5 Bajaur militants surrender

BAJAUR AGENCY – Five militants have denounced violence and surrendered, an official said April 16.

“They would remain in our custody for 24 hours, after which they would be freed,” political agent Islamzeb Khan told Central Asia Online.

He praised a recent peace jirga for persuading the militants to quit violence.

“More than 3,000 militants have surrendered ... during the past three years,” he said. “More are laying their arms because the Taliban are not finding sanctuaries now.”

The public rejects the Taliban for its terrorism, he said.

7 terrorists killed in Kurram Agency

PESHAWAR: Security forces on Wednesday secured an important strategic height in central Kurram Agency during an operation, killing seven terrorists, official sources said. The security forces on Wednesday conducted an operation in surrounding areas of Jogi and secured an important strategic height ‘Tur Nazun’ from the terrorists. During the operation seven terrorists were killed and 12 others injured. The security forces geared up operation against the extremists in the agency and successfully flushed them out from their hideouts. Over 200 terrorists, including foreigners, have been killed during the last two months in the agency. app

Over 100 suspects arrested in Quetta

QUETTA: Law enforcement agencies have arrested over 100 suspects in a joint operation in several areas of the provincial capital during the last four days, police said on Tuesday.

The operation was conducted by the Frontier Corps (FC), Anti-Terrorist Force (ATF) and police in several localities of the city, including Sariab, Sabzal, Shalkot, Nawan Killi, Smuggli and Spinny Road. "So far, we have arrested over 100 suspects, who are being interrogated by a special investigation team to extract information about the perpetrators of target killings, which have claimed about 27 lives during the last 13 days," official sources said. They claimed that some people suspected of involvement in target killings of the Hazara community had also been apprehended. Meanwhile, law enforcement personnel took about 100 motorcyclists into their custody for violation of ban on pillion riding, while they also removed tinted glass from several vehicles in Mizan Chowk, Jinnah Road, Prince Road, Toghi Road, Brewery Road, Spinny Road, Zarghoon Road, Sariab and other areas. app

Now some of these suspects will be termed missing persons, some will get into Afghanistan, and around 20 will become missing persons, and a whole new fiasco will erupt.
 
143 Bannu jail escapees back to prison

PESHAWAR: Efforts are under way to capture the prisoners who escaped in last weeks Taliban-orchestrated jailbreak in Khyber Pakhtunkhwa’s southern district of Bannu, DawnNews reported.

Provincial Home Secretary Azam Khan while talking to Voice of America, said that out of 384 prisoners who had fled 108 have voluntarily returned while 35 others had been arrested.

He added that four teams had been constituted to ensure the capture of all the escaped detainees whereas the authorities in Bannu in this regards, contacted the law enforcement agencies and authorities of various districts and tribal areas via the provincial government.

In what is described as the biggest jail-break in the country’s history, over 100 militants stormed the central prison in Banu on April 16 and freed 384 prisoners, among them a man sentenced to death for trying to assassinate former president Pervez Musharraf.
 
Three TTP, LJ men held in Quetta

QUETTA: Officials of the Frontier Corps claimed on Sunday to have arrested three suspected terrorists in the Brewery road area.

According to FC sources, a raid was conducted on a small house near the Hazara graveyard which led to the arrest of the three men.

The sources said that two of the detained men belonged to outlawed Tehrik-i-Taliban Pakistan who had come to Quetta from Karachi and the third one belonged to the banned Lashkar-i-Jhangvi.

The suspects were handed over to authorities concerned for further investigation

Two suspects killed, police official injured in exchange of fire

QUETTA: Two suspected terrorists were killed and a police official was injured during an exchange of fire in Quetta on Monday, Express News has reported.
According to the police, a car on the Western Bypass was signaled to stop, but the occupants of the car opened fire on the police instead, injuring one official.
Two suspects were killed as a result of retaliatory fire by the police.
The injured policeman was shifted to Bolan Medical Complex Hospital, while the bodies of the suspects were also shifted to a hospital.
The police have initiated an investigation into the incident
 
Four militants killed near Turbat

QUETTA: At least four militants were killed and seven others were detained on Friday by Frontier Corps (FC) personnel near Balochistan’s Turbat region in retaliation of an ambush, DawnNews reported.

The incident took place 20 kilometres from Turbat in the province’s Gaban area, a spokesman of the FC said.

FC’s assault was in retaliation to an ambush by militants on their convoy, the spokesperson added.

In two separate crackdown operations in Nushki and Naseerabad, FC officials recovered weapons and ammunition in large quantities.

The weapons and ammunition included 11 SMGs, three LMGs, 14 rifles, nine short guns, five rocket launchers and 100 rounds of SMGs.

However, no arrests were made in the operations in Nushki and Naseerabad.

The problem of terrorism and extremism that affects Pakistan and Afghanistan overall, but particularly the Pakhtun belts of Pakistan and Afghanistan, is multidimensional. The most important dimension is “strategic.”

