Pakistan and WI both can qualify. Nothing is decided yet. Pakistan will be facing India, SA and SL in Champions Trophy and if manages to qualify for next round then it will have more chances/games to save the spot at atleast number 8 to qualify for World Cup directly. And WI will have series against England just before the cut off date. Without being biased I would say Pakistan has way more chances to qualify than WI although anything can happen. Pakistan may lose out to India and SA (or potentially SL too) but WI's loss against England seems more likely.
