has made a few good points. they were not meant for public consumption.

This raises a few questions:

Why did the chief wait until now to speak out?

Why is the procurement of important weapons systems left to apathetic and corrupt civilian bureaucrats?

The COAS and the heads of the Air Force and Navy in India used to meet the PM personally every month to highlight shortcomings in the Military all the way up until Congress came to power, now its once every 6 months.....WTF, and then they have the nerve to blame him.

Check out the priority of the CCS in the document detailing Composition and Functions of the various Cabinet Committees. Surprisingly, the CCS is listed LAST even after the Cabinet Committee on Accommodation, which includes modalities to provide accommodation in the general pool and out of turn allotment to our worthy Parliamentarians!!

So that's the priority this government accords to defence which is even lower than allotment of accommodation to our netas and babus!!

I think the chief did this one huge favor to the country on his way out to retirement. Some times I do believe Pakistanis are right in putting so much faith in their armed forces

at the rate of corruption skeletons coming out of closet it is very safe to assume, total corruption in india since last decade will run into few trillion dollars if not more....

The media in India seems to be just plain daft........

1.) The Army Chief decided to take a matter to court over the age issues after failing to reach an agreement with the MoD, that is his consitutional and democratic right. He did not agree with the decision and there was an option available to him to go to court and he took it up.....

2.) He came forward and informed, AND INFORMED the MoD of a bribery attempt on himself, and as such was told to investigate it. What utter rubbish, how can the complainant or his organisation investigate a matter like this themselves. It is done by the civilian investigators, i.e. the CBI or Police........not Mr Singh or the IA. I cannot believe the level of incompetence within the MoD to blame that on the COAS.

3.) The letter written is absolutely correct, and he highlighted this to the highest authority, why, so that if War did break out, and like post Kargil, where an investigation is held and the IA blamed for lack of information provided to the political class, at least the COAS can prove he conducted his duties fully and cannot be blamed for mismanagement and holding back information. COAS and the heads of the Air Force and Navy in India used to meet the PM personally every month to highlight shortcomings in the Military all the way up until Congress came to power, now its once every 6 months.....WTF, and then they have the nerve to blame him. I would not be surprised if this letter, a confidential document was leaked by the Government in a calculated move to have the COAS removed, due to him not agreeing with corruption in the Military, clearly kickbacks are not just contained within the Military and involves high level politicians.........

btw....Gen V.K Singh is doing a great job by exposing the corrupt system....No wonder congress wants to get rid of him because he is making there life worse day by day...And yeah these corrupt thugs are scared of him and surprised by his guts to stand and speak truth by exposing the corrupt leadership!!!

Yes Indeed... If situation permits we are also ready to accommodate a third enemy. Customer satisfaction is a must for us. Ready to drill any until they are satisfied to the core that its not wise to mess with the Indian armed forces.

If an armed forces have there cabins empty in peace time then it does not need 6th sense to predict what an Army would be left with which faces civil war in its country.

India army chief says leak of his letter is 'treason

India's army chief General VK Singh has said the leak of his controversial letter on defence supplies to the prime minister amounted to "high treason".

The source of the leak should be found and "dealt with ruthlessly", he said.

In his letter earlier this month, Gen Singh said much of India's defence equipment was "obsolete" and the forces were "woefully short" of weapons.
It is the latest in a series of rows between the army and the government and the letter led to uproar in parliament.

On Wednesday, Defence Minister AK Antony told parliament that the "government is committed to doing all that is necessary to secure the nation".

In his letter, Gen Singh said India's air defence was "97% obsolete", the army lacked the equipment it needed and its entire tank fleet was "devoid of critical ammunition to defeat enemy tanks".

The infantry lacked "night fighting" capabilities and was crippled with "deficiencies of crew-served weapons", the letter added.

'An outrage'
"This is an outrage. Official communication with the prime minister, the defence minister or anybody for that matter with the chief of the armed staff is privileged information," Gen Singh said in a statement.

"The leaking of the letter should be treated as high treason. This cynical approach to tar my reputation has to stop.

"The source of the leak has to be found and dealt with ruthlessly," the statement said.

The letter was leaked to the media and reported extensively on Wednesday.

The revelations dominated discussion in parliament on Wednesday with opposition MPs questioning the government over the issue.

Defence Minister Antony said the leak was "a breach of national security" and several MPs demanded that the source of the leak be identified and punished.

Some MPs blamed Gen Singh for the leak and demanded that he be sacked.

In a short statement in the Rajya Sabha, the upper house of parliament, Mr Antony said the government would take "appropriate action" on the letter.
India's armed forces have been attempting a modernisation drive in recent years that has made the country the world's top arms importer.

Analysts say the upgrade has been hampered by delays and a lack of planning.

Bribery allegation

The general's letter follows allegations he made on Monday in an interview with The Hindu newspaper that retired Lt Gen Tejinder Singh had offered him $2.7m (£1.7m) to approve the purchase of 600 "sub-standard" vehicles of a "particular make".

Lt Gen Singh has vehemently denied the charges, saying the accusations are "totally false" and he has filed a court case against the army chief.

The defence minister admitted that the army chief had informed him about the bribe offer a year ago and ordered a probe by federal police.
Mr Antony said he did not act earlier on the general's bribery allegation as he had never received a written complaint.

Earlier this year, Gen Singh was involved in an acrimonious row with the government over his retirement age.

The general went to the Supreme Court to have his date of birth as recorded by the military - 10 May 1950 - changed to a year later so that it matched the date on his birth certificate and other documents.

But he dropped the case after the court indicated it could rule against him because he had already accepted three promotions that were based on the earlier date.

Changing the date would have meant that he could retire in 2013 instead of later this year.

Defence analyst Rahul Bedi told the BBC that the age row was a symptom of wider acrimony between the armed forces and the government that has threatened to undermine the defence modernisation drive.

I think whoever leaked the letter is a scounderal - and is a risk to national security - should be caught and dealt with accordingly.
 
^^^ I dont think it is a risk to national security. We as public should know what is going on inside, it is better to know that things are rotten than hide it and pretend that every thing is right.

Army chief is in suicidal mode and wants to go with a bang. But if he makes more such things public, I will be thankful to him.

Bl00dy bast@rds! These yahoos don't get sacked for watching **** in Parliament, but they've got the gumption to ask for the Chief's head? And how can they blame the Chief for the leak? These SOBs explode without an iota of proof! 169 of these bozos have serious cases against them from bribery and corruption to murder and rape! But one can't say anything against these hallowed cows or you're reprimanded in Parliament as our worthies have just done to Anna's Team for bringing out these facts which in any case is public knowledge!

So much for our despicable netas! They need to be hung by their withering balls till the cows come home! Jeeez!
