Surprising it is----a whole contingent of high ranking officials---is this a new procurement---or is it locally assembled item or what---

or is there a message being sent to some foreign country that the drones can be taken out.

IN the first half of 2009, Kanwa ran a bunch of stories on Chinese exports and they include the following:
China exporting FN-6 MANPAD to Pakistan. Even though Pakistan was already producing Anza mk-3 based on QW-2 missile [note: in turn a reverse engineered copy of the Russian 9K310 Igla-1 (SA-16 Gimlet)], they have found the newly FN-6 to be that much superior. So, they are going for a new project with this improved technology. FN-6 has also been exported to Sudan. China is also offering the improved FN-16 for export, but it has no orders yet.

In 2009, Malaysia ordered a battery's worth of FN-6 MANPADS as well.

Admiral Noman Bashir has taken upon himself to upgrade the AD capability of the Navy and to equip the PN Marines with maximum AD tools such as the FN-6 from China. Indian Tactical UAV's regularly invade our air space near the Karachi border, especially at night, and the PN Marines do not have the capacity to shoot them down. With the forward PN Marine posts now equipped with the around 3-4 FN-6 SAM's, now they will be able to shoot the Indian UAV's down. So on one hand this was simply a message to our counterparts across the border that PN Marines are now equipped with these SAM's so next time they will get a bloody eye if they decide to hop across the border with their UAV's.

Last year PN has also signed a US$35 million contract with the Chinese to provide around 10 pairs of dual-barreled AD guns (like the Oerlikons) with special proximity explosion ammunition with an burst altitude of around 5kms. These AD guns will be placed tactically in and around Karachi Harbour so as to neutralize and airborne invader from the east.
 
However, I am still at a loss of words and explanation that why PN did not invest the same money in enhancing and buying the locally produced Anza from KRL? We need to get out of this foreign PAKKI PAKKAI TAAZA ROTI syndrome and start investing in various defense equipment manufacturing TANDOOR's that are set-up in Pakistan!!

Why the Pakistan Navy ordered only " around 10 pairs " of the Type 90 Twin-35mm Towed Anti-Aircraft Gun which is a Chinese copy of the Swiss Oerlikon GDF ? And where do you know that ? I hope you are not right and PN have ordered 50-100 of this Guns !

So thats around 20 gun platforms, considering:
A typical battery using the Skyguard radar consists of two twin 35 mm gun platforms with a single fire control radar.

Consider also the existing (ARMY) inventory:

Pakistan operates 200 aging Oerlikon GDF-002 35mm AAA guns and an unknown quantity of the more modern GDF-005 version. Although both are potent against helicopters and low flying aircraft they are not fitted with the advanced AHEAD anti-missile rounds and do not present a credible defense against missile attack. These weapons are radar controlled with SkyGuard I fire control radars. Pakistan also recently procured at least 6 more SkyGuard radars although the exact version of these is unclear.

It would seem the order of 20 platforms is part of an augmentation of (NAVY) base defence AAA.
