Russians have supplied R-77 air to air missiles to Bangladesh recently. So yeah, war with Ukraine may have reduced Russians military exports but they are still capable of exporting some military stuffs to its clients.

You are free to import weapons from Russia. I am yet to see any large orders placed by foreign customers
