Type 052 hull was introduced in 1994. Type 055 is a brand new hull design. Type 055 replaces Type 052 the same way Type 052 replaced Type 051 which was introduced in 1971.

America has more LHDs than China has carriers , it also spends tons of money on R&D and scientists come from all around the world to America.
