The reason is that Indian train wheel manufacturers are not used to supplying wheels for even slightly more modern new trains in India (for rail tech circa mid 1990s). Whereas producing such older 1990's wheels are business as usual in China.

Nationalist morons in India are not aware of the technical requirements.

Even 1990's style railway passenger bogie wheels are completely different design compared to the 1960's style railway wheels made in India today. The new designs are far lighter and geared towards way faster speeds.

Indian train wheel manufacturing tech is still stuck in the 1960's and 1970's. Train bogie, wheel and suspension tech has moved on massively since that time. Indians chest beat about technology transfer they got from Germans (LHB coaches) which are no longer made in EU. Those are even older 1970's tech. India has zero experience making high speed rail passenger bogies or wheels for any rail tech made since the new millennium.

Ordering train wheels made in China is just a convenient shortcut to the usual chest-beating paradigm for Modi's propaganda idiots.

Their Vande Bharat trains are really poor and far inferior copies of French TGV style trains developed in 1990's, only superficially similar and maybe a little more capable than their usual trains pulled by ToT copies of US made freight diesel locomotives.
