India: Half a dollar a day 'adequate', says panel

India's main planning body has said half a dollar a day is "adequate" for a villager to spend on food, education and health.

Critics say that the amount fixed by the Planning Commission is extremely low and aimed at "artificially" reducing the number of poor who are entitled to state benefits.

There are various estimates on the exact number of poor in India.

Officially, 37% of India's 1.21bn people live below the poverty line.

But one estimate suggests the true figure could be as high as 77%.

The Planning Commission has told India's Supreme Court that an individual income of 25 rupees (52 cents) a day would help provide for adequate "private expenditure on food, education and health" in the villages.

In the cities, it said, individual earnings of 32 rupees a day (66 cents) were adequate.

The Planning Commission was responding to a direction from the court to update its poverty line figures to reflect rising prices.

India has been struggling to contain inflation which is at a 13-month high of 9.78%.

Many experts have said the income limit to define the poor was too low.

"This extremely low estimated expenditure is aimed at artificially reducing the number of persons below the poverty line and thus reduce government expenditure on the poor," well-known social activist Aruna Roy told The Hindu newspaper.

The Planning Commission also told the court that 360 million Indians are now being supplied with subsidised food and cooking fuel through the network of state-owned shops.

A World Bank report in May said attempts by the Indian government to combat poverty were not working.

It said aid programmes were beset by corruption, bad administration and under-payments.
 
India has more poor than Pakistan I thought it was beacause they have a larger population but they have 37% of their population living below poverty line...

I saw on tv the report by world bank on Pakistan and it says 18% of Pakistanis live below poverty line..

This means india's rich are becoming richer and poor are becoming more poor.... bad for India

I think the 18% figure is wrong. One has to define poverty line - i don't believe 82% in Pakistan are living relatively comfortably and are able to enjoy 3 square meals. Both nations have serious issues and should concentrate on feeding our poor

I think the Rs25 they are talking about doesnt include the subsidies given by state govt to people BPL. in some states the BPL list gets 25-30 Kgs of rice at Rs2 a kilo and Rs 1500 as monthly donations...

If this is teh case then Rs 25 a days can hold some value, else its tool less to be demarcated as a threshold for BPL.

sad to see corrupt political leaders in india just like pakistan ignoring and or abusing the poor
 
well, in rural India for Rs. 25 can fetch you 3 square meals. So if you have a place to live, can afford to 3 meals a day and have access to health care ( which the govt provides), you can not be poor.
 
lets give these panel members salary of 32 rs a day and lets see how they manage...hey isn't it a great idea for realty show?

also many people are entering into middle class and upper middle class every year...problem is that people from middle class tend to have only one or max 2 kids while these poor people have no sense of how much they should reproduce..
 
I don't know how income per capita is calculated. In my part of the world an unskilled labour can easily make 200 to 250 rupees in the construction business (based on personal experience)..but if you divide that income around his family (wife and 2 kids) the income per capita comes around 50 rupees( 200/4=50).If you add his parents also (as in the case of many SA families) the income drops below 50 rupees (1$), making him BPL. Can anyone clarify?

Anyways if you are below BPL you can get 25 kgs of rice per month for just Rs2 per kg, which will more than make up for 3 square meals per day.

I guess what this panel wants to do is to change BPL limit to Rs.32 in city and Rs.26 in villages
 
you cant even ride a damn rickshaw for 32 rupees. you are joking if you can survive on that.