The Pakhtun belt in the Pak-Afghan regions has always had very high strategic importance for global powers. Historically, the British and Russian empires had their collision in this region and then the Soviet Union and the American also collided here.

Even today, Al Qaeda which is an international organisation and apparently represents a particular anti-West Islamic ideology has also collided in this region and this is an on-going process. There is a conflict betweenIran and America in the region. Russia is re-emerging as a global player once again. In the same manner, the future superpower China is a big threat to America. The two powers are hitting each other’s interest in this region.

Similarly the bone of contention between Pakistan and India is Kashmir but they both are fighting with each other on the Western borders through their proxies. This way, even to this day, the Pakistani and Afghan border area is a popular war zone based on direct and indirect encounters.
Similarly, two major ideologies of the past, communism and capitalism, had come face to face in this region. Now capitalism and the particular concept of “jihad” have collided in the same manner.

The second dimension of extremism and terrorism that is worth mentioning is “ideological.” In the past, a particular concept of jihad was derived by Jammat-e-Islami and Ikhwan-ul-Muslimoon from the Quran and the Sunnat.

As this ideology was created, America, Western allies, Arab world rulers, the Pakistani military establishment, its political leadership, religious leaders and Pakistani media, together, promoted this ideology and cultivated it in the minds of Muslim, particularly Pakistani and Afghan Muslims. This ideology did not develop overnight, but it is the outcome of contributed efforts spread over the last 30 years.

Hollywood movies, Pakistani and Afghan media and American think tanks have played a major role in the promotion of this ideology. Millions and billions of dollars and riyals have been spent towards this cause. Today this ideology has penetrated into the Islamic world, particularly in Pakistani and Afghan society and evolved in the form of Al Qaeda and Taliban.

The third dimension is “political.” In the past, strategic and ideological war of Afghanistan and Pakistan had been used by the political leaders for Political motives and to this day, the scenario is not much different.

In Afghanistan, one major reason of insurgency is political dynamics and the incapability of their political leadership. Similarly, in Pakistan, politics flourishes on the basis of these issues. Instead of educating the people, the political leaders choose to exploit their emotions. Instead of basing their opinions on quality and merit, the politicians adopt popular stance for political gains and spread them among the people.

One major example is the religious political parties when ruling Khyber-Pakhtunkhwa and Balochistan as MMA, were not making any serious efforts to stop the Nato supply route to Afghanistan but today, as opposition, their focus is on blocking the Nato supplies. Similarly, when the ANP was in opposition, it was organising rallies against drone attacks and is justifying the America-Pakistan alliance today as it is in power. In the same way, Imran Khan supported Pervez Musharraf’s initiative on war on terror in 2001, but today strongly condemns it.

This is why the Pakistani and Afghan publics are confused about the war on terror and are not clear on anything related to it. This is why, neither can the governments create clear policies and nor can the public adopt a clear approach towards it.

The fourth dimension is “economic.” Afghanistan and Pakistan overall, and particularly the Pakhtun belt of the two countries are undoubtedly, economically backward. There are no industries, no education or any other economic activity. The people are tough and experts at war. Arms and ammunition are a fashion to them.

This is how, regional and global powers can use these people easily. Because of these conditions, the region is fertile for wars. Even though there are no industries, the soil is rich in natural resources underneath and geographically this region is the economic route between Central and South Asia. The global powers are therefore interested in this region to exploit the underground resources and use the route for the betterment of their own economies.

In the last few decades, a war economy has been generated. Where one person is getting paid to engage in war, another is being paid to smuggle people; one to spy on America, another to rent out property to American forces and Al Qaeda representatives. In Pakistan and Afghanistan, entire lobbies and many personalities have developed economic dependency on this war. If the war ends, several American lobbies and generals will no longer be able to benefit from the war economy.

The fifth dimension is “social.” This is the only region in the world where arms and ammunition are considered a man’s jewellery. The heroes of this society, in the recent past, have not been scientists, professors, scholars or other intellectuals but they have been warriors. A major social disease is that people adopt and learn from each other, as comparison, competition and imitation. If the father was engaging in war, so will the son be. It’s like a race and engaging in war has become a certain fashion in this region. War has now become part of their culture.

t seems as if the American, Afghan and Pakistani governments combined with the Western forces are being defeated by the militants and extremists, as only one aspect of the multidimensional problem, i.e., “strategic,” is being faced by policymakers, and that too by using military power only, without considering other dimensions of the problem for its long term solution. A comprehensive solution strategy must be generated in which all five dimensions are taken in to consideration. On Pakistan’s side the contradictions in policy towards war on terror have been resolved and a short term solution has been presented.

Political leaders, the military, the ISI, judiciary, media and all other institutions involved should be on one page, in one direction, and must adopt a well-coordinated approach towards the solution. Right now, the war is being fought by military and policemen in tribal areas as well as cities but the direction of this war and the final verdict will be determined by the powerhouses in Washington, Kabul and Islamabad. Therefore, the war decisions must first be dealt with by the foreign affairs ministry and then, if needed, the military may be involved.

Eight TTP militants surrender in Kurram Agency

At least eight militants of banned Tehreek-e-Taliban Pakistan (TTP) surrendered to security forces on Saturday.

According to political agent of Kurram Agency, Shahab Ali Shah, eight TTP members laid down arms and handed themselves over to security forces operating in the troubled areas.

It should be mentioned that armed forces have cleared most areas from extremists and only five to eight percent area of Kurram Agency was occupied by militants where the military operation was in progress to wipe out militancy.

Shahab Ali said that tribesmen who were forced to move to safer places due to terror activities and clashes between militants and security forces were being sent to native areas.

He said that local jirga and government were making joint efforts for restoration of peace in Kurram Agency on permanent basis

16 Taliban surrender in Kurram

PESHAWAR: Sixteen members from the banned terrorist organisation, Tehreek-e-Taliban Pakistan (TTP), surrendered to government authorities in Kurram tribal region, a senior administration official said on Saturday. The militants, who had been involved in heinous crimes in Kurram Agency, gave up their weapons before the political administration in presence of embedded media in Parachinar, headquarters of the region. Sources quoted Kurram Political Agent Shahab Ali Shah as saying that all those who had surrendered would face a trial. Their cases would be decided by anti-terrorism courts, the political agent said. The former militants told the media that they had witnessed foreign fighters working side-by-side under four commanders – Abdullah, Muhammad Rasham, Walid and Rafiqullah. They also confessed to being involved in crimes against their local people and fight against security forces. The former militants, whose faces were covered, said that they belonged to different tribes, including Masoodzai, Ali Sher, Afridi and Manttak (Orakzai). “We have shun all [militant] activities and ready to stand with our people and law enforcement agencies,” a militant was quoted as saying. “We want to start our new life because we were compelled to cooperate with TTP militants when they started their activities in Kurram Agency. Now we have realised that they are killing our own people and not waging a jihad... rather it is bloodshed of the innocent people.” Shahab Ali told reporters that around 2,500 militant were involved in criminal activities in Kurram Agency. staff report

Security forces kill 8 militants in Orakzai agency

ORAKZAI AGENCY: Security forces destroyed two militant hideouts in Orakzai agency on Sunday, killing eight militants in the mortar attacks, DawnNews reoprted.

According to official sources, security forces targeted militant hideouts in Mamozai and Khadizai areas of Orakzai agency.

Two militant hideouts were destroyed in the operation whereas eight militants were killed, the source added.

Lower Orakzai agency has been cleared of militants whereas an operation against the militants is underway in the Upper Orakzai agency.

PESHAWAR: Terrorists in North Waziristan ambushed a military convoy on Sunday morning, killing nine troops.

Army officials said the convoy was passing through Amin Checkpost, a security outpost on a hilltop outside Miranshah, when “dozens” of terrorists attacked the troops.

“Militants hiding there opened fire at the soldiers with AK-47 assault rifles and RPG,” a senior Pakistan Army official told Reuters on condition of anonymity.

“Three gunship choppers were called in but the militants even fired rockets at the choppers.” Nine troops, including an officer were killed, and 12 more injured in the attack. The army official said the troops had retaliated and killed “a number of militants”.

Tribesmen in Miranshah, the capital of North Waziristan and a known hotbed of terrorists, including the Taliban, al Qaeda and the Haqqani network, said they saw army helicopter gunships pounding suspected terrorist positions in the town.

“As we were very close to the battlefield and could see from roofs of our houses, the security suffered heavy losses,” said Razaullah Dawar, a local resident.

“Besides human losses, some of their heavy trucks and jeeps were burnt and were lying on the spot till evening.”

It was not known exactly who attacked the convoy, but one security official, requesting anonymity, said the Tehreek-e-Taliban Pakistan were behind the attack.

A senior commander affiliated with Hafiz Gul Bahadur, a pro-government militant leader in North Waziristan, condemned the attack and denied involvement.

“We have a peace accord with the government and condemn the killing of Pakistani soldiers in Waziristan. We will continue following the peace agreement with the government,” he said.

Tribesmen said that a rocket also landed on a mosque in Zafar Town on the outskirts of Miranshah, injuring up to 15 people.

Announcements were made through loudspeakers to rush to the mosque to help move the injured to hospital, residents said, adding that an emergency was declared in the agency’s main hospital to treat the injured.

Clashes between the army and terrorists began as the security forces started demolition of a garden, which officials said, was being used by the terrorists for attacks on security forces. The garden is located on the outskirts of Miranshah. A shell also hit a vehicle, carrying suspected terrorists, killing three of them.

Waziristan lies in northwestern semi-autonomous tribal belt, which Washington considers the main hub for Taliban and al Qaedan.

Separately, security forces killed eight terrorists in Orakzai Agency, official sources said.
